Olympic Center Link Building to be redone | News, Sports, Jobs

LAKE PLACID — Visitors to the Olympic Center will soon have expanded access to scenic views of the High Peaks, the Olympic Speedskating Oval, ski jumps and the combined bobsled skeleton track at Mount Van Hoevenberg.
The state Olympic Regional Development Authority Board of Directors on Friday approved a more than $32.9 million renovation of the Olympic Center Link Building — the section of the Main Street complex that connects the 1932 and 1980 Olympic rinks.
The board previously approved $22.8 million for renovations to the 1932 and 1980 rinks and $11.7 million for replacement of the refrigeration system at the Olympic Center. That totals at least $67.4 million committed to the complex so far, though the total estimate for the complex upgrades when they were first announced in 2019 was $100 million. At that time, ORDA was considering building a parking garage at the Olympic Center, but there currently aren’t any plans for that.
Before construction started on the Olympic Center, the second floor of the Link Building housed the ORDA administrative offices, plus a cafe with views of the Oval, High Peaks, ski jumps and bobsled track. The first floor housed the Lake Placid Olympic Museum.
With the authority building a new office building on a former hospital site on Church Street, the offices in the Link Building will be converted. There will be an outdoor deck on the second floor that’s accessible to the public, expanded dining space, interpretive displays and an expanded space for the museum.
“This is going to make it a destination with premier visitor space,” ORDA CEO Michael Pratt said. “This is going to be a must-visit location.”
ORDA plans to hire LeChase Construction Services, Gilbane Building Company, Cannon Design Architectural and Engineering and the Chazen Companies to each do parts of the Link Building renovation, according to ORDA documents. LeChase Construction will be asked to renovate the lower, ground and concourse levels of the link building and construct any additions to it, plus construct staircases and a partial glass elevator, and work on the utilities. Gilbane will be asked to manage the project work and ensure the work is in compliance with ORDA’s requirements. Cannon will be asked to provide ORDA staff with information during construction, review change orders, contract documents, special inspections and more. Chazen Companies will be asked to make sure the project is done according to state building and fire codes, do inspections and assist with getting a certificate of occupancy.
All of the work on the Link Building is expected to be complete by Nov. 30, 2022, ahead of the 2023 Winter World University Games.
At the Olympic Center, the hockey locker rooms, concession stands and general concourse area of 1980 arena will be renovated. All public restrooms will be replaced, arena seats will be replaced, and ADA-compliant seating will be added. All heating, ventilation and air conditioning in the 1980 rink will be replaced.
Both the 1932 and 1980 rinks have been retrofitted with new boards that can be adjusted to either international or National Hockey League regulation width. Also, the 1980 rink’s lighting system was upgraded to the level now expected for television broadcasts.
The 1932 rink is expected to be finished by Nov. 1, the 1980 rink near Christmas, and the new refrigeration before the new year.
ORDA has been upgrading all of the venues it manages in recent years. In Lake Placid, at the Olympic Sports Complex at Mount Van Hoevenberg, ORDA has added a new lodge, biathlon shooting range, Nordic ski race stadium, snowmaking, ski trails, bobsled practice house and a mountain coaster ride for tourists. The ski jumps have gotten on-slope refrigeration, a gondola and a zipline ride, and their landing hills are being regraded. The Whiteface Mountain Ski Center Base Lodge was overhauled, the Mid Station lodge was rebuilt after a fire and the gondola was replaced. New York’s governor and Legislature have so far invested hundreds of millions of dollars in these upgrades in advance of the Winter World University Games.

Governor Vladimir Vladimirov signed a decree specifying the procedure for issuing special passes to citizens during the period of mandatory self-isolation, in force in the Stavropol Territory.
The document supplements the provisions of the resolution of the Governor of the Stavropol Territory dated March 31, 2020 No.No. 123, which establishes additional restrictive measures to reduce the risks of the spread of a new coronavirus infection.
According to the new decree, the heads of organizations operating in the territory of the region independently draw up and issue special passes to their employees. In this case, the lists of employees who have been issued with special passes must be sent to the administration of the settlement or city district.
Individual entrepreneurs operating in the territory of the region also independently draw up and issue special passes to citizens who work for hire.At the same time, individual entrepreneurs must ensure that special passes are sent to the administration of the settlement or urban district for affixing the seal of the administration.
Residents of the region, the issuance of special passes to which the employer does not provide, have the right to apply for a special pass to the local government bodies at the place of residence, if necessary, to leave the place of residence for an urgent reason.
Issuance of a special pass is not required if a citizen leaves the place of residence to seek emergency medical care, follow to the place of work (which has not been suspended), follow to the nearest place of purchase of food, medicines, essential goods, as well as in cases of taking out household waste and walking pets at a distance not exceeding 100 meters from the place of residence.

