Back in 1971, the Ministry of Communications (then still the USSR) introduced postal codes. In other words, each post office was assigned its own unique six-digit numeric code, and a special template appeared on the envelopes – the so-called code stamp , containing blanks for six digits:

When processing correspondence, the envelopes were passed through a sorting machine with an optical sensor, which determined their further fate – where which envelope would go. This innovation made it possible to significantly speed up the delivery of letters (proof of the effectiveness of the system is the fact that it is still used, for example, in Russia).

But why images of numbers have exactly the same appearance as on the sample? After all, most of them could be drawn in a different way.Are they really created by a designer unknown to us, as they say, “from a lantern”, if only they looked like familiar symbols?

One of those who tried to give a scientifically grounded answer to this question was Yaroslav Karpov (then still a tenth grader from then still Leningrad), who published an article “Optimal encoding of a postal code” on the pages of the 11th issue of Kvant for 1987. He proceeded from the following assumptions. The sorting machine can, albeit with a very low probability, be wrong, and not only and even not so much because of a malfunction of the equipment itself, but because of a person’s negligence when filling out a code stamp (curved lines, too pale color, etc.).etc.). If the automaton makes a mistake when recognizing any digit, then this can lead to one of two outcomes:

Therefore, the most important task for the developers of the index system should have been to minimize the likelihood of mistaking one number for another. Perhaps this is exactly the reason for the appearance of the numbers in the indices?

To test his guess, Yaroslav Karpov first depicted all kinds of acceptable ways to represent numbers.Here’s what he got:

Only 1 · 2 · 4 · 3 · 2 · 2 · 2 · 3 · 1 · 2 = 1152 variants of ten digital “sets” can be made of them. Further Karpov introduced the concept of “distance between encodings”, equal to the number of non-coinciding segments when displaying different numbers. Take, for example, the currently accepted image of the digits 2 and 5. The distance between the encodings of these digits is 5, since they have 5 mismatched segments (that is, such that one of the digits has a corresponding segment, and the other has not).And, say, the distance between the encodings of the digits 0 and 8 is only 1, because they have a discrepancy in a single segment – the middle horizontal.

Let us denote by p the probability of the automaton accepting a drawn segment as “not drawn” or vice versa. Then the probability of correct recognition of one segment is 1 – p . The probability of accepting one digit for another is equal to p ^k (1 – p ) ^{9- k}, where k is the distance between the encodings of the digits, and 9 is the total number of segments.It is understandable – in order to confuse one digit with another, it is necessary that exactly k segments (just those in which the images differ) were perceived with an error, and the automaton read the remaining 9 – k segments correctly. Thus, the device takes a two for a five (or a five for a two) with a probability of p ⁵ (1 – p ) ⁴. Well, eight and zero have a chance of being confused with a probability of p (1 – p ) ⁸.

What’s next? It remains to set some “reasonable” value p , after which, for each of 1152 sets, find the probability of confusing each pair of numbers (and such pairs, as it is easy to see, 10 · 9/2 = 45) and sum all these probabilities. The amount received can be considered a criterion of “quality”: the larger it is, the less likely it is to send a letter to another place using a particular set.

Yaroslav Karpov did all this using a computer (then still a computer) for various values of p .It turned out that at p ≤ 0.3, the set that is currently used is the best. And since the real value of p obviously does not exceed 0.3 (otherwise the price of such a technique is worthless), it turns out that the developers of the system followed the same path!

“Of course, it would be more pleasant for me,” Yaroslav Karpov notes in the end, “if my program detected a set that was not accepted by mail, but another: then I could suggest replacing the accepted set with my own one”.Unfortunately, not destiny!

… However, a lot has changed since then. First of all, a lot of light boards appeared in various places (elevators, traffic lights, clocks). And somehow the author of this note caught the eye of another image of the number 1, significantly different from those that the then tenth-grader “cheated” on. Here it is:

As you can see, two left vertical lines are used here, not right ones. And this image is no worse than the other two. And if so, then we have the opportunity to receive in addition to the considered 576 more sets.And then – a matter of technology (in this case, computing). Checking on a computer using the Karpov method showed that there are two sets that are superior to those currently used. In the best of them, all the numbers are depicted in the same way as before, except for this very unit. In the second, which is slightly worse (but still superior to the current one), in addition to one, the four is depicted in a different way (see the images above). So, to our great regret, Yaroslav just fell short of surpassing the set used.It’s a shame!

