By fostering this sense of community, the game creates a more engaging and long-lasting experience for players, particularly given the relative scarcity of lacrosse video games in the market.

The game attempts to balance accessibility and depth through several features:

Players have reported mixed experiences with the game’s technical performance:
- Generally stable gameplay with occasional bugs or glitches
- Varied load times depending on the platform and hardware

- Occasional online connectivity problems in multiplayer modes
While the game may not reach the technical heights of some larger-budget sports titles, it generally provides a stable experience for most players. However, there is room for improvement in terms of optimization and polish.
Post-Launch Support and Updates
The longevity of a sports game often depends on the developer’s commitment to post-launch support. Casey Powell Lacrosse 16 has received several updates since its release, addressing:
- Bug fixes and stability improvements
- Gameplay balance adjustments
- Minor feature additions and enhancements
- Community-requested changes and tweaks
This ongoing support demonstrates a commitment to improving the game and maintaining player engagement over time.
Value Proposition and Longevity
With an initial price tag of $49.99, Casey Powell Lacrosse 16 positions itself as a premium sports title. Does the game offer enough content and replay value to justify this price point?
The value proposition of Casey Powell Lacrosse 16 can be assessed through several factors:
- Depth of career mode and long-term progression
- Variety of game modes and customization options
- Online multiplayer features and community engagement
- Unique position as one of the few dedicated lacrosse video games
- Potential for user-generated content to extend the game’s lifespan
For dedicated lacrosse fans, the game may represent a worthwhile investment due to the scarcity of alternatives in the market. However, more casual players or those new to the sport may find the initial price point steep compared to other sports games with larger budgets and more extensive features.
Comparing to Other Sports Titles
When evaluating Casey Powell Lacrosse 16, it’s important to consider its position in the broader sports gaming landscape:
- Lacks the production values of major franchises like FIFA or Madden
- Offers a unique experience not found in more mainstream sports games
- Provides deeper lacrosse-specific features than general sports titles
- May have a more niche appeal compared to games for more popular sports
While it may not compete directly with AAA sports franchises in terms of overall polish and breadth of features, Casey Powell Lacrosse 16 carves out its own niche by focusing specifically on the lacrosse experience.
Impact on the Lacrosse Gaming Landscape
As one of the few dedicated lacrosse video games available, Casey Powell Lacrosse 16 plays a significant role in shaping the landscape of lacrosse gaming. How does this title contribute to the growth and representation of the sport in video games?
The game’s impact can be seen in several areas:
- Providing a platform for lacrosse fans to engage with their sport virtually
- Introducing new players to the rules and strategies of lacrosse
- Creating a foundation for future lacrosse video game developments
- Demonstrating market interest in lacrosse-specific gaming experiences
By offering a comprehensive lacrosse simulation, Casey Powell Lacrosse 16 helps to fill a gap in the sports gaming market and potentially paves the way for further advancements in lacrosse video games.
Potential for Future Developments
The release of Casey Powell Lacrosse 16 raises questions about the future of lacrosse gaming:
- Will we see more frequent releases or updates to the franchise?
- Could the success of this game attract larger developers to create lacrosse titles?
- How might future iterations improve upon the foundation laid by this game?
- What role will emerging technologies like VR play in future lacrosse games?
As the gaming industry continues to evolve, the lessons learned from Casey Powell Lacrosse 16 could inform and shape the next generation of lacrosse video games, potentially leading to even more immersive and authentic experiences for fans of the sport.

‘Casey Powell Lacrosse 16’ Review: Just Off The Post
Casey Powell Lacrosse 16 left me wanting more—especially as a full release with an original price tag of $49.99 for consumers.
I’m not a hardcore lacrosse fan. However, before you dismiss this review as an evaluation from a guy who has nothing of value to offer about the sport, consider this idea: when there’s a sport that has lacked proper video game representation like lacrosse, the hardcore fan may be so fired up to have a title that simulates their game, that objectiveness may be impossible.
In light of that, perhaps the most unbiased review should come from someone who eats, sleeps and drinks sports and video games. That would be me.
The biggest challenge in reviewing this game was not allowing myself to get caught up in the fact that this is the first full lacrosse video game. There’s been others available on the Xbox Live and PlayStation Store, but this is the first Triple-A effort at LAX.
That scarcity can almost influence you to grade on a curve. Had the game been priced at $29.99 or lower, I might have lowered my expectations. Because it’s not, a consumer has no choice but to expect a complete product with a fully fleshed out feature set. While there are some aspects of the game that made me say: “ooh, I like that,” or “I wish other sports games would do that,” on a whole it didn’t feel like a Triple-A game.
Graphically, the game somewhat holds its own. The player models are decent and you can create players whose stature varies. If you want to create a player as stocky and powerful as North Carolina Tar Heels sophomore Chris Cloutier, it’s possible. If you want a guy who is as long and lanky as Chicago White Sox left-hander Chris Sale, you can have him too.
The look of the grass and stadiums is solid as well, and there’s a definite feel of being outdoors. As it pertains to sports video games with outdoor stadiums, that’s all anyone can ask for from the visual guys on the development team.
The animations aren’t quite up to snuff. The players contort their upper bodies in less than realistic ways and there’s a ton of clipping when the two players engage. On the positive side, the running animations look solid, as does the equipment. While the visuals aren’t stunning, they aren’t a distraction in most cases.
While the graphics and animation are hit and miss, the gameplay is easily the best part of the title. It feels a lot like a FIFA and NHL hybrid. The controls are intuitive and not overly complicated. Once you get a handle on the different defensive commands, such as: rusty and wrap checks, shutting down an opposing offense is a blast.
On offense, there’s a good number of moves and tactics at your disposal when trying to put the ball in the back of the net. The swim moves, dive and behind-the-back shots are fun to execute. While there’s only four different types of shots that can be performed with the right stick and R1 (RB) button, when used in conjunction with the L2 (LT) for controlled movement and left stick for traditional movement, there’s just the right variety of options to create diverse and fun gameplay.
Head-to-head games are especially intense. The CPU A.I. isn’t horrible, but a human opponent is almost always more aggressive and that makes for more memorable moments on the field. While there is much to celebrate on the gameplay side, CPL 16 lags behind significantly when it comes to sound, presentation and options.
The commentary is very repetitive and it lacks any real personality. In some night games, the commentator says: “the players might need some sunscreen.” Hmm… probably not.
The name database is pretty large. The announcers will say a wide variety of player names, but few details are given about the players during games. During career mode contests, the announcer will say how many goals a player has scored during the season, but that’s about the extent of the information. Part of the appeal of a season or career mode is feeling immersed in the virtual campaign. There’s no elements of that in the audio or video presentation.
The modes and options are pretty limited as well. There’s a traditional exhibition style, an online head-to-head and a career mode that allows you to control one player (ala MyPlayer in NBA 2K) or an entire team. The single-player experience works fairly well, but it is an option that can most likely be best appreciated by hardcore lacrosse fans.
So much of the game takes place away from your player—especially if you pick an attacker—that you spend a good amount of time waiting on the ball to get back into your area. Even then, it’s difficult to find the right camera angle to best enjoy this mode. Just as the presentation in the career mode fails to deliver a complete experience, so too does the overall functionality.
The creation suite for your coach or single player is fairly in depth, but the campaign lacks pizzazz. There are challenges for things like wrap checks, shots on goal, etc. Meeting these challenges earns you credits that can purchase boosts for your player’s attributes, but the game doesn’t do a great job of making you care about the boosts, or even seeing a major difference in your player’s performance once they’ve been added.
Career modes shouldn’t simply feel like a series of games with the same team. It should feel like a story that’s being built over the course of a season, but that’s not the case here.
The one awesome aspect of the features in CPL 16 is the ability to edit every player, team and league in the game. If you choose to redesign the entire game’s roster, you can, and you can share it online for the community. In fact, when you first boot the game up, you’re asked if you want to download the most popular or highest rated roster.
Doing so will give you all of the prominent lacrosse teams and clubs in the college and professional ranks. This is one of those features that I wish all sports games had.
Bottom Line
While CPL16 does some things right, there’s just not enough here to satisfy any sports gamer who isn’t simply thirsty for a lacrosse game. Because of the solid gameplay, the foundation has been established for a complete product in the future. Unfortunately, we just aren’t there yet.

