CASCADE LACROSSE ANNOUNCES SOLUTION FOR CASCADE R HELMET – The Lax Shop
Cascade Lacrosse has reached an agreement with the National Operating Committee on Standards for Athletic Equipment (NOCSAE) on a solution for the recently decertified Cascade R Helmet
The solution will involve a simple modification to Cascade R helmets currently in the marketplace. NOCSAE has accepted the solution. Cascade’s data confirms the helmet, as modified by this solution, meets NOCSAE certification standards. For NOCSAE certification purposes, the modified helmet is treated as a new model, identified as the Cascade R-M, although it will continue to be marketed by Cascade under the Cascade R name. Moving forward all newly manufactured Cascade R-M helmets will be certified as meeting the NOCSAE standards. A tamper-resistant sticker will be placed on all modified helmets as well as on newly manufactured Cascade R-M helmets to differentiate them from non-certified Cascade R models. Model R helmets that have not been ofifcially modified by Cascade do not meet NOCSAE standards and certification will remain void.
Cascade will make the modification to existing helmets at its Liverpool, N.Y. facility beginning December 16, 2014. The modification will be free of charge for consumers and retailers, including shipping.

To fully reinstate the NOCSAE license, which was suspended in conjunction with the R model decertification, Cascade is cooperating with a review by NOCSAE of certification data for all of its models, and is having a third-party audit of Cascade’s quality assurance and quality control (QA/QC) processes.
Cascade is currently finalizing its own internal audit and expects the third-party QA/QC audit to be completed by December 18, 2014. NOCSAE will partially reinstate Cascade’s license agreement for the production of new Cascade R-M helmets upon demonstratiion of satisfactory audit results fr its QA/QC processes. The license agreement will be fully restored for other Cascade models upon demonstrating that such models certified by Cascade are supported by necessary data.
Cascade is also currently reviewing test results for all of its lacrosse helmets to ensure they meet both Cascade and NOCSAE standards.
Cascade R Helmets for NCAA Teams, Closer Look
The NCAA tournament gets rolling today, and you’ll see that some of the teams will be breaking out the new Cascade R helmet for the first time.

How Cascade Makes and Tests Helmets, Headgear
A
white, boxy helmet hangs on the wall of a small second-floor conference room. It’s the old bucket style from 1986, with a flat front and ties in the back, branded “Sport Helmets” across the chin pad.
One row down dangles a newer, sleeker red-and-black design popular on lacrosse fields today. The helmet is elongated and streamlined. It tilts down from the back and has a ratcheting system to tighten in the back.
Those helmets making up a two-row, 18-piece display serve as a visual timeline and proof of the evolution of Cascade Lacrosse.
“We took a white water rafting helmet and put a lacrosse mask onto it,” said Steve Moore, director of manufacturing. “Look at the rest of the line and how that’s kind of evolved.”
Cascade, headquartered in Liverpool, N.Y., is the industry leader in lacrosse headgear. The company was the first to use the expanded polypropylene foam in helmets and launched a revolutionary women’s headgear product, the LX, in November. Its equipment has touched nearly every lacrosse field in America.

