Rules for Personal Protective Equipment in Construction
Both New York state laws and federal regulations require construction employees to wear personal protective equipment (PPE) to minimize their exposure to workplace hazards. Common PPE items include work gloves, hard hats, respirators, safety glasses, earplugs or muffs, and high-visibility vests. Unfortunately, many cases of blindness, occupational disease, and chemical burn injuries from construction have resulted from an employer’s failure to ensure that an employee was protected by proper personal protective equipment.
Employers Have a Duty to Provide Personal Protective Equipment to Construction Workers
The Occupational Safety and Health Administration (OSHA) has clear regulations regarding PPE in the construction industry, as well as the employer’s duty to provide PPE to its workers. OSHA requires that all PPE provided by the employer should be of safe design and construction, should be in a clean and working condition, and should be used for any activity that has an identified risk of injury. In addition, employers are required to train each worker on the use of all PPE—including identifying when each item is necessary, how to properly wear the equipment, and how to maintain and dispose of the equipment. Finally, the employer must pay for required PPE and pay to replace PPE that has been damaged or no longer meets safety standards.
The only PPE items an employer is not required to pay for include:
- Normal work boots, safety-toe protective footwear, rubber boots, or street shoes suitable for the job site
- Everyday clothing that provides required injury protection (such as long-sleeved shirts or long pants)
- Prescription safety glasses or sunglasses
- Skin creams, standard sunglasses, sunscreen, or other items used solely for protection from sun damage
- Everyday weather protection such as winter coats, jackets, parkas, non-work gloves, raincoats, or hats
It is worth noting that even if an employer is not required to provide certain personal PPE items, the employer is still responsible for assessing the adequacy of each item. For example, an employee who is wearing work boots that fail to protect his toes from a crush injury may be able to hold the employer liable for failing to check the quality of the boots.

Body-worn Cameras – NYPD
All Police Officers, Detectives, Sergeants and Lieutenants regularly assigned to perform patrol duties throughout the city are equipped with body-worn cameras. The NYPD body-worn camera program is the largest in the United States with over 24,000 members of the Department equipped with body-worn cameras. The rollout of these cameras was conducted in three phases.
In April 2017, Phase 1 of the Department’s body-worn camera program began, and by the end of 2017, approximately 1,300 police officers, working the evening shifts in 20 precincts across the city, were outfitted with cameras. This first phase supported a year-long study of the effects of the body-worn cameras.
In December 2017, Phase 2 of the body-worn camera rollout commenced equipping the balance of the officers on all shifts in every Precinct, Transit District and public housing Police Service Area citywide with cameras. This second phase was completed by March 2019 and resulted in more than 18,000 additional officers being equipped with cameras.
Phase 3 began in March 2019 – rolling out approximately 4,000 body-worn cameras to officers working in specialized units that perform patrol-oriented or support functions. Such units include the Emergency Services Unit, Highway Patrol, Strategic Response Group and Critical Response Command. The roll-out to specialty units was completed by August 2019. Additionally, the executives responsible for leading all of the commands equipped with body-worn cameras were also issued cameras during this phase.