Casey Powell Lacrosse 16 Review
Lacrosse is a game of precision interrupted by bouts of impact–a fluid sport with jagged edges. Casey Powell Lacrosse 16, much to its detriment, conveys both poles in extremely unequal measures. Its harsh exterior obscures any redeeming factors hiding inside.
This marks the latest attempt to capture lacrosse in video game form, following the College Lacrosse mobile series. It’s a widespread sport, and growing in popularity by the year, but compared to the titans of football, basketball, baseball, and soccer, it’s obscure. Yet it seems ripe for digital adaptation: it’s entertaining, physical, and fast-paced. Casey Powell Lacrosse, however, fails to establish a foothold.
It does show initial signs of promise: there’s the ebb and flow of a methodical offensive possession, the rush of a momentous fast-break, the teamwork of a defensive stand. At times, it looks like lacrosse ought to: smooth, stylish, and sleek. When Casey Powell Lacrosse conveys what makes the sport exciting, it excels.
But those moments are few and far between. Throughout my midfielder’s season with the Syracuse Citrus (there are no licenses for real teams in Casey Powell Lacrosse) I struggled with opaque controls, loose movement, jarring cinematics, and poor AI.
The size of the crowd is actually accurate.
The latter is the most frustrating: I can’t snipe top-shelf over the goalie’s off-hand if my attackman teammate won’t get out of my way. I can’t rip a rebound shot if my middy chases the ground ball at little more than a jog. I can’t split two defenders from behind the goal and feed my best shooter if he’s sprinting in the opposite direction, seemingly alarmed at something happening in the bleachers across the field.
Even if he was in position, it wouldn’t matter. Dodging–or any sort of movement at all–is tedious in itself. Casey Powell Lacrosse makes you switch to your weak hand manually. Using your off-hand is an important skill in lacrosse, especially for players in the attack (dedicated offense) position, who often have to beat skilled longpole defenders. But pressing a button just to switch hands is an added hindrance in a game already replete with them. Other sports games make this an automatic action as you sprint down the field, glide across the ice, or cross the soccer pitch. Not Casey Powell Lacrosse, though.
The movement here is poor in general. It feels more like you’re floating above the turf than running over it, removing any feeling of contact with the ground. I often entered the opposing team’s crease, thereby turning the ball over, because my player kept jogging long after I tried to turn him around. The same floatiness also applies to defense. When trying to body check an offensive threat, they can slide right by me in an awkward animation as my defender extends his gloves into an empty void.
Then there’s the rate at which you cross the field: incredibly slow. The sprint action makes no difference, letting opposing attackmen magnetize to me as I try to move the ball from my side of the field. Clearing should be a challenge, but here, it can be a desperate battle.
I expect to battle a staunch defense. I don’t want to battle dense controls.
If your steady crawl does get you across midfield, you can play offense–but there are design obstacles here as well. Chief among them are the the overly complex stick controls. Quick shots are easy, requiring only a flick of the analog to perform. But quick-release shots are only helpful on the goalie’s doorstep, or pinging the crossbar after a cut across the center. Any situation calling for a hard outside rip is a nuisance–some shots require a simultaneous pull of the left trigger, others a tap of the right shoulder button, others a half rotation of the analog stick.
Passing is a problem as well, leading to numerous turnovers and mishaps on both sides of the field. By holding the trigger, I bring up a floating dot above potential receivers’ heads. This system would be simple and effective, but given the fact that the dot often jumps to another player just as I release the trigger, it’s not. Casey Powell Lacrosse can feel great when the passing, shooting, and movement all play their part. But they rarely do. I expect to battle a staunch defense. I don’t want to battle dense controls.
The game’s presentation doesn’t do its poor mechanics any favors. Character models resemble neanderthals more than modern human beings, with hair gravitating somewhere between uncooked spaghetti and rotten pineapple husks. Their heads are often disproportionate to their bodies, too, making them look less human, removing me from the experience as I navigate the team management menus.
Different faceoff maneuvers rarely make a difference, leading to random button-pressing.
The cinematics refuse to pull their weight as well. At one point, I scored a goal just as the clock hit zero and the game ended. My players leapt around the field, arms raised high as they performed their own personal celebrations and victory laps, high on the rush of a last-second goal.
They had just lost 10-8.
That denial embodies the experience of playing Casey Powell Lacrosse 16: trying to enjoy yourself despite the ordeal you just suffered. There’s no finesse here, no style, and all too few moments where it actually resembles the source material it’s trying to represent. The sport of lacrosse may be growing in popularity by the year, but it still lacks a proper video game representative.

Anyone who has seen a game of Lacrosse in action will know that it’s most notable for its pace across the field, the quick transitions between offense and defence, and the robust way in which players put their body on the line to check an opponent. At the same time, the raw skill involved in manoeuvring the stick to take a good shot at goal opens up some dynamic plays.
Casey Powell Lacrosse 18’s manual substitutions, enhanced shot selection options, and improved stick and body check balance all give lacrosse fans all the tools they need to play the game the way they would play the sport.
“The demand for a new Casey Powell Lacrosse game has been incredible, and we’re proud to be coming back with this new game,” Carlo Sunseri, founder of Crosse Studios, said. “Fans are going to love how fast, dynamic, and challenging the action is… especially when they’re playing with their team on their field for home team pride!”
“It’s great to see a committed developer team like Big Ant and Crosse Studios do Lacrosse justice in video game form” sporting legend, Casey Powell said. “There’s so much interest in the sport out there that fans have really deserved a quality take on Lacrosse. They got that with the original Casey Powell Lacrosse, and I’m happy to see that this one is bigger and better in every way.”
Casey Powell Lacrosse 18 is available now for digital download on the PlayStation 4 and Xbox One online stores worldwide.
Casey Powell Lacrosse 16 Review. Powell’s Power | by Zack Hage | Cube
Although shovel-ware has passed it’s heyday, it still lurks in the confines of current generation clones, blatant rip-offs, and most importantly niche sports titles such as Handball 16, Rugby 15, Motorcycle Club, and more. It’s this type of precedent that sets a particularly uninviting example for any developer willing to enter into an unconventional sports genre, but this is also something that adds to a game surprise if it turns out to be good. So with Casey Powell Lacrosse 16 aiming to achieve this with the usage of a far more accessible sport, does it pan out?
Gameplay:
Every goal and quarter is succeeded with a pretty intense battle for the ball, but luckily this one of the few major uses of QTE’s in the game
One of the most important things about sports games are how they control. Some games, like the Pro Evolution Soccer series, strive for simplicity, while it’s competitor (FIFA) aims for the most complex and strategic system of passes, slide tackles, kicks, etc. Casey Powell Lacrosse 16 achieves a good middle ground of this, while staying true to what makes lacrosse fun. The sense of movement isn’t overpowering, making matches evenly paced, and there isn’t as many fouls or offenses as other sports games, making it even more fitting for a pick up and play scenario. While some of these compliments are based more off of the game of lacrosse and the lack of current competition this game has, that’s not to say it isn’t good. Casey Powell Lacrosse 16 also makes a number of good decisions in the design department.
Plot/Design:
Casey Powell Lacrosse 16 stays true to the grittiness of lacrosse, allowing players to steal the ball by ramming into each other
Instead of easing players into the control scheme with one fell swoop, Casey Powell Lacrosse 16 guides players through each game with the layout displayed on top of the screen whenever a move is necessary to succeed. While this may be aggravating to individuals who know every single in and out of lacrosse, this is something that is very welcome to casuals or people who play lacrosse irregularly. It’s these type of decisions that set Casey Powell Lacrosse 16 from other sports games, but in a very respectable way.
The game also has it’s fair share of proper modes and features, including career and online. While the story may not be as intricate as a juggernaut like NBA 2K16, Casey Powell Lacrosse 16 wastes no time realizing this, and sets its most significant marks on the game-play. I think this was a very smart procedure to set in place, as the tight controls and movement systems make the game feel fresh play after play, and especially in the more competitive moments.
Presentation/ Visuals & Audio:
While the visuals are decent at best, they can sometimes grace into the uncanny valley
Casey Powell Lacrosse 16 has the typical presentation of a sports game, but it’s graphics are a different story. They’re not atrocious, but they don’t set a good standard for the quality the game really hides. Models look muddy and same-ish, with jerseys and clothing only covering up the biggest imperfections. This isn’t as noticeable in gameplay, but I can easily see someone not wanting to buy this game based off of a lousy screenshot, which is a shame.
The commentary and sound design is a different story, with sound resonating much more appropriately with the game and the player. The commentary won’t have the back and forth banter of other sports games, but still manages to fit the bill. This is another instance of the quality over quantity standard present in Casey Powell Lacrosse 16. If you’re looking for a huge expansive sports adventure this not for you, but anyone looking for something to crack a couple hours in will be decently surprised.
Conclusion:
Casey Powell Lacrosse 16 is one of the better low budget sports games I’ve seen in a very long time. While I’m not sure what could be done to improve this game in the next yearly entry, there is enough potential to really craft a golden staple in AA sports game production. If you’ve got a couple buddies that love lacrosse, splitting the cash to play this game cooperatively is more than a wise decision.

