A New Partnership Model for Japan: Promoting a Circular Flow Society
Japanese nonprofit Information and Economic Initiative for the Circular Flow Society promotes voluntary activities and strategies to transform Japan’s current industrial system into a “recycle-oriented society.” By Yushi Sakuragi
The Information and Economic Initiative for the Circular Flow Society is a Japanese nonprofit organization, founded in February 2001, whose membership comprises the chief executive officers of a range of Japanese companies. Its aims are to promote, debate, research, and communicate voluntary activities and strategies to transform Japan’s current industrial system into a “recycle-oriented society.” ICFS is a pioneering organization for which the Green Marketing Institute of INTAGE Inc. acts as secretariat.
The name Information and Economic Initiative for the Circular Flow Society derives from a concept used in basic German environmental law, which is also utilized in a range of Japanese environmental legislation. Although the Japanese government translated the concept as “recycle-oriented society,” we would like to show clearly that our focus should not be only on recycling but on the cycle of materials and information flows themselves, thus creating a natural bridge to the flow of economics.
The aims of ICFS are to:
- Conduct research and exchange information about industrial developments relevant to the circular flow society.
- Propose new models for how the circular flow society might look
- Organize and support trials and demonstration projects
- Promote education and better understanding of what the circular flow society means and how it might come about
- Exchange ideas with international business executives and research organizations with shared views on environmental issues.
This article describes how ICFS came about, through both the external pressures from corporate executives and the internal motivation of INTAGE (which plays the central role in ICFS). Next the article describes two of the first research modules and shows how these are managed. Examples of some programs are included to show how the 13 participating companies in Japan are moving towards their goal of a circular flow society. At the end of the article the network in its current form is evaluated and its likely future direction discussed.
External Reasons for Setting Up the Network
For nine years the Green Marketing Institute, the environmental consulting arm of INTAGE, has run a monthly seminar where environmental and business ideas are exchanged. What began as an information-gathering exercise and seminar grew into a network for environmental professionals from industry, academia, nongovernmental organizations and consultants at INTAGE itself.
Experts from academia and business are invited to talk about their experiences and leading-edge examples from Europe and America are analyzed. As new Japanese legislation, such as the Law for the Promotion of Utilization of Recyclable Resources comes about, the monthly meeting offers an excellent forum for discussing its implications. Indeed, through the active participation of the entire network, the forum has rapidly become the place to learn about, investigate, and debate the ins and outs of new legislation.
However, after a number of successful years, participants were keen to transform this inspiring “talking shop” into a “partnership for action,” since a number of studies had been completed and plenty of information exchanged.
The key challenge was to resolve problems which require the participation of a number of social actors. So it was proposed to form a network and partnership organization, and ICFS was born. While promoting environmental and social values, the members of ICFS also aim to undertake studies founded on strong business principles and focused on providing concrete solutions.
A strong incentive for making a success of ICFS was the Japanese government’s aim to mark the year 2000 as the “beginning of a recycle-oriented society. ” Shortly after that, a series of laws, including the Legislative System for Promotion of the Creation of a recycle-oriented society, were enforced. As a result, notions of shared responsibility were widely adopted, but since only a few Japanese companies are members of organizations like the WBCSD, little has been communicated about their experiences to the wider world, and this too is seen as a central role for ICFS.
Engaging Boards
Central to the success of the network is the inclusion of top board directors in ICFS, especially those from the for-profit sector, in order to improve and deepen their under-standing of the issues around a recycle-oriented society. A change of heart within management is the hoped-for outcome, in which recycling — which used to be regarded as a problem — is seen as part of a solution to wider social and environmental goals.
Demand for a New Business Model at INTAGE
Since 1993, the GMI has been working in consulting and environmental information services. As a joint venture with a NGO pioneering the home delivery of organic foods in Japan, GMI was a novel business concept when it was set up. True to its hybrid business structure, GMI aimed to meet both economic and social targets and offered a unique service by utilizing its personal networks and its information gathering expertise simultaneously. In 1999 the GMI became a 100% subsidiary of INTAGE and merged in 2000.
