BERLIN (AP) — A German court on Tuesday convicted an 84-year-old man of illegal weapons possession for having a personal arsenal that included a tank, a flak cannon and multiple other items of World War II-era military equipment.
The state district in the northern city of Kiel handed the man a suspended prison sentence of 14 months and ordered him to pay a fine of 250,000 euros ($300,000), the German news agency dpa reported.
It also ordered the defendant, whose name was not given in line with German privacy laws, to sell or donate the 45-ton tank and the anti-aircraft cannon to a museum or a collector within the next two years.
Authorities discovered the illegal military arsenal during a 2015 raid of the collector’s storage facility in northern Germany in an investigation into black market Nazi-era art that turned up two bronze horse statues which once stood in front of Adolf Hitler’s chancellery. Those items were in another man’s possession.
During the raid of the defendant’s property, authorities also seized machine guns, automatic pistols and more than 1,000 rounds of ammunition.
Local media reported at the time that the man made no secret of his weapons collection and even brought the tank out during a bad winter to use as a snow plow.
Before the court’s verdict was announced, the defendant’s lawyer read out a confession on his client’s behalf, dpa reported.

Odintsov put forward the idea of such a projectile in 1972, when he noticed that tanks in modern combat are poorly protected from the actions of infantry and helicopters, armed with grenade launchers, ATGMs and missiles.
This became evident already in the Vietnam War, but it was most acutely manifested in the October 1973 war (the “Yom Kippur” war) of Israel against Egypt. For this war, the Arab countries have prepared huge reserves of RPGs and ATGM “Baby”. Every third Egyptian soldier carried anti-tank weapons. In 2002, after the death of 119 Russian servicemen in Grozny, “putting things in order” with the army aviation and not wanting to listen to specialists, the Ministry of Defense acted according to the traditional scheme of recent years. It was announced that the ongoing reforms of the military organization are aimed at optimizing the structures of command and control of troops (forces) that are subordinate to aviation. In the Russian army, aviation is part of the Air Force (aviation and air defense), the Airborne Forces, the Strategic Missile Forces, the Navy and the Space Forces.
It is unclear for what reasons the army aviation was withdrawn from the Ground Forces and left in all other troops. A sharp drop in the combat readiness of army aviation is also due to the fact that if, before the unification of the Air Force and Air Defense, they received about 15% from the defense budget, and 30% together, then the unified Air Force and Air Defense began to receive 15% at all.At the same time, army aviation began to be financed on a leftover basis. On average, the flying time of army aviation pilots in 2004 ranges from 30-40 hours for young pilots and more than 200 hours for pilots of the North Caucasian Military District, according to the results of 2005 – 55 hours. But the situation is no better with the annual raid in other branches of the Air Force. According to the profile committee of the State Duma, it takes from 10 to 30 hours. According to the results of 2005, the Air Force – 33 hours, and transport workers – 60 hours. The lack of flight practice has led to a sharp increase in aviation accidents.

We are talking about rearmament with battalion kits, presented as an achievement. In fact, this is not the case. In Soviet times, the method of transferring units and subunits of various branches of the armed forces and services to new weapons was calculated and tested by practice. Its axiom was – replacement of weapons to produce only regimental sets .Without dwelling on aviation and the navy, consider the example of a tank or motorized rifle regiment. In the last four years alone, tanks were purchased for the Ground Forces: in 2003 – 80 T-90S; in 2004 – 31 tanks, in 2005 – 17 T-90 tanks; for 2006 it is planned – 31 T-90 tanks. The backbone of Russian armored forces is currently 6000 T-72s and about 5000 T-80s. 4000 T-64s, 8000 T-62s, 10,000 T-54 / T-55 are in storage. A total of 35 different modifications of practically one old car – T-64 .The fact is that it is impossible to add one battalion to the T-90 to a tank regiment on the T-80. They have different engines: one has a three-shaft gas turbine, the other has a 12-cylinder turbocharged. Different cruising speeds (T-80 – 70 km / h, T-90 – 60 km / h). Apparently, that is why India (an importer of Russian weapons), having an approximately equal Russian military budget, simultaneously bought a tank divisional kit in 2004 – 300 T-90 tanks.