The government proposes to introduce, from January 1, 2022, a new unapproved procedure for assigning payments and benefits to insured people.Such a law (No. 1062568-7) was adopted by the State Duma in the third reading at a plenary session.
According to the document, payments for sick leave and maternity benefits will be transferred directly from the Social Insurance Fund (FSS), and not through the employer.
As previously explained by the Deputy Minister of Labor Andrei Pudov, the law provides for the end of the transition period from the accounting procedure for spending money of the FSS, in which benefits were paid by employers in payment of insurance premiums, to the mechanism of direct payment directly by the territorial body of the fund itself. This ensures that workers receive benefits without delay, regardless of the financial situation of the employers. And it will allow employers not to spend their own funds on insurance payments.
“Periodically, the lack of working capital or the desire to influence their employees in a negative way allowed employers to violate deadlines, abuse, not pay these funds, which led to an increase in social tension,” said earlier, commenting on the law, the head of the State Duma Committee on Labor, Social politics and veterans affairs, deputy head of the LDPR faction Yaroslav Nilov.
He stressed that the Social Insurance Fund always has money for these payments.
From January 1, 2022, a separate application for sick leave payment will not be required. Corpus delicti burned out?

Did Alexander Privalov foresee the fire and decided to copy the diploma in advance? A copy, as the detective Viktor Kruglyakov points out, is not considered a document, that is, there is no corpus delicti under Article 327 of the Criminal Code of the Russian Federation (the use of a knowingly forged document).
But the fire happened in December, and Alexander Privalov was hired in March 2014, so in the spring he had to use a diploma, the authenticity of which the prosecutor’s office does not believe.In the letter of the supervisory authority, it is said that Alexander Privalov presented a diploma during employment. Not a copy, but a diploma. That is, it turns out that at least one case of using a dubious document, in the opinion of the prosecutor’s office, still happened.
What does the Pyshminsk police say about this? Essentially nothing. The resolution contains a long statement of the explanations of the deputy head of the Pyshminsky urban district, Alena Kuzevanova, about the documents regulating the hiring of directors of municipal enterprises.But there is not a word about whether Privalov presented his diploma to the administration or not. Although it is this question that is significant for making a procedural decision.
Another case
From the moment the first refusal order was issued, the contract with Alexander Privalov was extended. It happened in 2019 as a result of a competition, for participation in which the provision of a document is mandatory. And what then did Alexander Privalov provide? Original? But he, according to Alexander Anatolyevich, burned down.A copy made for the 2015 workshop? Then one can only be surprised at the safety of this leaf. And besides, if this copy is enough to participate in the competition, it means that this sheet of paper provides the citizen with rights, that is, from the point of view of criminal law, it is just a document.
Unfortunately, it was not possible to get an answer to the question of what exactly Alexander Privalov provided from the administration. Calls to the office phone of Natalia Pulnikova, who was in charge of the competition, remained unanswered for several days.
But we managed to get through to the deputy head of the Pyshminsky urban district, Alena Kuzevanova. Upon learning that we want to ask her clarifying questions about her explanations to the police, Alena Vladimirovna unexpectedly stated that she had not communicated with the security forces on this topic at all.
Unfortunately, the last check carried out by Viktor Kruglyakov covered only the period up to 2016. And here we again have to ask the question: where was the prosecutor’s office all this time? After all, we can talk about a violation of the law not only by Privalov, but also by officials of the administration, who could illegally accept Alexander Anatolyevich as director of a strategic enterprise.
Since the circumstances of Alexander Privalov’s participation in the 2019 competition, where it was necessary to submit a document on higher education, were not investigated by law enforcement and supervisory authorities, the editorial staff of Vechernye Vedomosti intends to apply to the General Prosecutor’s Office and the Main Directorate of the Ministry of Internal Affairs for the Sverdlovsk the gap has been closed.

But the operative Viktor Kruglyakov, during the second pre-investigation check, also found an explanation. He found out that the protocols of the meetings of the state examination commissions during the reorganization of the university were not received by the new archivist, which, according to the investigator, also indicates the absence of corpus delicti.
How does this fact refute the statements of the university that Alexander Privalov was not included in the lists of students of the Tyumen Civil Engineering Institute? Apparently, this is understandable only to the detective Viktor Kruglyakov and the interim police chief of the OMVD in the Pyshminsky district, Andrei Maslov, who approved the subordinate’s decision.
The very fact that Alexander Privalov did not restore his diploma is also strange. If he thinks he received it honestly, what prevents him from ordering a duplicate?
It is quite interesting how the prosecutor’s office will react to the new refusal order.And what is the further fate of Alexander Privalov in the municipal unitary enterprise? Yes, now he formally holds the position of deputy director, but there is every reason to believe that Privalov is still in charge of the work of Vodokanalservice.