Review: ‘Casey Powell Lacrosse 16’ introduces the sport to a new video game generation
The league-licensed sports video games that release annually — the Madden, FIFA, and NBA 2Ks of the world — are celebrated for their authenticity and complexity, but that also makes them incredibly difficult on players who are unfamiliar with them or the sports they represent.
Every year developers try to implement ways to make them more welcoming, easier to learn and easier improve at without hitting a wall of frustration, but that hasn’t proven enough to draw in new consumers. With arcade-style games — which once acted as bridges to the simulation games — now largely extinct, there is little middle ground, leaving many feeling overwhelmed by the current state of sports games or simply disinterested in the genre because of it.
REVIEWS: ‘Madden NFL 16’ | ‘NBA 2K16’ | ‘FIFA 16’
Where “Casey Powell Lacrosse 16” succeeds most is in its accessibility. It offers an enjoyable and easy-to-comprehend gameplay experience that will satisfy not only fans who are passionate about lacrosse but also those who may know very little about the sport.

Having lived on the West Coast my whole life, I went into the game without a great deal of knowledge of lacrosse. My exposure to the sport has been limited to the rare appearances on highlight shows and having briefly flipped across matches that were being broadcast on ESPN3. I knew what lacrosse looked like but wouldn’t have necessarily been able to explain the rules or procedures behind it.
Unlike those other major sports games mentioned at the top of this review, “Casey Powell Lacrosse 16” is not intimidating even for someone new to the sport. In fact, it’s very accommodating, and most importantly, fun even through the process of gaining an understanding of how to play.
There is no interactive tutorial in the video game, and lacking one has sunk some other sports games before. Surprisingly, it turns out to be unnecessary here. All one has to do is look over the controls and pay attention in-match to button prompts that appear above the players which act somewhat as a tutorial on their own.
The only issues I had as a newcomer were related to two rules which resulted in numerous penalties early on. One is offsides, which is explained in a loading screen but may not be spotted initially. The other relates to offensive players who enter the goalie crease. There’s no explanation when this happens. A ref appears, makes a signal, and play resumes with the opposition in possession.
“Casey Powell Lacrosse 16” is the product of a 2014 crowdfunding campaign, from developers with considerable pedigree when it comes to lacrosse video games. That shows in the quality of game and the design decisions that have been made.

The vision for the game was originally described as having “the player movement and passing of basketball with the stick control, shooting, and hitting of hockey to create a high scoring, action-packed lacrosse video game. ” Crosse Studios and Big Ant Studios, who co-developed “Casey Powell Lacrosse 16,” have achieved exactly what they sought out to do.
The gameplay does feel wide open and movement is fluid, there are some big hits, and most of the matches do feature a lot of goals being scored — all of which is realistic to the sport. Important to translating all that are the controls which are simple and responsive, with a few modifiers adding complexity when skills have improved enough to handle them. The only thing that doesn’t feel completely natural is assigning sprint to the pressing down of the left stick on the controller.

“Casey Powell Lacrosse 16” ships with generic teams but the game has a brilliantly implemented community sharing system that allows for them to be switched out for real teams right out of the gate. Upon starting the game for the first time (this can also be done later), the user is presented with the option of downloading the top-rated community file. After that is done, 67 real college teams and all nine Major League Lacrosse teams are available, though they won’t have their real logos.
While it would not be completely fair to compare the level of content offered in an independently developed game to those from massive publishers with near unlimited resources, ultimately consumers have to make spending decisions based in part on the content included and the longevity a product offers. This is where “Casey Powell Lacrosse 16” comes up a little short.
There’s actually more than one might expect to be in the game and that helps to justify the $50 pricetag. The modes included are Single Games (exhibitions), Career (as coach or player), Online (quick or custom matches), Competitions (custom season and tournaments), and Lacrosse Academy (create, edit and share teams, players, coaches and officials).

Career Mode, and potentially Online, will be where users wind up investing the majority of the time with the game. Like many other sports games, Career lets you play as either the Coach or a Player. With the former, the whole team is controlled and activities like player acquisitions and drafts take place. The latter involves playing as just one individual, though you can choose to control the whole team there also, with the goal of performing well and earning attribute boosts.
The basic expectations of a career mode are all met but that’s pretty much all there is to it, and it brings into question whether Career will be compelling enough to hold interest beyond a few weeks of playing. Online has simple quick games through matchmaking and custom ones that allow for particular settings to be selected. In limited opportunities to play online thus far, it ran smoothly, though some sync issues were present.
Visually, the game looks great. It’s evident that a lot of work went into the lighting for both day and night games. The player models and stadiums are also excellent. There are some collision detection issues, with players and sticks occasionally clipping right through others, but those instances don’t really detract from enjoyment of the game. A weaker aspect is the presentation, as there is only one pregame and one postgame sequence, but the commentary is adequate.

The sports gaming genre has contracted to the point where creative entries in the space or those representing sports with smaller followings are few and far between. “Super Mega Baseball” and “Rocket League” have recently emerged as winners in filling that void, though the cost of entry with them was much less than the $50 it is here. That has to be considered for how widely it will be adopted and whether word of mouth will build to where the game captures more than just core lacrosse fans. Still, as the first sports game for consoles/PC to release this year, “Casey Powell Lacrosse 16” is a pleasant surprise and may be the next to be considered in that same class of alternatives to the traditional league-licensed sports games.

90,000 We Are One International Film Festival kicks off on YouTube – Culture
NEW YORK, May 29./ TASS /. The We Are One International Film Festival kicks off Friday on YouTube with the participation of the New York Tribeca Film Festival. Over the next 10 days, at the global online film forum, the films will be shown at 21 of the world’s largest festivals, including Cannes, Berlin, London, Venice, Tokyo and Sundance, according to the official Tribeca website.
The decision to create a single international festival was made in connection with the coronavirus pandemic, due to which most of the national festivals were canceled or postponed.
More than 100 films from 35 countries of the world will be screened as part of the We Are One film festival, including 13 world premieres, 31 online premieres, 23 feature films and 57 feature short films, as well as documentaries, archive films and much more. At the same time, viewers will be able not only to watch films for free, but also to listen to performances by eminent directors, discussions with the participation of leading specialists of the world film market, enjoy colorful shows and presentations that usually accompany many film festivals.
Intermediate stage of festivals
Expected high-profile screenings include a documentary film about the famous street photographer Ricky Powell: The Individualist in the 80s and 90s of the last century, as well as a documentary series about female representatives running for the presidency of the United States. minorities And She Could Be Next. Among the game tapes, you can see the winner of the Mumbai festival – the Indian drama about professional monkey repellers Eeb Allay Ooo! directed by Pratik Vats, and also the Israeli psychological thriller Losing Alice by Sigal Avin.
Co-founder of the Tribeca Festival, Hollywood actor Robert De Niro, speaking on Thursday at an online meeting of the We Are One film forum, noted that the current time of the pandemic is very similar to a science fiction film. “But I’m sure that in the end we will get through it and win,” said the actor.
“Until we know when we will get together again in reality, and none of us can answer this question,” said Jane Rosenthal, co-founder of the Tribeca festival, with regret.“Therefore, now we have decided to take part in such an intermediate stage, thanks to which it is possible to gather [online] and once again inspire each other for new ideas, spur the development of our creative potential.” “I hope the film festivals will start working again, although no one has given specific dates yet will not be taken. But it is quite possible to cooperate both in the virtual and in the real world at the same time – after all, one does not exclude the other, “Rosenthal believes.
The participants of the meeting recognized that any challenges and difficulties always bring positive results. In particular, festivals, as well as directors, film companies will now have to pay more attention and make more efforts to develop digital technologies and broadcast products on online platforms.
“Change has a positive effect for all of us,” Rosenthal said. “All directors want their film to be seen. And if a lot of people are watching it, the film will be successful.”
Meanwhile, during the discussion, the director of the Tokyo Festival Takeo Hisamatsu expressed the opinion that such unified international festivals would never replace national film forums.”If we all become global, we will lose our identity,” he said.