The helmets are born on the second floor, which features the new research and development wing. It’s covered with drills, drawings and model-making materials, looking like a cross between a scientist’s lab and a child’s playroom. The crown jewels are two 3-D printers.
A team of designers have tablets and computer-assisted drawing programs, but pencil and paper is the quickest sketching method, said Jesse Newman, senior developer for headgear. They consult with scientists and doctors, including ophthalmologists on what facemask colors dilate players’ eyes.
A large glass window on the first floor reveals Cascade’s in-house testing facility, which tests the compliance with safety standards. Two impact-testing rigs look like medieval guillotines, but head forms suspended in the air, waiting to be dropped onto a padded anvil below, stand in for the blades.
Each head is filled with a triaxial accelerometer and microchips to measure the force of impact. The helmets, sometimes heated or chilled beforehand, are dropped from heights of two, four and six feet in six different head positions. There’s even a modified, spring-loaded pitching machine that tests the impact of slashes.
Cascade’s ball cannon that tests how the helmet and headgear withstand shots used to look like a potato gun. Now, it more closely resembles a high-powered rifle, firing into a cage with another mounted head. A high-speed camera records the impact of the ball with the helmet. Each head form’s face is even painted white to see if the inside of the helmet touches the face.
The large drops test the effectiveness of Cascade’s Seven Technology liner system, which is a series of small cylindrical tubes that compress and bulge out laterally on impact to absorb high-energy hits. It took about four or five years from inception to production and went through more than 100 variations of the design that’s now inside its top model of helmets.
The two-foot drops test the Poron XRD, which is a soft material that makes direct contact with the head, providing comfort and absorbing low-energy impacts. Each men’s helmet has to withstand a 70-mph shot and a 60-inch drop.
“We could make an incredibly stiff helmet and it will score great in the lab, but it would be like wearing a brick on your head,” Moore said.
The equipment then undergoes field testing. The LX was tested by more than 700 girls and women ages 6 to 23 over the course of three years. Newman spent more than four years working on the safety standards for the new equipment.
In the back half of the Cascade building, dozens of rows of large boxes tower over the production lines below. Drills dangle from the ceiling and mounted containers dispense sections of the Seven Technology like candy. Everything is stored in precise locations based on importance. White visors are kept closer than navy because they rank first and third, respectively, in popularity.
The lines end with a dedicated quality checker. If the worker sees something amiss, he or she can pull the cord for a red light bulb above to illuminate, alerting a supervisor. The number of people in a line differs, but they hand each product off one-by-one with the goal of 45 seconds per person. Every worker checks the job of the one before, because they’re all cross-trained at every position.
Above the end of each line hangs a red LED counter, totaling the number of finished products. Dry erase boards show the goal for each hour.
“Just keeping score just like a team,” Moore said. “We want to be efficient and these guys get it. They’re competitive from this line to that line. There’s a lot of trash talking going on and that’s the environment that we want.”
Safety Organization Deems Popular Helmet Models Unsuitable for Play
Neither the standards committee nor helmet manufacturers could provide an estimate for the number of Warrior or Cascade R helmets in circulation. The helmets retail for $200 to $250. Cascade’s market share of lacrosse helmets may be as high as 90 percent, said Connor Wilson, publisher of LacrosseAllStars.com and a coach for Doc’s NYC Lacrosse club.
“There’s tons of confusion,” Wilson said. “It’s extremely murky. Is this one safer than another? We don’t even know if the helmets are safe in general.”
Much as auto manufacturers self-certify with safety organizations, helmet makers sign a licensing agreement with Nocsae, agreeing to comply with its standards. They must maintain internal test data for 10 years or longer, which the standards committee can require a manufacturer to produce upon request.
Nocsae found after reviewing data provided by manufacturers and external studies, and conducting its own research, that, among other things, neither company had done sufficient testing to see if the helmets remained viable in high temperatures, Oliver said.
Steve Jones, a spokesman for Cascade, said a third-party inspector has been hired to review operations at its factory in Liverpool, N.Y. He said there has not been a formal recall of equipment, but the company is advising off-season players to either hold onto their gear or trade it in for a Nocsae-certified model if they need a helmet immediately.
In the meantime, coaches are trying to deal with confused parents. Jerry Nichols, the lacrosse coach at Battle Mountain High School in Edwards, Colo., last year had his 50 players buy Cascade R helmets, the same model his son wears as a member of Northeastern University’s lacrosse team.
“They all spent 200 or more bucks on this and last year I was touting not just the look of the helmet, but the safety of it,” he said. “I feel a huge sense of responsibility.
“We’re high school, we’re not D1 college, we’re not pros,” he said. “We want to be fun and safe and benefit from everything a team sport offers young students. And if you’re not safe out there, you might as well not be playing.”
Houston is home to countless fake temporary license tags, and a Texas loophole is to blame
Everyone sees them, many flapping in the wind on the backs of cars in front of them on the freeway. They are on BMWs parked in the back of Sharpstown apartment complexes and Audis idling outside the Westin Galleria.