And although justice eventually prevailed (improvement was still possible), we will not turn to the Ministry. Firstly, retraining millions of people is, oh, how difficult it is, and secondly – why? After all, whatever one may say, ordinary mail in envelopes confidently and inevitably gives way to e-mail. For progress cannot be stopped.

The IQ index of cities revealed weak areas of digitalization

The leadership of the rating was captured by the capital region.However, it is not the place that a particular city occupies, but its dynamics in the future, noted the head of the Ministry of Construction

The Ministry of Construction presented the first IQ index of cities – an indicator of digitalization of urban economy as of 2018. The rating demonstrated the total superiority of the capital region: in the four groups of cities, broken down by population size, out of 12 “medalists”, only three cities do not belong to the capital and its environs. In the category “Big cities”, where from 100 thousand to 250 thousand people live, the Moscow region generally takes the first 15 places.And if the list were without any breakdowns, the first “non-capital” Tyumen would appear only in ninth place.

Legally, the index is, of course, compiled correctly (Moscow, Khimki, Dubna and Kazan or Petersburg are different cities), but in fact there is something wrong in this. Probably, it would be worthwhile to separate the capital region into a separate category – and let the cities of the Moscow region compete with each other. And Moscow can be considered an obvious leader for interest, but not yet included in the rating: with a margin of almost 30 points from the “silver” Kazan, the capital only spoils the statistics, and now it is impossible to imagine someone getting closer to it.

Regarding statistics, the head of the Ministry of Construction Vladimir Yakushev correctly emphasizes: it is not the level that is important, but the dynamics. God be with him, with the place that the city occupies now – the main thing is how much it will advance in the next year and in the next ranking.

It is important here that the index makes it possible to assess which directions of digitalization in Russian cities are more or less, and which ones are in the hole. There are three obvious failures: innovation for the urban environment, intelligent environmental safety systems and, oddly enough, tourism and services.Partly the problem is in the inaccuracy of the wording – what to include, for example, in innovations for the urban environment, partly – in the real inability of cities to engage in the development of these directions. The initiators of the rating – the Ministry of Construction and the Moscow State University – are ready to do both.

According to a study commissioned by a telecom operator, most Lithuanians use weak passwords, reject double authentication and forget to log out of their accounts at work

Annual online security surveys show the same problem: people use weak passwords to protect their accounts and rarely change them. This problem has been exacerbated during the pandemic as working from home has exacerbated threats to data protection and privacy.

According to a representative survey of the Lithuanian population commissioned by Bitė Lietuva, passwords containing personal information such as a person’s name or date of birth are still widely used.

Technical Director of Bitė Lietuva Gintas Butenas said that 78 percent of respondents use only one or several passwords to log into their various accounts.

He stopped me for driving too slowly, at ten miles an hour in a zone at fifty-five miles an hour. A few minutes later, the rescue team took me to the hospital, where I stayed in and out of intensive care units.Sometimes I couldn’t even tell you my wife’s name; the woman I love and have been married to for twenty-one years. I was sick, scared and dying. In fact, I turned fifty on July 4th during my hospital stay. For the first time in my life, there were no fireworks, no celebrations, just droppers, monitors, wires, nurses, doctors, and no optimism about my future.
In August, I was fortunately transferred to the University of Cincinnati Medical Center, where a week later Dr. Goodman and his team removed eighteen inches of my perforated intestinal abscess.
I recovered from this part of the journey weak but hopeful and willing to fight to get better. I realized that somewhere in the future I might need a new liver. I thought my new-found sobriety and good luck would prevent the inevitable. I didn’t know that the road would be short and at times it seems impassable. It seemed that I could never get around all the turns and turns. I contracted a serious infection and was beaten physically, emotionally drained and spiritually drained. I thought I was crying, but they kept coming.My tears could only be compared with my prayers, the prayers of my family and friends.
During this time, I traveled around the country saying goodbye to my family and friends. I cleansed my heart of any unkind feelings and corrected myself. Even dying, I tried to put on a show. Tell everyone to move on – to live, love, laugh and play, and remember my dirty jokes. Especially my favorites, which I often repeated. I told them to move on without me, just keep moving.
I was a good patient and followed all the advice.I passed all the tests while I was being prepared for the transplant. On February 19 this year, I was listed. I was sick and it got worse. I was afraid that I would not live to see the liver.
My new birthday is April 3, and it was on this day that I received a new liver, a gift of life. My life has been forever changed, renewed and restored by this precious gift so meticulously and skillfully endured by Dr.