- NATO-Russia Meeting
Cooperation between Russia and NATO will become an important tool in the formation of a united Europe, the head of the Russian Defense Ministry said. RIA Novosti.13 May 2003
Cooperation between Russia and NATO is designed to become an important tool in the formation of a United Europe, said Russian Defense Minister Sergei Ivanov .
Opening the meeting of the NATO-Russia Council at the level of ambassadors, he noted that the current meeting “is a landmark event that symbolizes progress in the development of relations between Moscow and the alliance.” According to him, Russia and NATO are actively cooperating in the interests of forming a European security architecture in the face of new threats and challenges.”It is gratifying to note that parallel to our meeting in Brussels, a meeting of the Russia-NATO Council is being held at the level of chiefs of the main headquarters,” the Defense Minister stressed. Within the framework of this meeting, he noted, the bases of cooperation in the military sphere are being discussed. “Such a symbolic bridge between Moscow and Brussels increases the importance of defensive instruments in the interests of the formation of a United Europe,” the minister stressed.
According to him, currently Russia and NATO are moving from a theoretical discussion of issues to a practical solution. In particular, the sides are developing cooperation in the field of missile defense in the theater of theater missile defense, in the non-proliferation of weapons of mass destruction and their delivery vehicles. Russia and the alliance are creating appropriate working groups, which will also contribute to the development of cooperation, said the head of the Russian defense department.
Russia attaches particular importance to cooperation with NATO in the fight against terrorism, the drug threat and the proliferation of nuclear weapons. Elena Volkova, Ksenia Kaminskaya.ITAR-TASS. 13 May 2003
Russia attaches particular importance to cooperation with NATO in the fight against terrorism, the drug threat and the proliferation of weapons of mass destruction. This was stated by the official representative of the Ministry of Foreign Affairs of the Russian Federation, Alexander Yakovenko , commenting on the agenda of the first offsite meeting of the Russia-NATO Council that opened in Moscow.
In his opinion, “the discussion of the Iraqi crisis by the members of the Russia-NATO Council should not replace the work carried out by the UN in connection with the relevant resolutions of the Security Council.””The UN is called upon to deal with the problem of Iraq,” he stressed.
“We have specific tasks that we plan to discuss,” the diplomat noted. “This, in particular, is the fight against terrorism, the proliferation of nuclear weapons, and the drug threat.” He said that “countering drugs will also be discussed at the upcoming Russian-EU summit in St. Petersburg.”
The diplomat confirmed the position of the Russian Federation regarding the expansion of the North Atlantic Alliance. “We believe that the NATO enlargement mechanism is not the way to ensure the security of the world community,” he said.
Russia and NATO agree on a specific program for cooperation on theater missile defense. Christina Rodriguez, Anna Bobina. RIA News. 13 May 2003
Russia and NATO agree on a specific program for cooperation on theater missile defense. Alliance Secretary General George Robertson announced this.
“Until a year and a half ago, this issue was considered the most controversial in the international community,” he said.Lord Robertson recalled that Russian President Vladimir Putin presented his proposals in this area. “We have carefully considered them, as well as the proposals of the United States and European countries, brought them together and are now agreeing on a specific program,” the Secretary General said.
According to him, this program can be called the “flagship program” of the Council.
George Robertson pointed out that the agreement on such a program helped to ease tensions between the members of the alliance, since each of the countries recognizes the emergence of new threats and the inadequacy of existing responses to these threats.
NATO Secretary General stressed that cooperation in the field of theater missile defense is associated with certain financial costs. “This is not a rhetorical exercise, cooperation is associated with financial costs for all 20 states, and each of the countries has declared its readiness to participate in financing,” Robertson said. “The success of a program can always be judged by how well funded it is,” he said. “I think we have achieved a breakthrough and our cooperation will be more effective in the future.”
- Preparing to sign MNEPR
On the upcoming signing of the framework Agreement on the multilateral nuclear environmental program in the Russian Federation and the Protocol on claims, litigation and exemption from liability to the Agreement. Department of Information and Press of the Ministry of Foreign Affairs of the Russian Federation. 13 May 2003
On May 21, in Stockholm, it is expected to sign a framework agreement on a multilateral nuclear environmental program in the Russian Federation (MNEPR Agreement) and a Protocol on claims, litigation and exemption from liability to the MNEPR Agreement (Protocol).
Belgium, Denmark, Finland, France, Germany, the Netherlands, Norway, the Russian Federation, Sweden, the United Kingdom of Great Britain and Northern Ireland, the United States of America, the European Community, the European Atomic Energy Community (EURATOM) participate in the MNEPR.
The agreement will create an international legal framework for the interaction of the above states and international organizations in the field of increasing nuclear and radiation safety in the northwest of the Russian Federation.
The MNEPR Agreements and the Protocol are practical steps to implement the agreements of the G8 summit initiated by the Global Partnership Against the Spread of Weapons and Materials of Mass Destruction (GP). The provisions of these documents could be used in the further preparation of bilateral agreements within the framework of the GP.
- Meeting of Senior Officials of the G8
On progress in implementing the agreement on the Global Partnership Against the Spread of Weapons and Materials of Mass Destruction. Department of Information and Press of the Ministry of Foreign Affairs of the Russian Federation. May 12, 2003
In early May, Paris hosted a regular meeting of senior officials (SOMs) of the G8 to discuss the implementation of the Global Partnership (GP) against the proliferation of weapons and materials of mass destruction, established in July 2002 at the G8 summit in Kananaskis (Canada ). As is known, France is coordinating this work this year.
The current meeting of the SAO is the last before the one scheduled for the beginning of June this year.by the G8 summit in the French city of Evian. In this regard, it focused on a review of the work done over the past year and the preparation of a corresponding report by the SAO on the progress of the implementation of the GP to the leaders of the G8 countries. Possible directions of activity in this area for the next year period before the next G8 summit in the United States have been outlined.
A positive assessment was given to the work carried out by the Russian side in cooperation with other partners to create an international legal framework for cooperation designed to ensure the fulfillment of the obligations assumed in Kananaskis. In this context, the future Agreement on the Multilateral Nuclear Environmental Program in the Russian Federation (MNEPR) is of great importance, the signing of which by the foreign ministers of the participating countries is expected on May 21 this year. in Stockholm. In the future, this document can be used as a reference point in the development of bilateral agreements within the framework of the GP.
Discussions noted notable progress towards the goals set at Kananaskis. Nevertheless, as it was emphasized, extensive joint work remains to be done to continue translating the political decisions made by the G8 leaders into a practical channel. The criterion for the success of the GP, in the opinion of the Russian side, can only be the implementation of specific projects in priority areas of cooperation, especially in the destruction of chemical weapons and the disposal of decommissioned nuclear submarines.