Often, even the untrained eye can spot an obvious fake. Those are easy for police to spot: the entire month is written out — Texas only uses three letters — or the font is not the block style the Texas Department of Motor Vehicles uses.
Other forgeries take a more trained eye like those of Travis County Precinct 3 Constable’s Office Sgt. Jose Escribano, who runs one of the few task forces ferreting out fake tags.
More alarmingly, Escribano said, many are not forgeries at all. They are legit temporary tags in the Texas system put there by illegitimate businesses, via a loophole so big they are driving cars and trucks through it and onto the streets.
Escribano and a handful of other investigators estimate as many as 2 million bogus Texas tags are on vehicles across the country, in part because it is so easy to gain access to the state’s online tag printing portal — and so tough to shut criminals down when they do.

Texas DMV officials declined an interview request, citing an ongoing federal investigation into the fraudulent license tag rings that started last year. In a statement, department spokesman Adam Shaivitz said the agency was working with law enforcement and the auto industry to strengthen safeguards. Texas has about 5,000 new car dealers, but more than 20,000 used vendors, according to the DMV. Among those, a handful are complete frauds, dealers that exist only in DMV records.
Vidor Police Capt. Ed Martin said the loophole has made Texas the “laughingstock” of vehicle enforcement authorities nationwide. From his perch near the Louisiana border, Martin said he has seen tractor trailers coming into Texas with temporary tags.
“You’re coming in with a Texas buyer tag,” Martin said. “How?”
The why also worries the few officers focused on the issue. Skirting costs for vehicle registration, avoiding toll charges or keeping salvaged cars — such as those damaged in a flood — on the road by selling them to unsuspecting buyers are among the motives. Drivers are saving about $100 skipping registrations and vehicle emission testing, meaning a big loss when tax assessors and communities lose out on the millions in unpaid collections. Toll agencies write off the trips, unable to connect the owner to the bill.
More sinister connections are rampant, however. The issue of bogus paper Texas tags became so prevalent in New York, tied to robberies and carjackings, that the police department advised patrol officers to check any fake Texas tags and all 17 digits of the vehicle identification number stamped on every car or truck. NYPD provided officers a field guide specific to Texas tags.
Numerous Texas crimes also have featured fraudulent tags:
- The car that struck and killed Nassau Bay officer Kaila Sullivan on Dec. 10, 2019, had a stolen temporary tag, that the car dealer never reported stolen
- The getaway car used in the Aug. 21 robbery killing of a New Orleans policeman at a Galleria-area restaurant displayed a temporary tag. Authorities familiar with the case said it was one of a handful connected to the same vehicle.
- Two men who kidnapped Jonathan Hernandez-Venacio, 27, from a Del Valle home near Austin’s airport on June 7, 2020, sped off in a pickup with fake tags.
Refugio police, U.S. Customs and Border Protection and the Texas Department of Public Safety have made several drug busts in the Rio Grande Valley related to drugs stuffed in illegally tagged cars.
“I am not saying the tag caused it, but they were masking the fact in all sorts of crimes,” Escribano said.

Phony temporary tags do not receive the law enforcement attention of other crimes. Houston Police, which aided the Travis County investigation along with others, said through a spokeswoman that most of its auto crimes unit was focused on catalytic converter thefts.
Meanwhile legal drivers often grimace when they see paper tags, even in a state where thousands of cars change hands daily, mostly at smaller used dealerships and private sales.
“I know it is terrible, but when I see a paper tag on a used car, I wonder if it is real,” said Michael Johnson, 39, who lives near Texas Southern University. “I just slow down and let them pass.”
Compared to a legit Texas buyer tag, center, some of the fake ones people have placed on vehicles are easy to spot because of the letter styling or spelling out the month. Others, center-right and top-left, are illegally added to the system and much harder for police to identify.