What are body-worn cameras?
Body-worn cameras are small battery-powered digital video cameras that police officers attach to their uniform shirts or winter jackets. Officers must manually activate the record function on the camera to begin recording. The recording capabilities of the cameras are consistent with the capabilities of human eyes and ears. In other words, the cameras are not capable of any enhanced recording capabilities such as night vision. At the end of their shift, officers place their cameras in a docking station in their command. Once docked, recorded videos are uploaded to a cloud based storage solution and the camera’s battery is recharged automatically.
All officers equipped with body cameras have received training on how the cameras function, how to use the video management software, as well as the NYPD’s body camera policies. As part of their training, officers also, participate in role-play scenarios in order to acclimate themselves to the proper use of the cameras.
What is the purpose of body-worn cameras?
The purpose of body-worn cameras is to record enforcement, investigative and other encounters between the police and the public. They provide a contemporaneous, objective record of these encounters, facilitate review of events by supervisors, foster accountability, and encourage lawful and respectful interactions between the public and the police.
The use of body-worn cameras has shown that cameras may help de-escalate potentially volatile encounters. The cameras may also provide important evidence in criminal and civil proceedings as well as resolving civilian complaints.
When are officers required to record video?
To balance the goals of the body-worn camera program with privacy concerns, officers will not record all interactions with the public. Officers must record certain events, including:
- All uses of force
- All arrests and summonses
- All interactions with people suspected of criminal activity
- All searches of persons and property
- Any call to a crime in progress
- Some investigative actions
- Any interaction with emotionally disturbed people
Officers may not record certain sensitive encounters, such as speaking with a confidential informant, interviewing a sex crime victim, or conducting a strip search.
Will officers tell people that a camera is recording?
Officers must tell members of the public that they are being recorded unless the notification would compromise the safety of any person or impede an investigation. Officers do not need a person’s permission to start, or to continue, recording.
When may an officer turn the camera off?
Any events for which recording is required must be recorded from start to finish. If a member of the public asks an officer to turn off the camera, the officer may do so, but may continue recording if the officer thinks it unsafe or inadvisable to stop. Officers may not turn off the camera if a suspected perpetrator is still present on the scene.
How long will the NYPD keep the recordings?
The NYPD will retain all video recordings for 18 months. Video of arrests and other significant incidents will be retained longer.
When may officers view body-worn camera video?
In routine cases, officers will be allowed to view video before preparing reports and in preparation for a court proceeding. In officer–involved shootings, use-of-force cases, or when police misconduct is alleged, access to the video may be restricted and officers will only be able to view video at a time allowed by the supervisor in charge of the investigation. This includes before making an official statement in the course of the investigation. The technology does not enable officers to edit or delete any video evidence.
When does NYPD release body-worn video to other government entities?
If a video captures evidence related to a criminal case, the NYPD will turn the video over to the prosecutor with jurisdiction over the matter. Prosecutors will provide video to the defendant(s) in accordance with criminal discovery laws.
The NYPD routinely provides the Civilian Complaint Review Board (CCRB) with body-worn camera video in furtherance of investigations of alleged incidents of misconduct under their jurisdiction. To facilitate more efficient sharing of videos, the NYPD and CCRB drafted a Memorandum of Understanding (MOU) regarding the protocols for the search, review, and production of relevant body-worn camera video for cases in which CCRB has received a complaint from a member of the public against a member of the NYPD. Implementation of this MOU is pending the establishment of a secure space within the CCRB facility. Video provided to CCRB may be redacted to protect confidential information or comply with relevant statutes including the sealed records laws (e.g. Criminal Procedure Law section 160.50 – 55) which generally prohibit the release of certain records absent a court order or consent of the individual(s) depicted

How can members of the public request body-worn camera video of an incident?
Members of the public can request video under the Freedom of Information Law (FOIL). The NYPD will provide video in response to a FOIL request unless otherwise prohibited by law. The video may contain audio and/or visual redactions to protect the privacy of people captured in the videos, and other protected material pursuant to FOIL and other applicable laws.

Does the NYPD publish body-worn camera video?
The Department publicly releases body-worn camera video of critical incidents within 30 calendar days of an incident. In some cases, it may take more than 30 days if the investigation is complex, a court issues an order delaying or preventing release of the footage, or additional time is needed to allow a civilian depicted in the video, or their family, to view the video in advance. Critical incidents include the following:
- An officer discharges a firearm and such discharge hits or could hit another person,
- Use of force that results in death or serious physical injury to another,
- Any incident which the Police Commissioner determines that the release of body-worn camera video will address vast public attention, or concern, or will help enforce the law, preserve peace, and/or maintain public order
Additionally, the Department may release other extrinsic evidence along with any relevant body-worn camera video if it may provide context for the incident and assist the viewer in understanding what lead up to the event as well as what transpired during the event. Video may be redacted (e.g., faces of civilian witnesses and bystanders blurred, etc.), as appropriate, to protect personal privacy and comply with all relevant laws, prior to being released to the public. Unedited video of a critical incident will be maintained, and provided to an appropriate investigating authority (e.g. District Attorney, etc.).

New York’s outdoor pools are great places for summer fun and active recreation. Each summer over one million visitors learn to swim, keep fit, make friends, and beat the summer heat.
For everybody’s health, safety, and protection, we ask our guests to observe the following rules:
- Bathing suits must be worn on the deck and in the water. Men’s bathing suits must have mesh linings. Hats may be worn on the deck for sun protection but are not allowed in the water. Plain white T-shirts may be worn over bathing suits if desired. Sneakers are not permitted. Rubber flip flops or water shoes are permitted.
- No urinating or defecating in the pools.
- Children under 16 must be at least eight inches taller than the maximum water depth to enter the pool without adult supervision. Specific height requirements are posted at every pool.
- No person will be permitted in the pool having: skin lesions, sores, or inflamed eyes, mouth, nose, or ear discharge, carrying communicable disease or having any type of bandage, adhesive tape, etc., on their body.
- All bathers must take a shower in the locker room before entering the pool.
- Patrons must provide and use their own padlock. No responsibility is assumed for lost articles. A standard master or combination lock is recommended. Small luggage locks are not permitted.
- The use of swimming aids, water toys, and flotation devices is prohibited.
- Electronic equipment, including radios, cameras, and cellular phones, is not allowed on pool deck.
- Eating or drinking is permitted only in designated areas. Alcoholic beverages are prohibited.
- Beach chairs, baby strollers, bags, blankets, or beach balls are not permitted on the pool deck. We will make our best effort to secure strollers.
- Follow the directives of lifeguards, Parks staff, and the police.
- Ball playing, running, jumping, using profane language or other forms of disruptive and disorderly behavior are prohibited.
- No diving, except in designated areas.
- No smoking, pets, or glass bottles permitted.
- Books and bound periodicals are permitted on the pool deck. Newspapers are not.