Building on experiences with the GMI and especially on its networks, the ICFS was founded as a nonprofit incubator partnership with the GMI as its secretariat. With its circular flow society focus, the ICFS gives businesses and other partner organizations the opportunity to take part and even experiment in new thinking and practice without taking operational risks.
Structure and Organization
The ICFS consists of an executive forum, a steering committee, a number of projects and an advisory panel. Fee paying companies may nominate two board members to participate in the monthly executive forum and a third person to take part in a subject-specific project. One person from each participating company sits on the steering committee. Additionally, GMI’s Environmental and Management Seminar (a series of basic lectures for working level people which it has been running successfully for the last decade) has become a part of ICFS this year.
The executive forum is more or less an educational program exclusive to the top management of companies. Each monthly forum session consists of a short lecture from business, academia, Congress, or government and a discussion which is moderated by a professor from the advisory panel. Projects are set up by the steering committee. The projects produce on average one report per year and together form the core of the GMI’s network, with members being drawn from a broad range of sectors. Three projects were set up in the first year, and four are under development in the second year.
As project members explore their given areas of research, non-member companies and organizations are often invited to participate in the debate and may become associate members or observers. Sub-committees, such as technological workshops, are formed for subtopic areas that are considered to be especially important.
Project Case Studies Ecopremium — Green Purchasing
Despite the absence of laws in Japan or indeed internationally which force companies to purchase in a greener way, it is recognized that the economic and environmental impact which a company with a green procurement policy can have is enormous. Under government enforcement, suppliers are rising to the challenge in Japan and indeed exceed the demand from purchasers. The Ecopremium project aims to explore what incentives or practical tools are in place to encourage companies to be environmentally courageous in their buying patterns. It also aims to record the results as they expand their green purchasing programs using the PDCA (Plan-Do-Check-Action flow) approach to include services, materials and equipment. Finally, the project hopes to sketch out what the effects of changing procurement patterns might be on the market place.
As a concrete aid to companies wishing to promote green procurement, the Ecopremium project has undertaken work on product power analysis based on life-cycle thinking, by which essential environmental information about products can be derived. Among other tools, computer assisted programs for product listing and scoring systems have been developed. Additionally, a mutually accessible online software platform has been assessed which allows sellers and purchasers to share information about environmental product attributes in a timely fashion.
Benchmarking Corporate Environmental Performance
One project focuses on how a company’s economic value added compares and/or is related to its environmental efficiency. “Added value” is calculated by subtracting personnel expenses and depreciation from the operating profit — all information easily obtainable from a company’s annual report. The “added value” figure is then calculated as a percentage of GDP to illustrate what contribution the company makes to ational earnings. Its environmental burdens, such as carbon dioxide emissions, are also calculated as a percentage of the national figure. In 2002, this project has refocused to evaluate corporate performance from the Asian triple-bottom-line perspective and has strong links to the Ecopremium project.
Recycled-Material Chain
Research and demonstration projects are under way to show how to optimize resources and processes in the reduction, reuse, and recycling of a variety of materials. The goal of this trial is to produce an in-put/out-put materials flow database for every material.
ICFS International Forum
In December 2001 ICFS held an inaugural International Forum in which it formally introduced itself to Japan and indeed the rest of the world. The conference was attended by the Ministries of Environment and Economics, Trade, and Industry and was supported by the Japan Industrial Journal. Demonstrating how far ICFS has come in such a short time, Yoriko Kawaguchi, Japan’s Environment Minister, made the opening speech followed by keynotes from global partners. Reports from projects, in particular Ecopremium and benchmarking corporate environmental performance, and a panel discussion with representatives from a range of stakeholder groups also took place.
Down the Line
Just over one year has passed since the first steering committee meeting was held to mark the birth of ICFS. Below we look at how we’ve done so far and where we hope to be heading.