Russia believes that the significance of the Treaty on the Non-Proliferation of Nuclear Weapons will increase. Valery Agarkov. ITAR-TASS. May 12, 2003
The significance of the Treaty on the Non-Proliferation of Nuclear Weapons will grow. This opinion was expressed in the Russian Foreign Ministry, commenting on the results of the Geneva session of the Preparatory Committee for the 2005 NPT Review Conference.
Representatives of 105 countries, many international organizations took part in it. The results of the session, noted on Smolenskaya Square, “demonstrated the commitment of the majority of members of the world community to the task of strengthening the nuclear non-proliferation regime and its main instrument, the NPT.”
The majority of delegations stressed that counteraction to new challenges and threats, including in the sphere of nonproliferation, faced by the world community, should be carried out in strict accordance with the UN Charter and the norms of international law.In this regard, the Foreign Ministry pointed out, “the importance of the NPT will continue to grow.” The session noted the importance of the Treaty between Russia and the United States on Strategic Offensive Reductions.
- A session of the World Nuclear Association was held in Moscow
Nuclear scientists from all over the world have gathered in Russia. Alena Kornysheva. Kommersant. May 12, 2003
The spring session of the World Nuclear Association has opened in Moscow, for the first time in almost 30 years of this organization’s existence it has gathered in Russia.Nuclear scientists from all over the world came to the Russian capital to discuss the prospects for the world market for fresh and spent nuclear fuel (SNF). Such attention means that Russia and its desire to increase its share of the export of nuclear fuel cycle services in the international arena have become more serious.
Let us remind you that recently the Russian Minister of Atomic Energy Alexander Rumyantsev announced that this year Russia may import the first batch of foreign-made SNF. It is noteworthy that such a possibility was declared by the minister almost two years after the adoption of laws allowing the import of foreign spent nuclear fuel into the country.Prior to that, Mr. Rumyantsev never tired of repeating that the main competitors in this area – the United States (they control up to 80% of the fresh fuel and spent nuclear fuel market), as well as England and France – do not allow Russia to enter the highly profitable market. It is possible that more frequent meetings with US Energy Secretary Spencer Abraham added to Alexander Rumyantsev’s optimism.
How to further divide the nuclear fuel cycle market (and this is not only fresh fuel and spent nuclear fuel, but also supplies of enriched uranium), are already being discussed by the representatives of the companies. And although the main topic of the opening session of the World Nuclear Association was officially announced the contribution of nuclear energy to the fight against greenhouse gases, the working groups at the session also discuss issues that are far from the fight against climate change. According to TENEX, which supplies uranium products abroad, Russia now controls the largest share of this market segment – up to 25%. According to the calculations of foreign colleagues, taking into account the famous Russian-American HEU-LEU contract, this share reaches 40%.TENEX considers it especially important that the company has recently managed to break through to very promising Asian markets – for example, in South Korea, supplies of enriched uranium from Russia provide 30-40% of the country’s nuclear energy needs. With special pride, the company speaks of the recently concluded first contracts for the supply of uranium to Japan, where the share of nuclear power is very high. The Asian region is also notable for the fact that, in contrast to Europe, nuclear energy here will develop at a faster pace.
The geography of Russian supplies of fresh nuclear fuel is also expanding. This year Switzerland and Holland have been added to the countries where Russia traditionally supplies fuel. In addition, Russia will supply fresh fuel to three countries where Russia is currently building new nuclear power plants: Iran, India and China. An agreement with India has already been signed on this matter.
Russia seeks to preserve the nuclear fuel market for nuclear power plants of the former socialist countries. Herman Solomatin.ITAR-TASS. 13 May 2003
Russia seeks to preserve the market for nuclear fuel for nuclear power plants built by the USSR in the former countries of the socialist camp. This was stated by the participant of the spring session of the World Nuclear Association, President of the Russian TVEL Corporation Alexander Nyago .
According to Alexander Nyago, “the corporation is now working with almost all EU countries, ensuring uninterrupted supplies of nuclear fuel for nuclear power plants.” At the same time, he specified that “such European countries as Slovakia, Hungary, Lithuania, Bulgaria and Germany are very interested in the supply of fresh nuclear fuel from Russia for the stable operation of their nuclear power plants.”
In addition, A. Nyago said, “TVEL Corporation has begun deliveries under joint agreements with Siemens to such European countries as Sweden, Switzerland, France and Finland.” “A preliminary contract for the supply of nuclear fuel from Russia to Dutch nuclear power plants is ready,” he added.
The growth of nuclear fuel supplies from Russia is explained by the fact, – believes A. Nyago, – that the corporation’s products are lower in price than European ones, higher and more reliable in quality and have a long service life in NPP reactors. “
- Russian armed forces to conduct large-scale exercises
Moscow is rehearsing a nuclear strike against the United States. Igor Korotchenko. Independent newspaper. May 14, 2003
The Russian military leadership, apparently, has already learned from the lessons of the war in Iraq and intends to demonstrate to the United States and its allies its determination to fend off any potential threats from the West. Immediately after NATO Secretary General George Robertson leaves the Russian capital, Moscow will launch the flywheel of the largest exercise in recent years, during which Russian strategic bombers and submarine missile carriers will conduct training nuclear strikes on a number of military facilities in the United States and Great Britain, as well as work out missions to search for and destroy aircraft carrier strike groups of the US Navy.
It is expected that the plan for the exercise will be submitted by the Commander-in-Chief of the Russian Air Force, Colonel-General Vladimir Mikhailov , on May 14 to the Minister of Defense of the Russian Federation Sergei Ivanov for approval.
However, certain adjustments can be made to the document, taking into account the fact that on the eve of this issue Sergei Ivanov separately discussed during a meeting in the Kremlin with Vladimir Putin . It is noteworthy that the thesis on the fight against international terrorism, which until recently was present in almost all official speeches of the Russian Defense Minister and the Chief of the General Staff of the RF Armed Forces, this time was discarded as unnecessary.
The concept of the exercise is based on one of the options for the development of a regional conflict and its escalation into a war. At the same time, according to some reports, the situation will be played out and a set of combat training tasks will be worked out to disable the most important objects of the American orbital group of satellites in order to disrupt the stable functioning of the global radio navigation system NAVSTAR , optoelectronic reconnaissance satellites Keyhole and radar intelligence Lacrosse .In real war conditions, this will lead to the “blinding” of the Pentagon and deprive it of the opportunity to use high-precision weapons against groups of the RF Armed Forces.
Four Tu-160 and nine Tu-95MS strategic bombers, twelve Tu-22M3 long-range bombers, and four Il-78 flying tankers will take part in the events scheduled for May 17-18. The official goal of the exercises, according to the commander of the 37th Air Force of the Supreme Command, Major General Igor Khvorov , is to work out the issues of interaction of long-range aviation with the Navy and other types and types of troops in the western, eastern, northern and southern regions of Russia, water areas seas and oceans. This further underscores the global scope of the operational activities being carried out.
Note that long-range aviation formations, which are the basis of the aviation strategic nuclear forces, are supposed to be transferred to contract service as a matter of priority. The transition of the aviation and support units of the 37th VA VGK to a professional basis will, in particular, ensure the reliable operation of Tu-160 bombers at least until 2030-2035.
In all likelihood, the 22nd Guards Heavy Bomber Division, stationed at Engels airbase, will play a key role in the exercise.
At the same time, submarine missile carriers of the Northern and Pacific fleets will conduct real launches of ballistic missiles. To check the readiness of units and formations according to the episodes being played out, atomic strategic and multipurpose submarines, surface ships of various classes, coastal missile and anti-aircraft units, missile-carrying, fighter and anti-submarine aircraft will be involved as designation forces.
Russian ships located in the Arabian Sea for maneuvers from the Indian Navy will also play along with the exercises. They will work out the tasks of finding and destroying multipurpose American submarines of the Los Angeles type and delivering missile strikes against the ships of the imaginary enemy.
- Results of the visit of the Minister of Defense of the Russian Federation to Sweden
Tactical Nuclear Sounding . Nikolay Poroskov. News Time. May 8, 2003
During his visit to Stockholm, Russian Defense Minister Sergei Ivanov held talks with the head of the Swedish military department Leni Bjorklund and took part in a meeting of the defense ministers of the Nordic states in the Swedish city of Visby on the island of Gotland. In addition to Russia, this defense forum was attended by delegations from Sweden, Norway, Finland, Denmark and Iceland. The ministers discussed a wide range of topics – from the creation of a security system in the region in response to the threats of international terrorism to the development of military cooperation on land and sea.
Behind the outer side of the defense summit, as is often the case, hid the acuteness of the problems discussed in the first place. The West is very concerned about the presence of tactical nuclear weapons in Russia. Moreover, as it is believed in Europe, the Russian military are going to redeploy to the Kaliningrad region – in response to the expansion of NATO.In many ways, Sergei Ivanov was invited to probe the Russian position. He even had to make excuses: they say, our tactical nuclear weapons do not pose a threat to the states of Northern Europe. In turn, Mr. Ivanov agreed to discuss this topic in more detail if other owners of similar weapons will keep them on their territory, and not abroad. He was referring most likely to American tactical nuclear weapons deployed in seven European countries.
