The largest mobile operator in Kazakhstan, Kcell, asked the law enforcement agencies of the republic to initiate a criminal case against their former employees. They are suspected of withdrawing funds from the company through dummy contractors.
Kazakhstan’s largest cellular operator Kcell reported that it had filed an application with the Republic’s Prosecutor General’s Office to open a criminal case against former employees of the company. Kcell discovered that these persons violated the company’s internal procedures.
About whom specifically there is a speech, it is not reported. Kcell only noted that the defendants in the future investigation no longer work for the company. Violations in the work of Kcell with certain suppliers were revealed by the board of directors of the company last autumn. Immediately after that, the CEO of Kcell 9 resigned ahead of schedule0003 Ali Agan (Ali Agan) and CFO Baurzhan Ayazbaev (Baurzhan Ayazbaev).
The Kazakh weekly Public Position claims that the schemes to withdraw funds from the company were organized by Turkish citizen Veysel Aral (Veysel Aral), who headed Kcell until 2013, and then for some time led the Eurasian division of its controlling shareholder, the Scandinavian TeliaSonera .
According to the publication, the revealed violations concern the Kazakh companies Micro Engineering and GSMTech Management, which carried out works on the installation of base stations for Kcell. The first one belongs to Turkish citizens Levet Deriji and Mohammed Akbulut , who allegedly are old acquaintances of the Aral Sea. The second structure belongs to the Kazakh citizen Alexander Yakovenko , who is the father of the wife of the former commercial director of Kcell, the citizen of Latvia Kaspars Kukelis (the publication classifies Kukelis among the people of the Aral Sea).

Recall that Kcell is 51% owned by the FinTur holding, the controlling stake of which is owned by TeliaSonera, and the blocking stake is owned by Turkcell. Another 24% stake TeliaSonera owns directly. The remaining securities are in circulation on the London and Kazakhstan stock exchanges.
At the end of Q2 2014, Kcell served 12.9 million subscribers. At the end of 2013, its share in the cellular market of Kazakhstan exceeded 50%. Its revenue in 2013 amounted to 188 billion tenge ($1. 027 billion), EBITDA (earnings before taxes and depreciation costs) – 105 billion tenge ($577 million).