The executive forum appears to have had a successful start. Top managers are benefiting from the exchange of information and ideas and stakeholders have evaluated those companies taking part in the executive forum favorably.
We are pleased to have established observers from government offices and ministries as well as from a wider range of companies than our core membership. In the future we are hoping to increase our focus on practice.
On the project side we have re-organized our efforts into two major subject areas, industry’s environmentalization and environment’s industrialization, together with the linking theme of a joint project for “Developing a Corporate-NGO Hybrid in the Japanese Context. ” During this project we will study the bi-directional question: “in order to establish an industrial closed loop material flow in a local area, for example, which is most effective — to set up a company first and environmentalize it, or to encourage an NGO instead to pursue a business mission?“ The project will benefit from the services of retired experts with the relevant experience and technological know-how from the baby boomer generation.
That is where we stand at the moment. But in order to pursue our ideas of the recycle-oriented society, we need to work through a complete design cycle with the large corporates and include many more companies to begin to understand the full implications of this policy for industry and society at large. Ultimately we need to expand our vision, and that is the shared responsibility of all members of ICFS.

90,000 Due to the mudflow, more than 4.5 thousand residents of Dagestan were left without gas :: Society :: RBK

Almost 1,000residential buildings and more than 4. 5 thousand people were left without gas due to the fact that a mudflow damaged a gas pipeline in the central part of Dagestan, the press service of the regional Ministry of Emergency Situations reports.
“Mudflow demolished the supports of the inter-settlement high-pressure gas pipeline of the second category <…>. 950 houses with a population of 4650 people temporarily remained without gas, of which 1583 are children, in four settlements, ”the ministry said.
In Dagestan, a tourist was carried away by a stream of water
The Ministry of Emergency Situations clarified that emergency crews will begin repair work at 8:00 am.
The day before, the Ministry of Emergency Situations told RBC that on the Kvartal River and in the Karadakh gorge, the water level rose due to a short-term rainstorm with hail, as a result of which about 30 tourists were blocked, one tourist was washed away by a stream of water. Rescuers evacuated 30 people, the search for the man continues.
90,000 Who the Nord Stream 2 Opponent Society is playing for
Disagreements in Europe over energy supplies did not begin yesterday – they have been going on since the mid-2000s, and it was not Russia that initiated the change in European energy policy, but the European countries themselves. Chairman of the Presidium of the Council for Foreign and Defense Policy NGO Fyodor Lukyanov.
“Talks about changing the energy policy at one time largely brought to naught all attempts to establish an energy dialogue between Russia and the European Union. Moreover, the key position was precisely the position of the EU, on whose initiative all principles and approaches to energy policy began to be changed in Europe. and a demarcation arose between the European states, because the status quo that existed at that time was quite satisfactory for many. It also suited Russia, “says Lukyanov.
“The new approach”, the expert recalls, meant a transition from long-term bilateral contracts for the supply of energy resources at stable prices to the creation of a single market, a competitive environment with maximum diversification of suppliers, where energy resources are traded on the basis of short spot deals.
Calls for a change in European energy policy took effect after 2009, when the most dramatic “gas dispute” broke out between Russia and Ukraine, and for the first time a real threat loomed over Europe to be left without Russian gas.
“The policy of the European Commission is carried out under the slogan of market liberalization, but in fact it is its ever tighter regulation. The introduction of more and more rules weakens market mechanisms, creating a completely different, not quite market environment,” Fyodor Lukyanov believes.
The demarche against Nord Stream 2 is not surprising. It was quite obvious that it would happen, says Vladimir Yevseev, head of the department for Eurasian integration and expansion of the SCO at the Institute of CIS Countries.
“With the level of propaganda being conducted against Russia, when they are trying to present our country as an aggressor, when the United States plans to allocate funds for the deployment of its military presence in the Baltic countries, when depots of heavy weapons are being created in Europe, when European countries are in their territorial waters start looking for Russian submarines – in these conditions it would be difficult to expect a different approach, “- says the expert.