The second condition of the Russian Minister of Defense is that the Baltic states that have joined the North Atlantic Alliance must become parties to the Treaty on Conventional Armed Forces in Europe (CFE).The Balts have a homework for this: we will be able to join the CFE Treaty only after the agreement is ratified by the parliaments of the signatory countries and it enters into force. By sending Mr. Ivanov to Stockholm, the Russian leadership hoped that he would be able to persuade the Scandinavians to influence their Baltic neighbors. Time will tell whether it succeeded.
What the Russian minister really succeeded in was securing a promise from his Scandinavian neighbors to give money for the disposal of nuclear submarines of the Northern Fleet. If we talk about an agreement to hold Russian-Swedish naval maneuvers in the Barents Sea next year, then it could well have been reached by the generals from the operational directorates. This is not a ministerial business.
- Russian-Iranian cooperation
According to the United States, Russia should not facilitate the completion of the Bushehr nuclear power plant. Anna Bobina, Christina Rodriguez. RIA News. May 12, 2003
Washington believes that Russia should not facilitate the completion of the Bushehr nuclear power plant project. This was stated by the US Ambassador to Moscow Alexander Vershbow .
The Ambassador stressed that the work in Iran on uranium enrichment has been started a long time ago. “Iran continues to build a nuclear power plant in Bushehr with the help of Russia. It is assumed that the spent nuclear fuel should be returned to Russia, however, Iran is secretly acting to use this spent fuel to produce weapons-grade plutonium,” the ambassador said.
Vershbow emphasized that the issue of nuclear non-proliferation is extremely important today.According to him, the actions of the coalition of American and British forces in Iraq were initially aimed at a peaceful solution to the issue of nuclear non-proliferation in this country. “Unfortunately, the diplomacy conducted by the UN Security Council did not help Saddam to comply with our demands,” the ambassador said. According to him, Washington believes that he “tried to solve this problem in a legal way.”
After the completion of the operation in Iraq, Alexander Vershbow believes, it is necessary for North Korea and Iran to guarantee compliance with the nonproliferation regime in full.”It is necessary to ensure that nuclear energy is used only for peaceful purposes, so that there are no attempts to produce weapons of mass destruction,” the ambassador stressed.
At present, there is no reason to stop the construction of a nuclear power plant in Iran, the Russian Minister of Atomic Energy believes. Herman Solomatin. ITAR-TASS. 13 May 2003
At present, there is no reason to stop the construction of the first power unit of the nuclear power plant in Iran. This was stated by the Minister of the Russian Federation for Atomic Energy Alexander Rumyantsev. He noted that “Minatom is closely following the progress of the nuclear program of this country, where Russian specialists are constructing the first power unit of the nuclear power plant in Bushehr.”
“In the course of regular bilateral contacts,” the minister clarified, “the Iranian side constantly assures us of the exclusively peaceful direction of the nuclear program announced by the Iranian leadership. In addition, what we are building in Iran has already been put under the control of the IAEA and the Iranian side has assured us, that he intends to place the pilot plant for isotope enrichment in the city of Natas under IAEA control as soon as the nuclear materials arrive there. “
According to the minister, “from June 16-20, a session of the Board of Governors of this organization will be held at the IAEA headquarters in Vienna, where one of the issues will be the question of Iran’s nuclear program.” “A special report of the IAEA Director General is being prepared for this session, following the discussion of which appropriate recommendations will be developed,” he said.
“If the international community in connection with Iran’s nuclear program is given sufficiently weighty arguments not in favor of Iran, we are ready to discuss them in the framework of the IAEA,” concluded Alexander Rumyantsev.
- Disposal of Russian nuclear submarines
The first nuclear submarines this year were delivered to Snezhnogorsk for disposal . Ekaterina Kozlova. RIA News. May 12, 2003
The first decommissioned nuclear submarines in 2003 were delivered for disposal to the Nerpa shipyard in Snezhnogorsk.
These nuclear powered submarines are of the first and second generation. They were decommissioned more than 10 years ago, and all this time they stood at the base of the Northern Fleet in the village of Gremikha.
Now the first planned stage of work has begun on the ships – the examination of the material part.
A total of eight nuclear submarines of the first and second generation will be dismantled at the Nerpa shipyard this year under the decommissioned ship base liquidation program.
The strategic nuclear submarine K-385 Murena was dismantled at the Zvezdochka shipyard in Severodvinsk. Vladimir Anufriev. ITAR-TASS. 13 May 2003
At the Zvezdochka shipyard in Severodvinsk, the disposal of the Murena project 667B strategic nuclear submarine K-385 has been completed. This was reported by the press secretary of the shipyard Nadezhda Shcherbinina .
The block of three pressurized compartments with the ship’s nuclear reactors, which remained after cutting the hull, was removed from the dock. “According to the utilization technology, now this“ float ”will be towed to a base in the Arctic for temporary storage,” Shcherbinina said. “The dismantling of the missile carrier was financed by the United States within the framework of the intergovernmental program“ Joint Threat Reduction ”.
nuclear submarine “Murena” (NATO classification “Delta-1”) was built at the Sevmash plant in Severodvinsk in 1974.Such submarines with a displacement of 10 thousand tons and a length of 140 meters are capable of diving to a depth of 550 meters. Their underwater speed is 26 knots, and the crew consists of up to 120 people. “Murena” is armed with 12 launchers with intercontinental missiles with nuclear warheads.
FROM THE DOSSIER ON CONVENTIONAL ARMS
- Main Russian competitors in the arms market
Our main competitors. Izvestia.RU. 11 May 2003
USA
In the world export of arms and military equipment, the United States confidently holds the first place and controls about half of the market. The United States possesses all the advantages necessary to compete successfully in foreign markets. Washington not only offers modern weapons and military equipment, but also uses the power of political pressure on potential buyers. For example, as a “bonus” it gives military-political guarantees of security. America’s financial capabilities make it possible to sell equipment on almost any terms: on debt, on barter, on lease, reinvesting profits in the economy of the buyer’s country, etc.d.
At the same time, the United States has a serious system of restrictive mechanisms that impede the global proliferation of American weapons. First of all, this concerns restrictions on trade with the “axis of evil” countries that support terrorism, and so on. Another self-restraint – the United States is less willing than other countries, incl. Russia, sell modern high-tech weapons. The United States is even less willing to provide the buying country with technologies or licenses for independent production.
The interests of Russia and the United States rarely overlap. Most seriously they crossed paths in Turkey, where Russian and American firms are fighting for a helicopter contract. Moscow, together with Tel Aviv, moves the K-50 Erdogan, Washington – the Bell helicopter. The battle may be even more intense in India.
In March, a US Navy delegation visited Delhi for a possible delivery of R-3C Orion aircraft. The contract is to be part of a 10-year program to boost India’s military sales. It also includes the sale of new transport aircraft to replace obsolete Soviet models.
Israel
According to SIPRI, Israel is not even one of the ten largest exporters in the world with an indicator of total arms exports of $ 150-280 million annually. However, SIPRI indicators are not based on total financial receipts, but on the number of units sold. In addition, exported electronic systems, as well as modernization of weapons, are not taken into account. That is exactly what the Israeli gunsmiths are strong at. According to the Israeli Ministry of Defense, in 2002 the country signed contracts for $ 3.7 billion, the volume of the order portfolio of only one (albeit one of the main) companies – IAI – reached $ 4 billion.
– The dynamism of Israel’s defense industry is directly related to the effectiveness of Israeli arms exports, says PIR Center expert Vadim Kozyulin . – This is due to the fact that only 25% of the weapons produced are intended for the national armed forces. The rest for the sake of ensuring the profitability of the complex should be exported.
According to the expert, about 2000 companies and individuals (!) Have licenses for the right to trade in all types of weapons produced in the country. Any Israeli citizen with no criminal record can obtain a license.
Unlike the USA, Russia, France and others, Israel does not offer such large products as, for example, fighters. Therefore, Israeli firms need to sell a lot more equipment and subsystems in order to achieve high export performance.Israeli arms deals are usually valued in the tens and only sometimes in the hundreds of millions of dollars. At the same time, Israel focuses on high-tech proposals: guidance systems, fire control systems, armoring.
Israel benefits not only from the advantages of its own military-industrial complex (possession of high technologies, financial support from the United States, the broadest personal connections of trade intermediaries, etc.), but also from the shortcomings of the Russian military-technical cooperation system. For example, before the Russian gunsmiths, he established the modernization of former Soviet weapons, including the supply of spare parts.Today Israel offers its services in the modernization of Mi-24, Mi-35, Mi-8 and Mi-17 helicopters, MiG-21, MiG-29, Su-22, Su-25 and Su-27 aircraft, T-72 tanks, BMP, air defense systems. There are examples of an Israeli attack on Russian positions in the field of high-tech weapons. With great efforts promoting the S-300 air defense system to India, Rosoboronexport faced competition from the Israeli counterpart of Arrow-2. However, Israeli traders behave in the same way towards the United States, offering modernization programs on traditional American markets and reselling technologies created with American money to third countries.