What could be the largest fraudulent tag scam unraveled last year, when the DMV shut down four fictitious car dealerships that issued a combined 585,000 temporary Texas tags.
In May, three people were indicted in federal court in Houston for the scheme, charged with 15 counts, related to conspiracy and wire fraud. Leidy Areli Hernandez Lopez, 39, of Houston was charged along with Octavian Ocasio, 49, of New York, and Emmanuel Padilla Reyes aka Christian Hernandez Bonilla, 31, whom authorities have yet to find.
The investigation spanned from Austin to New York and included Houston Police and the Harris County Sheriff’s Office. Prosecutors accuse the trio of advertising the tags on Facebook and Instagram. In a video now removed from YouTube, a man in New York offers tips on how best to position the tags, and details of how to acquire them.
Businesses claiming they can legally obtain temporary Texas tags often advertise via online platform, such as Facebook’s marketplace. The sites often show receipts of buyer’s tags, which drivers are required to keep in the cars to price their legitimacy.

Federal prosecutors in Houston declined to discuss the case’s specifics because it is not resolved, but said they are unaware of any other recent federal indictments related to the mass sale of fake Texas tags.
Prosecutors, in a May indictment, allege the trio were able to take advantage of a flaw in how DMV allowed vendors onto the state’s licensing portal. Attorneys listed for Lopez and Ocasio did not respond to requests for comment, or were unreachable.
Most states issue temporary plates so vehicle buyers have a few weeks to fully register the vehicle and conduct inspections where needed. In the interim, the temporary plates provide some proof that the car is not simply stolen, salvaged, should not be on the street or otherwise suspicious.
Buyer tags in Texas have four countermeasures built into them to make forging them more difficult.
In Texas, car dealers register and are issued a number that identifies the business. That number allows the dealer to access the portal maintained by DMV, which allows them to print their own tags as vehicles are sold.
Getting access to the system requires an online application, a $700 fee and proof the dealer has a physical location and a sign. Applicants then must show identification.
Oversight among state departments that handle vehicle registration varies, but most have more stringent standards for approving dealerships than Texas, which has higher standards for barbers than it does for entry into the DMV system. Many states require approved dealers to have fingerprints on file with the state, making fraud more difficult.
Lopez, Ocasio and Reyes are accused of using fake identities, fraudulent photos of office space and fake lease agreements to gain access to the system, and selling tags using fabricated car sales. It took investigators months to verify the dealerships did not exist, document how sales taxes were not being paid on the alleged purchases, and then shut off access to the online portal.
Tags were delivered to people via email, as a PDF, which the person could amend every two months to update the date. Unless police know what the they are looking for, the tags are legit — because according to Texas’ online system they are.
Through one of the four fictional car dealerships, the people involved in the scheme were able to create 430,000 tags before the Texas Department of Motor Vehicles shut down their access after 17 months. Between May and July of 2020, another fake dealership was able to generate 108,000 tags. Two other phony firms identified by prosecutors generated about 50,000 combined, all through the webDealer portal maintained by DMV.
Tough sales pitch
The three companies are among dozens shut down by authorities.
The ill-gotten tags set off a cascade of problems for police, made even more difficult because the DMV has been reluctant to give law enforcement direct access to the database, or verify the details fraudsters and legitimate businesses are using.
That has created a system where even if a patrol officer runs a fake tag it will come back as valid unless the officer recognizes the name of the dealership as one of the bogus firms, such as Cobra Motors, Kings Ranch Autoland and Harley Motors.

The flaws then poison other records relied on by police. The DMV database uploads into the Texas Law Enforcement Telecommunications System, the data police rely on to run plates. Fake names and fake tags essentially are laundered through the system, then shared nationally because TLETS connects to dozens of other national police databases.
Closing the companies takes months, but what frustrates some police is that closing the loophole seems to be taking longer.

