Weather Policy
Inclement weather is out of the control of tournament directors, officials and site managers. Safety is our number one concern. In the event of thunder and/or lightning, all games will be suspended for 30 minutes from the last occurrence. Games will resume at their regularly scheduled time. Adjustment to schedule may be made depending on duration of delay.
The tournament will be held in the rain. In the event of heavy rain, it is up to the facilities we are renting from to determine if play is permitted on the field or not. The tournament directors will work to ensure all games are played, however, the facilities have the final say.
ANTI-HARASSMENT, DISCRIMINATION, & CONDUCT EVENT POLICIES
The IWLCA promotes a positive, supportive environment at all of its events.
There will be zero tolerance for racist, homophobic, transphobic, sexist, threatening, retaliatory, obscene, or demeaning language or actions of any kind from players, coaches, spectators, officials, vendors, or staff. This includes on the field, off the field, and on any properties where an IWLCA event takes place.
Sportsmanship is KEY to a positive experience at IWLCA Tournament Series events.
This includes interactions between players, coaches, fans, and officials, as well as language and actions on the field, on the sidelines, in the stands, at the venue, and in the parking area – before, during, and after the event.
Officials: Only head coaches are permitted to address the officials throughout any tournament. Coaches are expected to communicate with and treat officials in a respectful manner, upholding the values and modeling good sportsmanship.
Refund Policy
The IWLCA understands that unforeseen circumstances, especially injuries, player availability, etc. can occur over the course of a season. Teams should plan for the unexpected and understand that the scheduling process starts months before an event is scheduled to take place. The IWLCA and Elite Tournaments will work with teams to find solutions if possible, with regards to scheduling to avoid a team cancellation. In the event a team must withdraw the following policy is in place:
- A full refund of funds paid minus 20% shall be given if a team withdraws before 60 days out from the tournament event.
- No refunds will be given to teams who withdraw within 60 days of the tournament event.
While every attempt to play each event will be made, weather and other unforeseen circumstances may prevent an event from being completed or in some cases, even starting. The IWLCA reserves the right to shorten or alter game schedules in order to complete as many games as possible.
- At a minimum, 75 % refund will be given to teams that do not start any game in an event.
- A 50% refund will be given to teams that have completed 1 game.
- No refund will be given to teams once they have played 2 games.

USA LACROSSE SANCTIONED EVENT
This event is part of The USA Lacrosse Sanctioning Program, which provides best practices for tournament operators in order to create a more safe and consistent event. Through the adoption of the Sanctioned Tournament Standards, tournaments commit to providing the best possible lacrosse experience.
All tournament participants must be current USA Lacrosse members in order to participate. USA Lacrosse membership numbers will be collected and verified when completing tournament waivers. If you are not currently a member, or your membership is set to expire during the event, please visit USA Lacrosse to Register.
Hotels
The IWLCA Capital Cup, taking place at the DE Turf Sports Complex and Sandhill Fields, is being held during peak tourist season for this area. Hotels typically sell out at premium rates in July due to extremely high demand, particularly for those hotels closer to the beaches. As a result, many hotels committed only a small number of rooms to the tournament, while other hotels declined to participate at all, despite assistance and support from the Delaware Tourism Office.
Because of limited housing availability, competing teams are required to reserve a minimum of just (5) five rooms for (2) two nights through Halpern Travel to be eligible to participate in the tournament. Teams will have (7) seven days to book their hotel reservations after placing a courtesy block of rooms on hold. Teams that are based within a 100-mile radius of the tournament venue and are planning to commute are exempt from complying with the tournament housing policy. Addresses used for the determination of the distance will be the address of the tournament venue and the club’s physical
Because of the housing constraints created by high demand and limited availability, teams are encouraged to act quickly to reserve their Halpern Travel hotel accommodations.

Halpern Travel Deposit Policy: An upfront deposit will be processed at the time of booking. This deposit is calculated on a nightly basis and deducted from the total group rate. The balance will be collected at the hotel upon check-in. This deposit is refundable if the reservation is changed or cancelled by 11:59 pm ET 30 days prior to arrival. After such time, the nightly deposit remains non-refundable and non-transferable to the remaining balance.
Halpern Travel Cancellation Policy: Cancellation of your reservation must be received at least three (3) days prior to arrival by 2 PM ET, or the hotel will charge an individual cancellation penalty of one (1) night room plus tax. All changes and cancellations need to be requested directly with the hotel once the individual penalty period begins. *Note- some individual hotels may require a more restrictive policy.
Halpern Travel Refund Policy: If an IWLCA Tournament Series event is cancelled for a reason beyond the control of the IWLCA – such as adverse weather, pandemics, acts or regulations of governmental authorities and any other similar circumstances – to the extent that the event cannot be held, teams will not be responsible for hotel reservations that are booked through Halpern Travel.

The evening of April 25 entered the history of youth hockey in St. Petersburg. “SKA-1946” and “Red Army” held their sixth match of the final series of the Kharlamov Cup. SKA-1946 finished the regular season on the 2nd line in the Western Conference. They have 45 wins and 100 points. As a result, in the first round of the playoffs, the Petersburgers got to the 7th place of the “West” – “Wings of the Soviets”. A walk in the starting round for the players from the cultural capital turned out to be quite easy, they won the series 3-0. In the second stage, the youth SKA with a similar score in the series passed Dynamo Moscow. And already in the semi-finals, in a bitter struggle, they defeated Irbis, 3-2.
The final of the Kharlamov Cup for the “soldiers” from the Neva began with a victory over the “Red Army” (4:3 OT), but the next match ended in defeat (0:1 B). In the course of the series, the teams continued to exchange wins, and approached the confrontation on April 25 with a minimal advantage in the series of Vladimir Filatov’s wards. In the decisive sixth match, the score was opened by the hosts of the site with an accurate throw by Demidov, and Ivantsov doubled this superiority of SKA-1946. Win back one puck from the guests of the capital managed to 44 minutes. But already at 48, 17-year-old talent Michkov scored the winning goal in lacrosse style. By the way, earlier Matvey did a similar “trick” against the Swedish national team, playing for the Russian national team.

Of course, this arrangement only irritated the Muscovites, so 11 minutes before the final siren they scored another “rubber disk”, but that was it. Petersburgers prevail in the match 3:2, the score in the series becomes 4-2. This is the first championship title and the Kharlamov Cup in the history of SKA-1946.