This policy cannot be considered entirely “imported”, imposed on Europe, in many respects it is based on the overestimation of a number of European countries’ own potential and is not always backed up by resources, and therefore may have negative consequences, first of all, for the authors of this demarche, adds Evseev.
According to Fyodor Lukyanov, the situation looks paradoxical in many ways. The fact that the German federal government supports the Nord Stream expansion project suggests that Berlin is fully aware that the situation in Ukraine may develop unpredictably, and the lack of alternative transport routes at some point may hurt European gas consumers. and oil.
Eastern European governments, appealing that the Nord Stream can spur the escalation of the Ukrainian crisis, are acting just contrary to the interests of European security.
“This situation is a classic example of how political interests collide with economic ones. However, politics in the gas sector is always present,” Alexey Portansky, professor at the Faculty of World Economy and International Affairs at the Higher School of Economics, described what is happening.
At the same time, he believes, the Eastern European countries are driven not only by political interests, but also by economic fears – many of them depend on Russian gas supplies much more than their western neighbors, and the creation of an alternative route strengthens Russia’s independence as a supplier.
Whose will take
90,000 The flow of tourists to the Kuriles has doubled in 2021 – Society
MOSCOW, August 31. / TASS /. The number of tourists visiting the Kuril Islands (Sakhalin Oblast) has doubled this year compared to 2019, the head of the Ministry for the Development of the Russian Far East, Alexei Chekunkov, said in an interview with RBC.
“According to Rosstat, 3.4 million tourists came to us in 2019. In 2020, there was a failure due to a pandemic – a fall of more than 20%. This year, visits to the Kuril Islands – Iturup, Shikotan and Kunashir (southern group of the Kuril Islands) – doubled “, – said Chekunkov.
He also added that the increase in the number of tourists in the Amur region this year was 20%, in Kamchatka – 17%. “I see a genuine interest of investors in the fact that the Far East can become a year-round tourist destination for both Russians and residents of foreign countries.First of all, these are such large-scale projects as the creation of the Three Volcanoes park in Kamchatka, which is being implemented by the Rosa Khutor group, and development projects for the Kuril Islands, for example, Iturup Resort. [Russian Federation President Vladimir Putin] and Prime Minister [Mikhail Mishustin] announced new tax breaks [in the Kuril Islands] during their last trip to the Far East. I really hope that thanks to these benefits, tourism projects will be implemented there, “Chekunkov said.
Earlier, Mishustin gave an instruction concerning additional measures to support entrepreneurs in the Sakhalin Oblast. We are talking about the introduction of a special tax regime on the territory of the Kuril Islands. In particular, it is planned to exempt organizations from paying income tax, value added tax, property tax, land and transport taxes. In addition, the Kuril Islands are expected to introduce a free customs zone procedure and reduced rates of mandatory payments on insurance premiums in the amount of 7.6%.By the end of August, the government was supposed to submit agreed proposals for the creation of such a regime in the Kuril Islands.
90,000 ICMM & bullet; Corruption and illicit financial flows
Illicit financial flows are commonly defined as the cross-border movement of funds obtained, transferred and / or used illegally.
This definition covers a wide range of illegal activities, from invoicing inappropriate amounts in trade (where the true value of the exported or imported goods differs from those declared by the authorities) and tax evasion to the transfer of proceeds from crime (e.g. corruption, fraud and trafficking in drugs, people and firearms).NFP does not include issues such as capital flight, transfer pricing, or tax evasion, as they are not considered to be in violation of the law.
What does this have to do with mining?
The link between NPP and extractive industries (including mining) is often self-evident. At the International Conference on Financing for Development, held in July 2015, which was one of the key events leading up to the adoption of the Sustainable Development Goals (SDGs), the scale of the DNF problem was raised and the importance of ensuring corporate transparency and accountability in all companies and especially employed in the extractive industries.