So, we will only talk about the modern uniform and insignia of the New York City Police Department, and my material is based on the official documents governing the rules for wearing uniforms in the Department.These documents go under the internal names: PG 202, “NYPD Patrol Guide” (2010 ed.), PG 204, “Uniforms & Equipment” (2015 ed.), And AG 305-06, “Inspection of Uniforms” (2015 ed.). ).
Let’s get started!
To get started, let’s read General Uniform Regulations , this will help you understand the rather complex system of delimiting conditions for a particular type of uniform.
1. Individual items of uniform prescribed (prescribed) by rank or position are purchased at their own expense.
NOTE .
Recruits may only wear uniforms that have been inspected and stamped by the Police Academy
.
2. It is by no means permissible to “modify” your uniform in any way, unless you have permission from senior management to do so.
3. It is prohibited to wear any insignia on civilian clothes.
4. The wearing of a uniform, badge or ID badge is prohibited at rallies, demonstrations, or other public events other than those approved by the Department.
5. The employee must wear a uniform of the day. Senior officers or unit commanders may only permit the wearing of special uniforms upon request, which must be approved by the Uniform and Equipment Review Committee under the Police Commissioner.
a) Employees assigned to the Detective Bureau (simply – detectives), or those who are ordered to serve in civilian clothes, should wear uniforms only on direct instructions.
NOTE.
Detectives assigned to wear uniforms must wear the prescribed police officer uniform, with a gold badge on their cap, and appropriate insignia on the collar.
6. While on duty indoors, shirt and trousers must be appropriate for the season.
7. In court, in the courtroom, in the office of the senior officer, with a rank higher than the captain must appear in the established uniform, if its wearing is prescribed on an ongoing basis. Exceptions are: employees out of duty who file a sick report, or those who have permission from competent management.
8. Purchase of service items of uniform or ammunition, such as: holsters, caps, raincoats, or other components that are worn on the uniform, must only be in the Equipment Section, or in another confirmed location.
9. Necessary changes of uniform, other than those specified in clause 10, are made only by order of the platoon lieutenant. [IO # 44 S-14] – see table with the same number.
a) If the air temperature is expected to rise above 20 C, it is allowed to wear a shirt with short sleeves (only for shift officers).
10. On request, you can take off your summer tunic / jacket. [ IO # 33 S-15] – see table with the same number.
a) During the period from May 1st to November 1st, the following optional items of uniform may be worn:
– shirt with short sleeves (without tie)
– tie, only with shirt with long sleeves. Mandatory to be worn at ceremonies, meetings, funerals, etc., or by order.
b) In the period from June 1 to October 1, an optional summer cap can be worn.
NOTE.
From June 1st to October 1st, police officers and detectives patrolling in the subway are allowed to wear a uniform cap.
Officers and detectives of the Transit Bureau on patrol shift in the subway, from June 1st to October 1st, are allowed to wear the following uniforms:
a) A uniform shirt with short sleeves.
b) Shorts with pockets, which are sold in the Equipment Department. Shorts should be knee length.
c) Black leather sneakers with laces, without any logos and inscriptions. It can be high, or it can be low, at the discretion of the officer, but with no more than 5 eyelets for a lace on one side.
g) Black cotton socks protruding no more than 12.5 cm above the ankle.
11. Wearing gloves or suspenders is prohibited when the jacket is removed.
12. Installed badges should be worn on uniforms at all times. Exceptions are listed in clause 13.
13. At meetings of the Department, ceremonies, and parades – wearing medals, other awards, and established insignia is mandatory. (Simultaneous wearing of medals and pads with ribbons of awards is prohibited).
Uniform classification.
As you may have learned from my previous articles, the US police uniform is divided into classes. In 95 percent of cases, the number of classes is limited to three – A, B, C. But not in N.Y.P.D., where there are 4 of these classes, and everything else they are divided into summer and winter options. For easier perception and comparison, I suggest looking at them in the form of tables.

