The Basics of Virginia Girls State

Virginia Girls State is an immersive program organized by the American Legion Auxiliary that offers high school girls the opportunity to create and run their own government. This unique experience allows participants to dive deep into the workings of democracy and civic engagement.

Upon arrival, delegates are organized into two political parties: the Federalists and the Nationalists. This division sets the stage for a week of political activity, campaigning, and elections at both the city and state levels.

The Election Process at Girls State

To ensure fairness, Girls State has specific rules regarding campaigning:

You will create your own government – Virginia Girls State of the American Legion Auxiliary

Once at Girls State, you will organize into two political parties (Federalists and Nationalists). Afterwards, delegates may qualify as a candidate for city or state office.

Elections will be held on city and state levels. Since delegates can only serve in one elected position during the week of Girls State, it is important not to run for a city office if you would like to possibly serve in a state elected position.

Campaigning

To provide an equal opportunity for all delegates, campaigning before you arrive at Girls State is prohibited. This includes but is not limited to discussing or announcing your intentions through electronic media. Photographic images and premade campaign materials may not be used for campaigning. Premade items include precut alphabetic letters or images and items such as party favors that are purchased before arriving at Girls State. Candidates will be disqualified from the campaign if this occurs. We encourage you to bring some of your favorite craft items such as paper, markers, glue and scissors from home so you can build your campaign materials during the session (please, no glitter, glitter glue, or balloons). Basic items can also be purchased from the Girls State store.

Writing a Campaign Speech

Those running for office at Virginia Girls State will be asked to deliver a campaign speech to their constituents. We challenge you to research and practice effective speech writing before you arrive in June.

State Offices

Governor – The position of Governor is the highest elected office at Girls State. Elections for the Governor, Lt. Governor and Attorney General usually take place on Thursday. The Governor appoints and presides over a Cabinet of various state officials. The Governor, with her cabinet, considers bills passed by the legislature, and either approves or vetoes. The Governor makes several speeches to the citizens of Girls State, summarizing her activities and decisions. She usually returns the next session to preside over Girls State until the new Governor is elected.

Lieutenant Governor – The Lieutenant Governor serves as chief executive officer of Girls State in the event that the person elected Governor is unable to serve. The Lieutenant Governor is also presiding officer of the Girls State Senate.

Attorney General – The Attorney General is the chief legal representative of Girls State. She sits on the Governor’s Cabinet and advises the Governor on legal matters.

Other Elected Offices

State Party Chairs (two positions: one for Federalists and one for Nationalists Party) – The State Party Chairs preside at the Party Conventions and serve as clerks for the state legislature.

City Offices

Each city has the following offices:

Mayor – The Mayor is the chief executive officer of the city. She presides over all city meetings and is generally responsible for the city’s conduct.

Council – Each city elects six members of the City Council. The Council passes ordinances for the city and assists the Mayor.

Treasurer – The Treasurer holds the moneys collected for city activities and keeps the financial records regarding the collection and disbursement of the money. She may also be asked to investigate and report to the city council regarding monetary matters.

Clerk – The Clerk keeps minutes for all city meetings. She also acts as court clerk in the case of a city circuit court trial.

Commissioner of Revenue – The Commissioner of Revenue assesses taxes based on the laws and budget adopted by the city council. She works with the Treasurer on budgetary matters.

Sheriff – The sheriff is the city’s chief law enforcement officer. She assists the mayor in maintaining proper conduct.

Commonwealth’s Attorney – She is the city’s chief legal officer. She advises the mayor and the city council on legal matters. She prosecutes cases in the circuit court.

Senators – There are two senators chosen from each Girls State City for a total of twenty-eight. This group sits as the upper house of the Girls State Legislature. Senators introduce, debate and consider legislation.

Delegates – There are four delegates chosen from each Girls State City for a total of fifty-six. This group sits as the lower house of the Girls State Legislature. Delegates introduce, debate and consider legislation.

Other Officials and Positions

There are many other officials that are not considered “constitutional officeholders” as their offices are not established by constitution or law.