A high-level panel meeting of the United Nations Economic Commission for Africa held in February 2015 on illicit financial flows from Africa also revealed a clear link between countries with high dependence on extractive industries and the magnitude of NPP, in part due to widespread underreporting and sometimes the quality of the natural resources extracted for export. In addition, the team found that none of the six countries studied (Algeria., Democratic Republic of the Congo, Kenya, Liberia, Mozambique and Nigeria), there is no independent independent means of verifying the exact amount of extracted and exported natural resources. Instead, it offers only reports submitted by the operators of the mining projects themselves, who, in the group’s opinion, have too many temptations to understate the numbers.
Given the opaque nature of NFP, it is difficult to get a complete picture. However, a study by the NGO Global Financial Integrity found evidence in China, Russia, Mexico, India and Malaysia over the past decade that points to the largest illegal capital flight, estimated at $ 1.39 trillion in China. The same study found Africa has lost over $ 1 trillion in NFPs over the past 50 years, roughly the same amount that the country received in official development assistance over that period. Given the high level of poverty in Africa, even if that estimate is halved, the scale of resource drain from Africa is appalling.
It is often difficult for mining companies to deny allegations of illegal financial activity without disclosing confidential information. However, there is still room for the mining sector to take coordinated action to expand the authority and competence of officials to inspect and assess the value of goods that the company imports or exports. These measures will help ensure that the invoiced value matches the true value of the goods.
90,000 Joy and irony. How the news of the completion of the Nord Stream 2 construction was assessed in Germany and Ukraine
On Friday, September 10, Gazprom CEO Alexei Miller announced that the construction of the trans-Baltic pipeline had been fully completed.”Outpost” decided to find out how the residents of Germany and Ukraine reacted to this news.
The fact that Nord Stream 2 will be completed became very clear back in July, after the end of negotiations between Angela Merkel and Joe Biden. Then the Americans agreed with the arguments of their European colleagues and promised not to interfere with the completion of the project. The only one who did not grasp the essence of what was happening was the Minister of Foreign Affairs of Ukraine Dmitry Kuleba, who in his comments for some reason called the “game” unfinished and said that “two additional halves and a series of penalties” awaited.
Everyone else, unlike the Kiev official, began to prepare for the commissioning of Nord Stream 2. This event is awaited with special impatience in Europe, which is now experiencing a colossal shortage of blue fuel. This situation will lead to an uncontrolled rise in prices for it, since there are no associations like OPEC + in the gas industry. This means that it is almost impossible to achieve a balance of supply and demand by coordinating the volumes of methane production and transportation.
As a result, the price of gas on the EU exchanges reached a record high ($ 730 per thousand cubic meters) and even exceeded Asian levels, which happens very rarely.According to a number of experts, news of the completion of construction and plans to launch the pipe in a month will likely send quotes down. However, today almost no one can predict how much they will fall, everything will depend on a number of factors, including weather conditions. If the winter in Europe turns out to be as cold as last year, then Nord Stream 2 may not cover the needs of the European Union. After all, underground storage facilities in many of its states are still half-empty, and the norms of the EU’s Third Energy Package, most likely, will not allow Nord Stream 2 to be brought to full capacity.
© Nord Stream 2 / Axel Schmidt, Akademik Chersky completes work in German waters
The most interesting thing is that preparation for the heating season is far from the hottest topic discussed by the German media when it comes to the gas pipeline. They pay much more attention to the prospects of Kiev to preserve its transit revenues.
“Financially weak Ukraine is desperately dependent on billions of dollars in revenue from Gazprom. She is afraid of losses and hopes for the support of Germany in order to remain a transit country in the future and to renew the corresponding agreement with German mediation. However, Russian President Vladimir Putin has repeatedly said that future gas transit through Ukraine depends on demand in the European energy market. He also stressed that Russia is not responsible for the state budget of Ukraine, ”writes Die Welt , generally assessing the completion of the work very positively.