The president’s statements on the purchase of equipment by battalion sets do not stand up to criticism, such rearmament will have zero effect. If we talk about the value of the rearmament program, the T-90 costs about 30 million. The cost of upgrading a tank, as shown by world statistics, can be up to 60% of the cost of a new vehicle of this class. And the upgraded tank will cost about 18 million. By and large, upgrading the T-72 to the T-72M1 variant is a waste of work.It does nothing to increase firepower and protection. The ammunition capacity of the 125-mm tank gun is practically outdated. Reinforcement of the upper frontal part of the hull with a 16-mm armor plate, as well as the use of sand rods as a filler in the armor structure of the tower, practically do not save the T-72M1 from modern anti-tank weapons. The modernization of 139 tanks in 2006 is needed by the Ministry of Defense only to simulate the process of vigorous activity – at high costs for the state and benefits for the repair factories of the Ministry of Defense, where for some reason (and not at all at the military-industrial complex tank factories) is being modernized. The aircraft and vehicle fleet is also being modernized at factories owned by the Ministry of Defense. Naturally, financing passes by the military-industrial complex enterprises, it is opaque and poorly controlled.
The Ministry of Defense, which has endowed itself with the right of independent modernization and the right to supply military products, bypassing Rosoboronexport, will fight for this privilege to the end. Apparently, the main task is to “knock out” budget money for the so-called modernization and pre-sale preparation.And there is an explanation for that. On the world markets, the prices of arms sales by the Ministry of Defense are half, and for some items, even 80% lower than the prices on the world market. For example, according to the Accounts Chamber, the price of the MiG-29 on the world market is $ 15 million, and the Ministry of Defense sells the plane for $ 10 million. Or another example – the T-64 tank on the world market costs $ 0.6 million, and is sold for $ 0. 1 million. There is something to sell. According to the Ministry of Defense, until 2005, the following were released: 150 nuclear submarines, 90 diesel submarines, 600 surface ships, 2,000 aircraft and helicopters.8,000 tanks, 1,000,000 submachine guns, rifles and pistols, 1,500 radar stations. At military bases, 33,000 wagons of ammunition and missiles are awaiting disposal. And not everything is simple with the Topol-M complex, with which, according to the president, “ are equipped with 5 regiments of missile forces. And this year, one of the missile divisions will begin to receive its mobile version. ”
By 2005, of the 36 missile brigades, 13 remained, and the number of intercontinental missiles (ICBMs) with multiple warheads (MIRVs) was reduced to 520 units. At the same time, all rail-based ICBMs with MIRVs have been reduced.Until 2011, about 200 missile systems of ICBMs with MIRVs of the UR-100 (RS-18) and R-36M2 (RS-20) types will be withdrawn. And if until then only the Topol and Topol-M monoblock ICBMs remain in service, this will be the biggest problem of the future president of Russia. Why? Because “Topol” entered the troops from 1988 to 1994. The service life was calculated for 17 years. In 2005, only 4,missiles of the newest silo-based modification Topol-M were received.
This requires some clarification.
First, a significant part of Russian experts do not agree with the statement that solid-propellant missiles are more economical than liquid-propellant ones. And an example of this is our well-known missile system R-17 (“Scud”).
Secondly, the use of solid-propellant missiles does not reduce the preparation time, since liquid-propellant missiles in the transport position are easier to transport, therefore they are transported not refueled. Here, an example would be light submarine missiles, which are much lighter, refueled, and also welded necks directly at the manufacturing plant.
Third. To other things, after America’s unilateral withdrawal from the 1972 ABM Treaty, Russia does not restore the development of air-to-ground ballistic missiles (BRVZ) for arming strategic bombers and does not itself strengthen the aviation group, the most mobile and capable, if necessary, of staying in the air until an order is received?

It is possible to use a liquid-propellant SLBM with a MIRV “Sineva” in the mine, which will not be particularly difficult.Only a launch canister is required.
I was moved by the phrase of the Message – “ The troops are conducting intensive combat and operational training.” I wonder if it is possible to find in the Russian army a commander of an army (flotilla) or a district (fleet) who actually, and not on paper, organized and directed the actions of large formations, formations and units. He developed and delivered strikes with missile units, combined with the strikes of submarine missiles. Is there a fleet commander who actually changed the base and, together with the ground forces, the Strategic Missile Forces, the Air Force and the Air Defense Forces, carried out the amphibious operation? Unfortunately, there will be only one answer – there is no one who has personal experience and is capable of organizing and conducting an amphibious or anti-amphibious operation.
Experience shows that officers and generals become specialists in the organization of antiamphibious defense and actions in the amphibious assault after 3-4 years of constant training, in the course of practical work on tactical, operational-tactical and operational exercises with the participation of not only their own units, but formations and parts of the fleet, air force and air defense, border and internal troops. In command and staff training and exercises, even led by the largest army commanders, it is impossible to teach this.The isolation of theory from practice makes it necessary to organize in the troops the study of those materials that were supposed to be studied in schools and academies. In particular, the combat capabilities of those forces and assets of the fleet, aviation, air defense, border and internal troops, which “on the ground” will interact at all stages of an antiamphibious or amphibious assault operation. Such a “trifle” as ignorance of the conventional designations and naval terminology of the fleet by ground officers and, conversely, the conventional designations of land forces and terminology by naval officers, creates great difficulties in organizing interaction, planning complex fire interaction, and formalizing decisions of commanders and commanders.