Commonwealth States
Ukraine ranks 6th, Belarus 10th, Moldova 12th, Kazakhstan 22nd, Georgia 25th, Estonia 65th. The appearance of these countries on the world arms market was the result of their use of the resources accumulated back in Soviet times.
In most cases, except for Ukraine and Belarus, players do not have a long-term product promotion strategy. The main thing for them is to get rid of the “legacy” and help out at least something for it.So, in fact, they are engaged in the sale of “trophy” property. Uzbekistan earned $ 464 million on this, selling most of its weapons stocks to Afghanistan, Moldova received $ 10-50 million.
Another inconvenient, from the point of view of Russian exporters, feature of the military-technical cooperation of the CIS states was the sale of individual samples of modern weapons to NATO members. In the mid-90s, Belarus sold elements of the S-300 complex to the United States. Moscow could not oppose anything to its partners in the Commonwealth.
Ukraine is distinguished by a special waywardness in the arms trade. Among her gunsmiths, the term “intercept the contract” has long been popular. Mostly from Russia. Kiev relied on dumping: it found out with whom Rosvooruzhenie (Rosoboronexport) was negotiating, and offered the buyer the same equipment, but twice as cheap.
Today the intensity of competition with the CIS has slightly weakened – most of the states that do not have their own defense industry have sold out “trophies”. With regard to Ukraine and Belarus, which have their own production facilities, a different tactic has been developed: with Minsk, Moscow has already concluded an agreement on interaction in the military-technical cooperation markets.A similar document with Ukraine is being prepared. This does not get rid of the competition, but makes it more honest.
Eastern European countries
These states, as well as those belonging to the CIS, are very similar in their strategies: a rich legacy from the USSR, their own facilities for the production of equipment similar to Russian, competition in the same markets of third countries: Algeria, Angola, Vietnam, Cambodia, Uruguay, Sri- Lanka, India, United Arab Emirates. The activation of the states of Eastern Europe is largely due to the fact that the privatization of military enterprises took place in these countries long ago, as well as the need to transfer their own armed forces to NATO standards. The question arose about the survival of the real sector.
The Czech Republic in 1997 was able to immediately raise exports by 55.5%. One of the largest contracts in the country’s history was the delivery of 1,100 T-815 trucks to the UAE and India. The Czechs have very serious chances of winning the tender for the supply of training aircraft to Delhi. Self-production of cars of this class is wasteful even for countries such as the United States. Prague was able to find mutual interest with the aerospace giant Boeing and offer India a modernized version of the L-159B aircraft. Moreover, the same machine can be purchased by the US Air Force.
Bulgaria is giving Russian exporters a serious headache. During his recent visit to Sofia, Vladimir Putin specifically dwelled on the issue of unsettled bilateral relations in the military-technical cooperation. Moscow does not like the fact that Sofia, taking advantage of the fact that in Soviet times received about 600 licenses for the right to independently produce weapons and military equipment, does not share with Russia a percentage (for intellectual property) of income.
The MTC Poland is developing very successfully. Its annual income only from the supply of aircraft – $ 20 million, light small arms and explosives – $ 40 million, heavy armored vehicles – $ 20 million. Main buyers: Vietnam, Angola, Togo.
The level of competition from Moscow’s former allies in the Warsaw Pact can be judged by the example of little Croatia. At one of the last weapons showrooms, her enterprises presented 127 types of products: assault rifles, armored vehicles, artillery, UAVs, marine systems and electronics.
- Russian-Belarusian military technical cooperation
State and prospects for the development of integration processes in the sphere of Russian-Belarusian military-technical cooperation . ARMS-TASS. 13 May 2003
Military-technical cooperation between the Russian Federation and the Republic of Belarus has been carried out since July 1992 within the framework of the Collective Security Treaty of May 15, 1992. During this time, a number of bilateral intergovernmental agreements were adopted, including – “On military-technical cooperation”, “On industrial and scientific-technical cooperation of enterprises of defense industries”, “On the procedure for interaction in the implementation of export of military products to third countries.”Partnership relations have been established between Russian and Belarusian special exporters; there has been a tendency to coordinate actions when entering the world arms market with the same type of services and products.
According to the press service of Rosoboronexport, the main areas of Russian-Belarusian military-technical cooperation are mutual supplies of components and spare parts for military products, the provision of services for the repair and modernization of weapons and military equipment of the Belarusian armed forces, training in Russian military educational institutions of the Belarusian military.
The most successful development of foreign economic relations in the field of optoelectronic equipment, which allowed FSUE “Rosoboronexport” to implement a number of contracts for the supply of Russian armored vehicles to third countries, equipped with optical devices of the Belarusian production of a new generation. A certain potential for cooperation lies in the joint development and production of radio communications for various purposes, including for the use in the automated command and control systems of troops and weapons being developed by the military-industrial complex (MIC) of Belarus, as well as for the technical equipment of the Belarusian armed forces with new generation mobile radio communications. type “Aqueduct”.
The strategically priority areas of mutual activities in the military-technical field, according to both sides, are cooperation within the framework of the unified air defense of the CIS member states, repair and modernization of weapons and military equipment in the possession of the Belarusian Ministry of Defense, import of military and dual-use products into Russia production of the Belarusian (MIC), the supply of special technical means of communication to the Republic of Belarus, the joint development and production of competitive models of weapons and military equipment for the armed forces of Russia and Belarus, its mutually agreed and planned promotion to the markets of third countries, as well as assistance in the preservation and development of mutually beneficial integration between the Russian and Belarusian defense industry.More than 100 Belarusian enterprises are participating in the current joint programs for the modernization of Soviet-made military products.
The effectiveness of Russian-Belarusian military-technical cooperation is expected to increase significantly as a unified defense order for Belarus and Russia is formed, joint weapons programs are developed, their production, overhaul and maintenance, approval and implementation of R&D.
An illustrative example of economic cooperation between the two countries in the defense sphere is the Defense Systems Interstate Financial and Industrial Group (IFIG), established in February 2000 and currently successfully operating. It is the only vertically integrated structure in the CIS created for the purpose of development, production and modernization of air defense systems based on real cooperation and direct production and technological chains between 24 Russian and 3 Belarusian specialized enterprises.
In 2000-2001, the Defense Systems IGF, at the expense of extra-budgetary funds, did a lot to modernize one of the most massive foreign low-altitude anti-aircraft missile systems Pechora (C-125, SA-3, Gainful – in NATO classification). This is a unique case in the modern economic history of Russia, since the management company of the Moscow Financial Industrial Group represented by Defense Systems OJSC invested its own funds in development work, which yielded high practical results. Thus, the Russian-Belarusian version of the modernization of the Pechora-2M air defense system recently won an international tender held by one of the Middle Eastern countries.
OPINION
- James Hoag, Editor-in-Chief of Foreign Affairs Magazine, on Russian-American cooperation
Russia will get a piece of the Iraqi “pie” . Evgeny Verlin. Independent newspaper. May 14, 2003.
Question : Many believe that the violent implantation of democracy will begin in the region, a kind of new “colonization”, while the United States will act as a “colonizer”. Your opinion?
Answer: I do not think that American policy will result in a remake of the “colonial experience.” As far as talk about “democratizing” the Arab world is concerned, there are indeed people in the Bush administration who are in favor of this. But, in my opinion, they are a minority. A more common understanding is that there should be a modernization of the Arab world, which implies a transition to a market economy, to more modern technologies, and only through this to a socio-political model that would cease to produce moods of despair and disappointment and “export” them through terrorism to other regions of the world …
[…]
Question: What damage was caused to Russian-American relations as a result of the Iraqi crisis?
Answer: I don’t think it’s that big… Of course, we have many disagreements with Moscow, but it is better not to deepen them, but to resolve issues through a bilateral dialogue. But one problem is critical. This is Iran. We are confident that this country is promoting a nuclear weapons program. And we are not at all delighted with the fact that Russian supplies of nuclear technology contribute to the implementation of this program. Of course, some progress is taking place in terms of limiting the transfer of Russian technologies to Iran, but I do not think that the US considers them sufficient. And this is an important issue on the agenda of both Congress and the Bush administration. I would not be surprised if Congress again considers the issue of applying sanctions against Russia in connection with its cooperation with Iran.
Look what we have in the case of North Korea. She stubbornly went to the creation of nuclear weapons and, as a result, now openly admits that she has the appropriate potential and intends to develop it. Iran is heading in the same direction … In both cases, as we are sure, these countries, if they acquire nuclear weapons, can become a source of transfer of relevant technologies to other states.