These officials include the two State Party Clerks, one for Federalist and one for Nationalist Party, and also serve as clerks for the state legislature. The State Party Chairs preside at the Party Conventions and assist their party’s candidates with platform development and campaigning.

Other officials include City Party Chairmen, Convention Delegates, and News Reporters. The method of selection and function of these officials will be explained during the course of Girls State week.

Girls Nation

During the week of Girls State, two delegates and one alternate delegate are selected to attend ALA Girls Nation in Washington, D.C. as senators representing Virginia. Learn more about ALA Girls Nation.

Taxes

Each delegate at Girls State is assessed a city tax of $2.00. This tax money goes to the Veterans’ project. Delegates may give more if they chose. Also, fines and other income in cities can also be used for this project if the city decides to do so. Learn more about the ALA VGS Veterans’ Project.

Minimum wage increase headed to Boys & Girls Clubs of Central Va. employees

CHARLOTTESVILLE, Va. (WVIR) – Staff members with the Boys & Girls Clubs of Central Virginia say events over the last 18 months have led to the creation of the Living Wage Initiative. That’s gone from talks to actions.

“Our board of directors has been listening, learning, planning, and now acting on efforts that will make not just our organization but our community more diverse, more equitable, and more inclusive,” Boys & Girls Clubs of Central Virginia CEO James Pierce said.

All staff will be making a minimum wage of $15 per hour starting July 1.

“It’s important because 60% of staff are people of color, and people of color are disproportionately affected by income gaps that are too often just so prevalent,” Pierce said.

This pay increase comes from many discussions on the harsh realities people in the community face every day.

“Our staff members have engaged in weekly conversations about issues involving race, equity, and inclusion in our community and a lot of truths have been shared,” Pierce said.

Although the club says this is an important step, progress doesn’t stop here.

“We are ecstatic about making this move, but at the same time this is a beginning,” Pierce said. “We haven’t crossed the finish line on anything. We have a lot of work to do as a society, as an organization, as a community to make things more fair, more equitable”

Through a donation from Dorothy Batton, this program will be funded for its first five years.

Pierce says through research with the Orange Dot project, the minimum living wage in Charlottesville is $30,000.

“That doesn’t include child care, that doesn’t include transportation. So if yo don’t make $30,000 in our community, which 5,000-plus families do not, then it’s really tough to make ends meet,” Pierce said.

Virginia Boys State of The American Legion – A week that shapes a lifetime

Virginia Boys State provides the opportunity to gain hands-on experience in one of three areas of government. Participants cultivate leadership skills and develop pride in American citizenship.

Program Highlights

• Citizens learn the political process through the election process for the offices of the mythical 51st state.
• Each delegate is assigned to a political party which has no philosophy or platform until the delegates develop one.
• Delegates use the basic laws and procedures of the State of Virginia as a guide for their week.
• Speakers from all levels of government provide valuable lessons for the delegates.
• A highly qualified staff provides guidance and leadership.
• Two delegates will participate in Boys Nation held in Washington, D.C. in July.

Boys State is among the most respected educational programs of government instruction for high school students. Each participant becomes a part of the operation of his local, county and state government.

At Boys State, participants are exposed to the rights and privileges, the duties and the responsibilities of a franchised citizen. The training is objective and practical with city, county and state governments operated by the students elected to the various offices. Activities include legislative sessions, court proceedings, law enforcement presentations, assemblies, bands, chorus and recreational programs.

With hands-on experience, you will create an effective political organization, operating from the local through the state level. The government organization provides for such features as city and state elections. The citizens are organized into two political parties: the Nationalist Party and the Federalist Party.

Virginia Boys State is a leadership action program, designed to develop a working knowledge of the structure of government and to impress upon the citizen the fact that our government is just what we make it. Along the way they will have the opportunity to learn the political process. Each level of government will be run by those delegates who are elected to serve. Instruction will be presented on the law and court system, parliamentary procedure and Virginia political history.

Boys Nation

Two senators from each of the 49 Boys States represent their state at Boys Nation in Washington, D.C. each year, and two delegates from Virginia Boys State will have this honor.