As it was shuttering fake dealerships last year, the DMV also was forming a consumer protection advisory committee, aimed at curbing illegal tags. That led to lawmakers toughening the tag rules in HB 3927, adding oversight requirements of the system to DMV and giving the agency the ability to quickly turn off the online privileges of suspected scofflaws and cap the number of temporary tags a dealer can issue.
“The maximum number will be based on quantifiable metrics including time in operation, sales data, expected growth, and expected market changes,” Shaivitz said in an email.
The changes were not met with eagerness from some car sales companies.
“There is a great deal of concern among our membership,” Robert Braziel, legislative affairs director of the Texas Automobile Dealers Association, told a Texas House Committee.
Auto dealers, concerned about the effect turning off or toughening use of the online database, opposed HB 3927, while conceding there are problems.
“There is a problem and there do need to be looks at solutions,” Braziel told lawmakers.
What remains unclear is when they will happen, as motor vehicle regulators — made up mostly of car dealers — decide how to close the loophole. The requirements lawmakers passed in May went into effect Sept. 1, but give Texas DMV and unspecified amount of time to create the rules and regulations and begin applying them.
“Until we do something about it, the bleeding will continue,” Escribano said.
Finding Eden in the Marquesas

The tale is told that 23-year-old Herman Melville jumped ship when he visited the Marquesas Islands in 1842. Melville, who would eventually write the seafaring classic “Moby-Dick,” believed he had found paradise when he arrived at this mysterious chain of islands in the South Pacific.
Fortunately, another ship happened by a few weeks later and picked him up — just when he began to suspect that his new friends were cannibals and that he might end up as the main course in an upcoming feast.
The story may be part true, part exaggeration. Regardless, the author went on to write “Typee,” which introduced the world to the mystical beauty of the remote Marquesas Archipelago.
I can relate to Melville’s fantasy. Who wouldn’t want to jump ship and stay here forever? (Especially when cannibals are no longer part of the picture.)
“This place is so beautiful I’m thinking of taking up religion again,” said Australian traveler Bill Horrigan as he hiked on Fatu Hiva, an incredibly lush volcanic island that is part of the chain.

The Marquesas are farther from any continental landmass than any other islands in existence. They’re so remote that some are untouched since the era of European explorers.
Despite this, they’ve had famous boosters. Scottish novelist Robert Louis Stevenson, French painter Paul Gauguin and Belgian singer-songwriter Jacques Brel loved these islands, where misty, 1,000-foot waterfalls cascade down volcanic cliffs and rugged mountains disappear into the clouds.
Although the archipelago is part of French Polynesia, it’s 932 miles — a 3 1/2-hour plane flight — northeast of Tahiti and is 3,000 miles from the west coast of Mexico, the nearest landmass.
The isolation has put a crimp in tourism, which is good and bad. It makes it difficult to visit but heightens the experience. You won’t find a Maui-style luau here or lounge-show Polynesian dancers. You will find authenticity: dances and feasts at a community center where almost everyone in town turns out to welcome you.
I heard about these islands from a friend who had sailed a 42-foot sloop here from Long Beach en route to Tahiti. It was one of his favorite stops on a cruise that took him to dozens of islands throughout the South Pacific.
“Yachties” like my friend are one of the major categories of visitors. They anchor in island harbors, sleep on their boats and go ashore to explore and learn about the culture.
Others fly from Papeete, Tahiti, to the islands of Nuku Hiva or Hiva Oa, where there are landing strips, then stay in small hotels or guest houses and get around by private boat or car.
The third category of visitors arrives by ship: The Aranui 5 freighter-passenger ship visits frequently on two-week cruises from Tahiti. The Paul Gauguin, a luxury cruise ship, also sails out of Tahiti but visits less frequently.
I combined transportation modes, flying from Tahiti to Nuku Hiva, then hitching a ride aboard the Aranui 5 to see nearby Ua Pou and other islands.
Nuku Hiva was a beautiful place to start, with a spectacular bay rimmed by towering cliffs. It was here that Melville’s adventure began too.
Ua Pou was one of my favorites. Its name doesn’t exactly roll off the tongue; neither does the name of its main town, Hakahau, population 1,600, but it’s an original, untouched by the influences of big cruise ships that disgorge thousands of visitors on other beautiful shores.
Three yachts bobbed in the harbor when I visited, two of them rigged for long-distance sailing. Looming over the bay were soaring basalt spires. I later learned that the name Ua Pou means “columns,” referring to these dramatic towers.
A few buildings ringed the turquoise blue waters: a school and playing field, a community hall, small homes. Kids rode bikes along the shoreline or paddled outrigger canoes. I strolled the bay, watching life roll by in a small town on a small island. I tried to imagine myself living here and getting used to this pace. It was a pleasant fantasy.
Of the 12 main islands in the Marquesas chain, six are inhabited. My three favorites — Ua Pou, Hiva Oa and Fatu Hiva — each have different attributes.
I think most visitors would agree that Hiva Oa, artist Paul Gauguin’s cherished home, ranks high on their list.

