History of creation and stages of development of the oncological service
The oncological service of Tolyatti began to form in the second half of the 60s, when the average age of the city’s population was 25-27 years. Thousands of people came to the new city under construction, and the first specialists in the field of oncology began to work.
In a fast-growing city, there is a need for more consultation and treatment of cancer patients.
On September 5, 1967, an oncology room was opened on the basis of the hospital. Banykin. And then, in 1975, on the basis of the decision of the city executive committee, an oncological department was opened in the city polyclinic No. 1 of the Medical Unit of the VAZ. (head of the department K.I. Ivanushkina). The department was given one doctor’s position, one nurse’s position, a set of tools for work and one room. Then, in the premises of polyclinic No. 1, the department was allocated 10 rooms and a separate hall.
The first statistics records 425 cancer patients in the city. Doctors visited patients at home, explained to them what a dispensary is.
- 1976 – oncology department for 40 beds was opened.
- 1977 – with the permission of the radiological commission, the department of close-focus X-ray therapy was opened (it was headed by Yury Aleksandrovich Nedoborov).
- 12/5/1977 – by order of the region. Zdrava, Kuibyshev oncology department Ivanushkina K.I. the qualification of an oncologist of the highest category was awarded with the appointment of the chief oncologist of Togliatti.
- 1980 – oncology department expanded to 50 beds.
- 1984 – the 2nd oncology department for 40 beds was opened
- The next stage in the creation of the oncological service was the construction of a radiological building and a polyclinic.
- 1989 – the polyclinic building was commissioned. A radiology department with 30 beds was opened.
- 1991 – the 1st outpatient chemotherapy room began its work.
- 1993 – opening of the department of palliative care – a hospice at home.
- 1994 – opening of the oncology department No. 1 for 80 beds.
- 1995 – Radiology department expanded to 50 beds.
- 1998 – a day hospital for 10 beds was opened, an oncology service for 200 beds was created.
- 2009 – a day hospital (chemotherapy department No. 2) for 40 beds was opened
- 2010 – a day hospital for 10 beds was opened in the radiology department.

The demographic situation in the Russian Federation at the beginning of the 21st century forced the government to pay close attention to itself. An action plan was developed to improve it. One of the most significant projects in this area can be considered the organization and opening of the Perinatal Center, as the most effective model for establishing the obstetrics system, which is designed to solve the demographic problems of the region.
The Perinatal Center is an independent medical organization or a structural unit within a medical organization that provides outpatient and inpatient care to pregnant women, women in childbirth, puerperas and newborns in accordance with the Program of State Guarantees for the Provision of Free Medical Care to Citizens of the Russian Federation.
History of creation and stages of development
If we briefly describe the history of the emergence of our Interdistrict Perinatal Center, then at first it was a Maternity Hospital.
The maternity hospital, as a structural unit, was built according to a standard design and put into operation on 04/01/1974 and was part of the structure of the Medical and Sanitary Unit No. 1 of the VAZ.
In August 1988, the neonatal resuscitation and intensive care unit was opened and expanded to 18 beds in the following years;
Since 2007, the Interdistrict Perinatal Center (IPC) has been organized and is currently functioning. The organization of the formation and work in blocks took place as follows:
• Obstetric block for 200 beds and a neonatal unit for 110 beds was opened on December 28, 2007;
• Neonatal unit for 85 beds was opened on 14.09.2008;
• The outpatient unit (consultative and diagnostic department) was opened on 04/01/2009.
From the moment of its opening to the present, it has been one of the largest obstetric hospitals not only in the Samara region, but also in the Russian Federation both in terms of the number of births, and in terms of the volume and list of assistance provided.
The opening of the MPC was made possible thanks to serious financial investments from the city and regional budgets. The funds were used to reconstruct and repair the existing maternity hospital and to equip the departments of the center with modern equipment. In 2015, a major overhaul and complete reconstruction of the departments was carried out: the obstetric and operating department; departments of anesthesiology-resuscitation for pregnant women, women in childbirth and puerperas; departments of resuscitation and intensive care of newborns.
Today, the Perinatal Center is a service with a highly professional team of about 500 employees. Of these, 90 qualified doctors: obstetrician-gynecologists, neonatologists, anesthesiologists-resuscitators, 250 qualified mid-level specialists: nurses, midwives, anesthetist nurses, operating room nurses. 4 candidate dissertations have been defended on our base. More than 4,000 babies appear in the Perinatal Center every year.
MOC serves the female population not only of Avtozavodsky, the largest district of Togliatti, but also women of Zhigulevsk, Syzran, Oktyabrsk, Stavropol, Syzran, Shigonsky districts of the Samara region – approximately 1,300,000 of the population of the region.

Since 2002, the service has been awarded the honorary title of WHO/UNICEF “Baby Friendly Hospital”, and in 2012 it was awarded the certificate “The Best Maternity Hospitals of the Russian Federation” and the laureate diploma “The Best Maternity Hospitals of the Russian Federation”.
The MOC provides round-the-clock qualified medical assistance by a team of specialists, as well as round-the-clock laboratory diagnostics. All women entering our center undergo an ultrasound examination of the fetus, with an assessment of the state of blood flow in the uterus and fetus, after 32 weeks, fetal tococardiography is performed. Narrow specialists of our hospital also take part in providing qualified assistance to pregnant women and puerperas: therapists, an oculist, a urologist, a neurologist, an endocrinologist, a gastroenterologist, an otorhinolaryngologist, a psychologist, a physiotherapist, a pulmonologist, a vascular surgeon, an oncologist and others.
From January 1, 2006, the main direction in the work of the MOC is participation in the implementation of the national project “Health”, namely the implementation of the project under the programs “Birth certificate”, “Neonatal screening”. Since November 2008 – “Audiological screening of newborns”. The implementation of the “Birth Certificate” program made it possible to fundamentally reorganize and equip the MOC according to the latest, modern standards, as well as to preserve the human resources potential.
Since January 1, 2012, in connection with the transition to the criteria for a live birth recommended by the World Health Organization, hospitalization of pregnant women with the threat of termination, with preterm labor that has begun from 22 weeks, is carried out in the obstetric department of the MOC, and not in the gynecological hospital.
In accordance with the order of the Ministry of Health of the Russian Federation No. 220 dated March 29, 2006 “On the provision of high-tech types of medical care at the expense of the Federal budget”, nursing of newborns weighing less than 1500 grams at birth is classified as high-tech medical care. At present, thanks to modern equipment and the introduction of new technologies, the percentage of their survival increases every year.
All together allowed to improve many indicators of the service, as well as to improve the quality of medical care for women with miscarriage, gestosis, extragenital pathology, bleeding. The above achievements would not have been possible without the close connection between science and practice. On the basis of our hospital, scientific and practical conferences, seminars, lectures on topical topics are held. Experts from other regions and countries come to us to exchange experience.