In contrast to the German politicians and the media, ordinary citizens of the Federal Republic of Germany are not too worried about the size of the Independent budget. For example, Robert M.Commenting on the above article, he agrees with Putin and says that “Germany also does not need to support Kiev, since such protection leads to higher prices for natural gas.”
© Nord Stream 2 / Axel Schmidt
However, most Germans bypass this topic and are only happy about the imminent launch of Nord Stream 2, which will stop the rise in electricity and heating prices.
“Well, finally! Now the Americans can leave their dirty fracking) with you “, – Wolfgang F. triumphs.
” Great news! Unfortunately, these days there are not many of them, ”agrees Ulrich B.
“ Excellent. Germany managed to defend its own interests. It doesn’t happen very often, ”notes Anette K.
Another user, Alexander U., is less optimistic. He reminds: the delay in construction has led to the fact that the rules of the EU’s Third Energy Package now apply to the trans-Baltic pipeline. That is, Gazprom will be able to fill it only by 50%. And this volume may not be enough to increase the energy security of the FRG.
“If Nord Stream 2 was completed on schedule, Gazprom would be able to use it 100% and would not need an independent transit operator,” complains Alexander.

What moods are hovering in Ukrainian society? Its representatives, for the most part, are ironic about what happened, recalling that the Nezalezhnaya authorities assured six months ago that the Russian-European project would under no circumstances be completed.
“It’s all lies. And (Crimean – ed.) there is no bridge. And there is no Nord Stream 2. These are all cartoons. And Ukraine has been the second France for 30 years already, ”writes Igor Berdin.
Another user, Andrey Leonov, on the other hand, is quite serious. He believes that the news of the completion of construction has become another proof of the worthlessness of Kiev politicians: then the chances would also appear to build something too.For example, a normal country. In the meantime, unfortunately, there is no chance. ”
According to RBC, Kiev receives $ 31 for the transit of every thousand cubic meters of Russian blue fuel through its GTS, that is, over the five years of the current contract, it will earn more than $ 7 billion. Considering that the revenue side of the country’s budget for 2021 is $ 37.5 billion, we are talking about about 4% of revenues to the treasury, that is, their loss will be very noticeable.
However, it is far from a fact that in connection with the launch of Nord Stream 2, the current contract will not be extended.Recently, the official representative of the Russian Foreign Ministry Maria Zakharova said that “Russia is ready to continue gas transit through Ukraine, but it depends on many factors, including the volume of future European purchases.”

The Woman Leader program will expand its geography
Photo: pixabay.com
Perhaps, thanks to the promotion of the ideas of the participants of the second stream of the “Woman Leader” program at the site of the third Eurasian Women’s Forum (EWF), the project will expand its geography, and the third stream will already be international. This was announced on September 28 by the speaker of the Federation Council Valentina Matvienko at a meeting with the graduates of the second stream of the educational program “Woman Leader”.
To precede the main part of the EWF, the head of the upper chamber specified, there will be a regional week, within which a project created by the participants of the second stream will be presented: the digital platform “Women for a Healthy Society”.It is planned to hold a marathon “Women’s health – well-being of the nation”.
The Speaker recalled that the third Eurasian Women’s Forum itself will take place in two weeks, and participants from many countries of the world will meet in St. prove yourself.
We have tried to form the forum program in such a way that it includes as many interesting modern formats as possible that will be available to all our guests. There are a number of interactive and presentation platforms, teleconferences. Sessions will be held with the participation of representatives of the largest international organizations and associations
Valentina Matvienko, Chairman of the Federation Council
According to her, the Federation Council is always ready to work with the participants of the project, and not only within the framework of such events as the Eurasian Women’s Forum, but also in the daily profile, expert activity of the committees and councils of the upper chamber.
In June, SenatInform quoted the Vice-Speaker of the Federation Council Galina Karelova that the educational program “Woman Leader” is aimed not only at developing managerial skills, but also creating conditions under which women can actively participate in all spheres of society.