One of the reasons is the simplicity of Gauguin’s grave near the village of Atuona. The site, high on a hill overlooking the island, is marked by an ancient plumeria tree. Its gnarled branches bear no leaves but are alive with fragrant white blossoms.
A guide explained that the artist’s thatched-roof home was just steps away, a place where he could look out the window and see the verdant green mountains.
He died here, a pauper, on May 8, 1903, and was buried the next day.
As I explored these islands, every day I felt as if I had found Eden. But then the next day, I felt that way again. When I finally reached Fatu Hiva, I knew I had found it, the most beautiful place in the world.
This lush island, the most remote in the Marquesas, is 100 shades of green, with towering cliffs and plummeting waterfalls. At the village of Omoa, I watched women pounding bark to make tapa cloth and saw men carving wood to make paddles, masks and war clubs.
I bought a colorful pareo (sarong) and talked with resident Fiaiho Christophe, 40, who said he’d tried living in Papeete, Tahiti, for a while, but he’d come back to Omoa.
“It was too big,” he said. “There are just 60 people here and everyone is family.”
Unfortunately, he’s in the minority. Experts say emigration is a huge problem for these islands, where 80,000 people once lived; now there are fewer than 10,000. In fact, more Marquesans live in Tahiti than in the Marquesas.
Later that day I visited the Fatu Hiva village of Hanavave, a steep 10-mile hike from Omoa. But the hard work was worth it. I was surrounded by spectacular scenery, saw frigate birds and gulls soaring across the blue sky and heard the music of streams and waterfalls as they bounced off rocks near the trail.
When I reached Hanavave, it seemed as if every village resident had turned out to dance and sing and welcome me and the other visitors.
I thought about Melville. Again I pondered, who wouldn’t want to jump ship and stay?
Tattoos tell stories

I did a double take the first time I saw the smiling, tattooed face of Jean-Claude Pahuatini, also known as Mahalo.
The Marquesas Island native is heavily inked from his shaved head to his feet, with intricate black tats almost completely covering his face.
My surprised look didn’t faze him. He grinned even wider, amused by my reaction.
Mahalo, a longtime crew member on the Aranui 5 freighter/passenger ship, enjoys showing off his body art to passengers sailing through the Marquesas. It tells a story.
Tatau (tattoos) play an important role in traditional Polynesian culture, symbolizing major life events, rites of passage, social status, heroism, hunting and fishing prowess, family identity and religious power. Boys begin receiving the tattoos as children, adding to them as they grow older.
Missionaries prohibited the Marquesans from practicing this ritual art for more than 150 years. It was revived in the 1980s and has become increasingly popular worldwide in the last three decades because of its rich history and artistic lines.
Historically, Polynesian tattoo artists created designs using wooden tools and a serrated bone comb, but modern equipment is commonly used today. It shortens the amount of time the tattooing process takes.
Visitors often decide to get a tattoo while on the islands; designs include geckos, centipedes, the Marquesan Cross and other geometric patterns. A very small tattoo may cost as little as $150; large ones can soar to more than $1,000.