At the event, each delegate acts as a senator from his Boys State. The young lawmakers caucus at the beginning of the session, then organize into committees and conduct hearings on bills submitted by program delegates.

Senators learn the proper method of handling bills, according to U.S. Senate rules. Participation in the political process is emphasized throughout the week, including organization of party conventions and nominating and electing a president and vice president.

The week of government training also includes lectures, forums and visits to federal agencies, national shrines, institutions, memorials and historical sites. On Capitol Hill, Boys Nation senators meet with elected officials from their home states.

Since Boys Nation began in 1946, a number of its graduates have been elected to public office, including presidents, congressmen, state governors and state legislators. Many others have been inspired to work for the campaigns of individuals seeking public office.

The selection process involves counselor recommendations and a interview process; two senators and two alternates will be selected. The program is held in Washington, D.C. during the month of July. All expenses are paid by The American Legion Boys Nation program.

History of Boys State

Within the Commonwealth of Virginia, for one week each year, a new state comes into being. The physical boundaries of this state are the limits of the Radford University campus, but there are no limits to its usefulness in promoting real life citizenship.

The youth movement known as Boys State was originally sponsored by the American Legion to counteract Pioneer Camps which were being conducted in the United States by the Nazi Freedom Foundation. Pioneer Camps taught that although the democratic form of government has served its purpose well, it was outdated and should be replaced by a fascist form of government. Legionnaires in Illinois decided to organize schools to teach youth the American way of life—AMERICANISM. They believed that youth knew the rights and privileges they enjoy under our form of government, and that they would never support any “-ism” except Americanism.

The Americanism Committee of the American Legion of Illinois obtained use of the State Fairgrounds for a week in June 1935. Volunteer American Legion counselors assembled at the Fairgrounds to clean and disinfect cattle stalls, set up borrowed bunks, arrange meeting rooms, purchase food, and set up a field kitchen borrowed from the National Guard.

They had contacted all the high school principals of their state and asked them to select their junior class leaders to attend the new government school to study the Constitution and the government of the state of Illinois. Two hundred and thirty five high school leaders arrived to participate in the government school. During that week, delegates were asked to suggest a suitable name for the program. The name BOYS STATE was offered by one of the delegates and unanimously adopted.

Other states followed Illinois in organizing Boys State programs. In 1939, the American Legion Department of Virginia, with the cooperation of Virginia Polytechnic Institute, organized the Old Dominion Boys State. The program was not held during the war years 1942-1945. Since 1956, the official name of the program has been THE AMERICAN LEGION BOYS STATE OF VIRGINIA, INC. It currently meets each June on the campus of Radford University.

The program of training has been developed on the assumption that youth can best learn by doing. The mechanics of government are patterned after those actually used in local and state governments in Virginia. Boys State is a true democracy in that all of its citizens may vote and are eligible to hold office. It aims at all times to make its programs of training in citizenship effective by creating a wide range of opportunities for participation in all forms of government.

The danger of Nazism no longer exists in today’s world. Yet, our way of life is still threatened by forms of government alien to our democratic ideas as well as apathy among our own citizens. The American Legion continues to sponsor Boys State in the belief that young citizens who are familiar with the operation of our government will be better prepared to uphold its ideals.

Old Dominion Boys State, Inc. was first conducted in 1939.

Founder and Director: 1939-52, Judge Charles W. Crush. Past Department and Past National Vice-Commander, Lawyer, ex-member Virginia Assembly, and Judge.

Directors:
1953-54, James F. Barnes, Ill Professor of Law, Washington and Lee University.
1955-75, W. Glen Rardin Assistant Director, Virginia Division War Veterans Claims.
1976-, Rex Tillotson Associate Dean of Admissions, College of William and Mary.

In 1956, the name was changed to The American Legion Boys State of Virginia, Inc. The program was conducted on the campus of Virginia Polytechnic Institute, Blacksburg, Virginia from 1939-63, the College of William and Mary, Williamsburg, Virginia from 1964-1972, and Lynchburg College, Lynchburg, Virginia from 1973.