Or another example. At the strategic exercises conducted in 2004 and 2005 under the loud name “Landing and seizure of the sea coast by amphibious assault”, in fact, the landing was imitated, and two medium landing ships were put forward. It is difficult to imagine that at the present time on the sides of dry cargo ships or other transport of the same type, boards are prepared and lie in the holds (as it should be in the mobilization plan) for mounting bunks for landing forces or fastenings for military equipment. It is doubtful that the current commanders can build convoy marching orders, which take into account the running characteristics.I doubt that before the landing of the main assault force, a rehearsal of the landing on its coast was carried out, and during the passage, anti-submarine, anti-sabotage, anti-mine, anti-aircraft defense and anti-radio electronic warfare were organized. It is hard to imagine that the boats – landmarks designating the landing site and the landing wave formation site have exact coordinates, refined according to data from space.
Many senior commanders, who actually commanded a division at the maximum, simply do not imagine the complexity of organizing command and control and interaction, organizing complex fire damage by heterogeneous forces and means at the stages of amphibious and anti-amphibious operations.The distribution of targets between the ships of the naval fire support and artillery units and formations of ground forces, both during operations on the coast during landing and during the operations of amphibious forces on the coast, raises great doubt.
Therefore, the president’s wish that the armed forces fight simultaneously in a global, regional or several local conflicts can be assessed as an intention to wage wars in the future, for which the modern Russian army is not yet ready.
Unfortunately, all the exercises conducted in recent years were actually advertising campaigns.They bore sonorous names: “Exercises of the Pacific Fleet – August 2003”, “Exercises with the Baltic Fleet – September 2003”, “Exercises with the formations of fleets and the Caspian flotilla”, “Joint exercises of the Black Sea and Pacific fleets with the Indian Navy – April-July 2003” , “Strategic command and staff training – February 2004”, “Operational strategic exercises” Mobility – 2004 “,” Joint exercises Russia – China “(2005). Each exercise was preceded by powerful advertising, loud militant statements by the General Staff, the Main Commands of the Air Force and Air Defense and the Navy about the readiness of the strategic forces, headquarters and troops to defeat any enemy. The exercises were commanded by the Minister of Defense, Chief of the General Staff, Commander-in-Chief of the Navy. The headquarters of almost all military districts and fleets were involved in the exercises (SKSHU and “Maneuverability – 2004”). And on them, according to the Commander-in-Chief of the Navy, “the interaction of the fleets with the troops of other branches of the Armed Forces of the Russian Federation was practiced, while jointly solving tasks in the fight against international terrorism, illegal fishing of marine biological resources, ensuring environmental safety and safety of navigation” (?!).
At first glance, it’s serious if the top officials say so. Yes, judging by the press, all the corresponding staffs of districts, fleets, armies, flotillas, corps and divisions are involved. The President of Russia is personally present at the exercises. And the Minister of Defense personally makes a transcontinental flight Europe – Asia (Engelsk – Vladivostok) on a TU-160 strategic bomber (although he personally violates all safety regulations that prohibit the carriage of passengers at the pilot’s seat). Apparently, the Supreme Commander-in-Chief set an example for him in his time. The entire federal press solidly and “unobtrusively” plays up the most winning elements of battles, military campaigns, and strategic missile launches. On TV, they show a beautiful picture of the amphibious landing.
Is it possible to consider that the Minister of Defense and the commanders of the districts received the practice of managing the strategic transfer of 800 paratroopers and marines using Aeroflot aircraft within a month? Can this be compared with the strategic transfer of two million fronts from Germany to the Far East in 1945? Or a closer example – with the dropping of 7750 military personnel, 890 pieces of equipment and 1060 tons of cargo by military transport aircraft within 55 hours to Kabul and Bagram?
According to the White Paper, the Russian army is still going to fight the United States, since the main task of the armed forces is to repel an aerospace attack.The society, on the other hand, is misled by statements about the ability of the current army to fight in global, regional or several local conflicts and to deliver preemptive strikes across the globe.
Analysis of the part of the President’s Address to the Federal Assembly, which is devoted to the army, allows us to conclude that the authorities do not know the real state of affairs either in the Russian army or in new areas of military development of the largest and most powerful states in the world, but in the old fashioned way hopes for PR – a campaign designed for a gullible layman who is not familiar with the intricacies of the issue, but who will like a stern look and beautiful phrases that do not always coincide with reality.