The only difference between summer and winter uniforms is the wearing of a summer blouse or a winter coat.
Note : at the funeral, the deceased’s co-workers (assigned to the same unit / precinct) must wear a white shirt.

COLD WEATHER EQUIPMENT ( INCLEMENT WEATHER GEAR) – authorized black double-sided two-color (black / orange) rubberized raincoat, with a cover for a cap, cape and leggings. The badge is attached to the raincoat, on the left side of the chest, and the badge is attached to the cap of the cap. Wearing all of these items is optional.

Winter: winter coat with statutory gilded buttons, a shirt with long sleeves and a tie.

SHIRT SHIRT ( SHIRT, SHORT SLEEVE) – navy blue, with shoulder straps, chevrons, two patches and an optional mini-badge for years of service. A shirt may be worn in place of a long-sleeved shirt if authorized to do so. The numbers of the division (section number) should be placed on the collar. A clip-on uniform tie should not be worn with this type of shirt, and the T-shirt should not protrude over the collar.
From January 1, 2001, all non-commissioned officers in the rank of sergeant on patrol duty must wear a dark blue uniform shirt (long or short sleeve). Also, NCOs on patrol are allowed to wear navy blue turtlenecks.
Insignia: Standard sergeant squares that are worn on everything except raincoats and nylon windbreakers (with gold-plated chevrons on the collar).
Lieutenant:
The uniform is similar to the sergeant’s, however:
CAP ( CAP) – differs in that a black mohair ribbon is worn on the band.

Note: When attending meetings, conferences, ceremonies, and similar events, a long-sleeved shirt and tie / summer tunic is worn (depending on the case).
Insignia: One gold tie on each strap of a service jacket, summer tunic, and winter coat. On a uniform shirt and nylon windbreaker, sleepers are located at the corners of the collar.

New York City Sheriff’s Department is a Civil Law Enforcement Authority and is part of the New York City Department of Finance. [1] The department is headed by a sheriff, who is appointed by the Mayor of the city, unlike most of the country’s sheriffs who are elected through elections. [2] The sheriff has many deputies (assistants) who work in the department and report to it.
In New York, the Sheriff is the city’s chief civilian law enforcement officer. He manages his deputies (sheriff’s deputies) whose duties range from collecting alimony to transporting prisoners.
History
The New York Sheriff’s Office was created in 1626. The Sheriff was the main law enforcement agency with broad jurisdiction in New York City until reform in 1898, when the New York City Police Department took over responsibility for criminal investigations.
The City Sheriff was reorganized on January 1, 1942 into the New York City Sheriff’s Office. Five city sheriff’s districts were abolished and replaced by districts, later the system of electing the sheriff and his deputies was changed.
The reform of the sheriff’s office was also aimed at improving the professionalism of its employee, and trying to get rid of the protectorate of the city’s politicians. [3] In the process of transformation, the New York City Sheriff’s Department handed over prison guard and oversight authority to a specially created “New York Department of Correction”. [4]
Structure and ranks

Current Sheriff Edgar A.Domenech. [6] He was appointed sheriff by Mayor Michael Bloomberg in January 2011. Sheriff Domenech is a former deputy director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) where he served for 26 years.
Activities
All law enforcement duties are performed on behalf of the sheriff, by his deputies (assistants) sheriffs. Due to their very varied responsibilities, deputies are trained in many areas of criminal and civil law.The deputy sheriff has always been considered a “jack of all trades” among all types of law enforcement agencies. This is not unusual for deputy sheriffs, they do work similar to a police officer, supervisory officer (corrective), bailiff, detective investigator, lawyer, and auctioneer. Due to the large number of responsibilities, the requirements for sheriff’s deputies are among the most stringent.
In order to get a job, the candidate must work in the civil service, then pass the entrance exams and have the appropriate education.

Sheriff’s Offices
By law, a sheriff must have an office in each of the five counties in New York. His deputies are entrusted with a number of tasks, such as the execution of arrest warrants and requests from the court. Also, assistants execute court decisions on eviction, sale of property, are engaged in judicial protection, provide assistance to the population of the city.

Support Group for mentally ill citizens (Kendra’s Law)
This unit is involved in the implementation of “Kendra’s Law” (the law is named after Kendra Vebdahl, who killed a man in the subway in 1999, he suffered from schizophrenia). Kendra’s Law provides for a procedure for the isolation of a patient by court order, in a hospital for examination and observation. Also, in cases where the patient does not comply with the rules of treatment and creates a danger to others, the law will allow the compulsory maintenance of him and his transport and isolation in a medical institution.

The group is engaged in the prevention of thefts and car thefts, search for stolen cars. The group works in conjunction with the patrol group.