I remember the chain of events: the WB Parliament voted to instruct Prime Minister Johnson to ask the EU to postpone to January 31, Johnson sent a letter to Tusk, Tusk confirmed the receipt of the letter and submitted it for consideration to the EU Parliament, the EU parliamentarians replied that let the WB first bring its laws in line, and then we’ll give the postponement of Brexit.
dimoss : Well, we are waiting for the green to grow back.

In this test, a prototype model for the China track and field team is tested in this test: the product must have excellent perspiration wicking performance. Nike generally loves the scientific approach. The world’s largest manufacturer of sports footwear and apparel maintains its position largely thanks to its knowledge of the intricacies of tailoring and materials science. It is a mistake to think of a company as a seller of bulk goods in the sense in which one speaks of Apple or Wal-Mart.Today it looks more like a huge group of sellers trying to prove to Chinese runners and American skateboarders that their sneakers or jerseys are ideal for their respective sports. Nike has a shoe for American Indian athletes and one for cricketers in India. There is even a model for lacrosse players. The number of sneaker and apparel models reaches 13,000 per quarter. The sale of this good gives an annual revenue of $ 16 billion (expected net profit for the current fiscal year – $ 1.6 billion).About three-fifths are footwear, almost everything else is clothing.
Nike CEO Mark Parker sits in his spacious office in a building just opposite the research lab. Parker knows a lot about running, even more about sneakers, and he also knows how important this laboratory is – after all, it was he who founded it in 1980. As a student, Parker, he said, “reeled in miles.” He enjoyed experimenting with his shoes, adding foam to the backing and neoprene to the toe.It was more comfortable to run that way.
Shortly after graduation, he heard about a company then called Blue Ribbon Sports, a newcomer to the Oregon footwear market. The company was led by sports coach William Bowerman and one of his former apprentices, runner Philip Knight. At first, the firm simply sold Japanese sneakers. But both founders of the company were obsessed with the idea of making comfortable sports shoes. In 1979, Parker joined the company as a shoe designer and soon worked side by side with the legendary Bowerman, who came up with a unique nesting sole design, pouring rubber material into a waffle iron for some experiment.
Bowerman died in 1999 at the age of 88. Knight, now 69, has been at the helm of the company for 36 years. And when in 2004 he selected a new CEO, he first tried to find him on the side. Parker, who believed that he himself deserved the full right to the top position in the company, even had to help in the search for a new boss. Nike eventually hired renowned marketing executive William Perez, whose extensive track record included S. C. Johnson & Son (maker of Mr. Muscle, Dressing Duck and Glade air fresheners), among others. But Knight, the chairman of the board of directors and the largest shareholder in the company (his stake today is worth at least $ 5.6 billion), quickly realized that he was wrong. Nike didn’t need a brand specialist – it needed a sports specialist. And a year later, Perez was fired. This cost the company at least $ 15 million in compensation. (Perez now heads Wrigley, the world’s largest chewing gum company.) And soon after Perez left, Knight replaced him with Parker and retired from operational management to devote himself entirely to his hobby.“They don’t wave their fists after a fight,” he says when asked about the unpleasant story with Perez. – That didn’t work. It works”.
What exactly is “working”? Parker, a 29-year veteran of the company, took the helm and destroyed quite a bit of what Knight had built. Biggest change: structural reorganization. Previously, the company divided everything by product category (footwear, clothing, one or another piece of equipment). Today, everything is divided into sports. There are divisions for football (shoes and clothing together), basketball, men’s fitness, women’s fitness. Each has its own product development and marketing directors. With this structure, a running shoe is radically different from an indoor trainer, because running is radically different from exercising on a machine. There are divisions whose products are intended only for golfers or only for children who ride skateboards. For the benefit of athletes who do not run or pole vault, but still want to be equipped, there is a separate Nike division (called “Sports Culture”).
And it’s all part of the micromarketing game. In the mass market, sneakers are nothing more than sneakers. They compete with others of the same, costing $ 30, produced in the same factories in China or Indonesia, where Nike also makes its products. But in the micromarket, a shoe is something with a unique cushioning system made from air-inflated chambers, or even a built-in processor (the Nike Plus model communicates with your iPod to report distance). Then a pair can cost $ 80, $ 120, or even $ 200.When golf star Tiger Woods said he needed more traction in his shoes to play, Parker’s team analyzed footage of the famous golfer’s legs during the swing and kick. Solution: a groove in the thrust bearing where the flexible gasket is inserted. This finding formed the basis for the SP-8 TW Tour, released in 2006. Its retail price is $ 220.
But back to the experiments for the Chinese. Nike will wear 22 of the 28 Chinese Olympic teams. This will mean a full-scale entry for the company into the Chinese market, where 3,000 stores have already opened, and sales this year could reach more than $ 1 billion. But Nike must proceed with caution: the company cannot take by storm a country where sales grew by 50% in a year, simply by drawing your famous swoosh logo on all empty spaces. The company must meet the expectations of potential buyers, from Olympic sprinters to skaters from Nanning. “We’re not going to plant our Western brand,” says Parker.
He recently returned from Shanghai where he met 50 artists, architects, writers and filmmakers to “download their brains.” Here is what he says about his visit: “We realized that China is buried under the ‘western’ tsunami and is losing its uniqueness. The creative elite is trying to ward off the blow, and we must treat this with understanding. ”
The micromarketing approach is clearly visible in the amount of Nike’s marketing budget: $ 2 billion a year is just a billion dollars (or so) less than the cost of producing 225 million pairs of sneakers.Unsurprisingly, the company spends huge sums on sponsorship deals with sports stars like Tiger Woods – it has always done that. It’s amazing how little she now spends on television advertising: $ 60 million in the first nine months of 2007 in the US, according to TNS Media Intelligence. Parker is more than happy to spend on projects such as the LeBron James Showroom, which opened briefly in Shanghai last year in support of a new $ 200 model. He also does not limit the cost of promotion on the Internet: a three-minute video with Brazilian football star Ronaldinho, shot for little money, quickly gained 35 million views.
Parker’s mergers and acquisitions, as well as the creation of separate firms on the basis of divisions, are fully consistent with the new business model. Last year, he spun off a line of inexpensive Starter goods sold in hypermarkets and sold it to Iconix Brand Group for $ 60 million. In doing so, he shelled out $ 582 million (double his earnings) for Umbro, a footwear and apparel manufacturer for football players in Manchester … Through this world famous football town, Umbro is linked to sports. And Starter is not associated with anything.
Nike managers live with the rhythm of the sport for which their division makes products. Nike Skate employees wear piercings and tattoos, and Nike Golf employees wear clothes that resemble the uniforms of expensive private schools. “We want to segment and diversify. Our potential depends entirely on how well we focus and align ourselves in each production sector, ”says Parker.
A cult of sorts has already emerged around the Nike Plus model, the one with the microchip that communicates wirelessly with the iPod.Runners listen to music as they run, and the chip remembers time and distance information. From time to time the voice of the famous cyclist Lance Armstrong cheers up: “Congratulations! You just set a kilometer record! ” Back home, sneaker owners can go to the Nike Plus website and upload all the information there, build graphs and view their statistics. They can also challenge other sneaker owners to a virtual duel.
So-called barefoot running shoes with deep grooves in the sole to simulate barefoot running are supposed to strengthen the muscles of the foot, lower leg and ankle.Their price is around $ 100. And for $ 230, you get the Air Jordan XX3, Nike’s first green basketball shoe. The model uses recycled materials and water-based solvents.
Under Parker, efforts were spent not only on developing new models. Nike has spent several hundred million dollars (according to analyst John Shanley of Susquehanna Financial Group) reorganizing its supplier network to achieve a three-week reduction in time for new products on store shelves.Today Nike, instead of directing all flows from factories in Southeast Asia through the distribution center in Memphis, as it did before, can send goods to specific stores and even to specific customers who place an order over the Internet. This makes it easier for a company to place orders for the production of limited editions of goods sold at a high price. This summer, for example, the $ 400 limited-edition Mercurial SL carbon-fiber football boots will be available in 50 stores in 50 stores in a limited edition of just 2,000 pairs.
Parker plans to increase its own retail and online sales from $ 1.5 billion to $ 4 billion by 2011, mainly through the opening of 100 small stores associated with a specific area. The Buenos Aires store will focus on soccer and women’s fitness. In Los Angeles, skateboarding and fashion. Would other Nike retailers be outraged? Nike ensures that its stores are not located near partner stores. In addition, cooperation is possible between them.Parker is working with footwear chain Foot Locker on the House of Hoops project, which is all about basketball shoes and apparel. The first store opened late last year in Harlem. It is planned to open 50 more points. Two brand new Nike iD studios, one in New York and the other in London, invite visitors to design their own sneakers. The best models will be released in limited editions.
Parker is very clear about his mission statement: Buyers should feel like Nike has something to offer them.“The last thing I would like is to be the guy who was invited to the party because he has money, but nobody really wants to see him,” he says. “I want to be the person who was invited because he is funny, interesting, aware of what is being discussed, and can throw a couple of ideas.”
In Knight’s day, the company painted its swoosh on everything from casual wear to baby shoes. If you had a leg, you would find shoes from Nike, and let the whole world know about it.Lavish TV campaigns have featured megastars such as basketball player Michael Jordan for huge sums of money. The videos were quite arrogant, with the team slogan “Just do it”. At times, the company went a little beyond the bounds of decency: during the 1996 Atlanta Olympics, it ran an ad mocking the Olympians: “You won’t win silver, you will lose gold.”
Here’s proof of Nike’s fallacy at the time: Parker reveals that when the company bought the famous basketball shoe manufacturer Converse, one of the brand’s supporters sent him a Chuck Taylor shoe with a swoosh on it and wrote, “Please don’t do this.”
Nike got into trouble when young athletes and hobbyists switched from many sports to one. “Kids chose the sport at an early age and did it all year round,” said Charles Denson, president of Nike brand. And in some events, the rules are not Nike at all. For example, skateboarders have found new manufacturers, such as the smaller companies Vans and Emerica, who are better versed in what it takes to skate.
Nike launched its branded swoosh products into the skateboarding shoe and apparel market in 2002.She failed. Sales were only $ 25 million for the year. Parker, who was co-president of the Nike brand at the time, rolls his eyes at the mention of this. “One morning I woke up and literally thought the following: it’s funny, we never felt like a part of this culture, so nothing will come of it,” he says. Parker bought marketing talent from skateboard manufacturers, and last year, according to SportsOneSource analyst Matthew Powell, Nike Skate had sales of $ 200 million.
The company’s performance under Peres has improved. In fiscal 2005, sales grew 12% to $ 13.7 billion. But the company lacked the sporting spirit of winning. And in the same period, Nike’s stock price fell $ 3 to $ 42. Since Parker took over in January 2006, the stock has climbed to $ 56 (split).
Are the main shareholders satisfied? It seems so – judging by the fact that Knight is now more interested in film production (Laika Entertainment) and attending writing courses than running gear.Parker says he sees his boss only occasionally. At meetings of the board of directors.