Boys State graduates are serving in local, state, and national public offices, as business executives, doctors, lawyers, educators, ministers, and leaders in all fields of endeavor. Former graduates include: Linwood Holton, former Governor of Virginia. Richard Poff, 20 years in United States Congress, now Federal Judge. General Information

After the league registration deadline, players will be assessed a late fee and will be placed on teams based on space availability. Registration for all Youth Sports leagues and activities must be accompanied by a birth certificate unless one is already on file in the Sports Office.

All City of Alexandria Athletic Fields are by permit only and available for rental on a first come, first serve basis.  You must complete the Field and Court Request Form and receive approval before a permit will be issued.

Volunteer Coach Information 

The Sports Office is currently seeking volunteers to coach baseball, basketball, cheerleading, field hockey, football (flag & tackle), softball, track & field and volleyball. Criminal background checks are required by all volunteer coaches. Volunteer coaches are required to attend the National Youth Sports Coaches Alliance (NYSCA) certification clinic. Clinic dates are scheduled before each sports season.  

National Youth Sports Coaches Alliance (NYSCA) 

The Department of Recreation, Parks and Cultural Activities sponsors the National Youth Sports Alliance coaches certification program. NYSCA provides volunteer youth coaches with valuable information on the psychology of coaching children, first aid, safety, how to organize fun and interesting practices, maximizing athletic performance, tips on teaching sports techniques, how to help children to avoid drugs as well as many other important areas.

To become an NYSCA member, coaches must pass a written test on the material presented during the clinic and sign the Coaches’ Code of Ethics pledge, which stresses the importance of placing the emotional and physical well-being of players ahead of personal desire to win. Mid-Atlantic Recreation and Parks Sports Alliance (MARPSA)
The City of Alexandria along with a number of other local jurisdictions is a proud member of the MARPSA organization. The purpose of the MARPSA is to develop and communicate a consistent message that organizations and their players, coaches and spectators will be held accountable to a code of conduct that promotes sportsmanship and keeps recreational competitive and non-competitive sporting activities in proper prospective. The annual Mid-Atlantic Recreation and Parks Sports Alliance Good Sport Awards Ceremony is held in February each year at the Maryland State House in Annapolis. The event includes a reception co-hosted by the Alliance and the Speaker of the Maryland House of Delegates, followed by recognition of all recipients at the evenings General Assembly session.

All players, coaches and parents are required to complete a Code of Conduct Form before participating in the any youth sports program in Alexandria.

Youth Sports Advisory Board

The advisory board is made of representatives from each of the youth sports organizations and high schools within the City of Alexandria who meet on a regular basis to discuss common issues surrounding youth sports and make recommendations to improve the youth sports programs, facilities and fields within the City of Alexandria. Note: Minutes are approved at the next scheduled meeting.

Miracle Baseball League of Alexandria (Ages 6 – Young Adults)  

Mission of Program: The Miracle Baseball League of Alexandria provides opportunities for children and young adults with mental and/or physical challenges to play baseball regardless of their ability.  The participants will have the opportunity to hit, run the bases and score a run. Our mission is to provide children between the ages of 6 -17 and young adults 18 years & up access to sports programs for kids of all abilities and levels. Major League 1 – for participants with moderate to severe disabilities. Major League 2 – for participants wanting a “less intense, less competitive and more relaxed” atmosphere where they can be successful and enjoy the game just for its own sake without the pressure of the competitive and more intense league play in Little League. Each participant will have a “Angels in the Outfield” volunteer buddy to assist them in hitting and running the bases.  Players will receive a major league baseball replica jersey and a hat. Rock Your Park 

Rock your park with free community open play days. Families, friends and neighbors of all ages are encouraged to visit our fields to exercise, play soccer, lacrosse, touch football, rugby, frisbee and much more. 

All rectangular synthetic turf fields are open for public use daily year-round. Fields located on Alexandria City Public School property are available after 4 p.m. on school days and Fort Ward Soccer Field is available after 5:30 p.m. weekdays. Permitted use takes priority over non-permitted open play community use.

Sports Group Affiliate Policy 

The City of Alexandria, through its Department of Recreation, Parks and Cultural Activities (hereafter “City” or “RPCA”), recognizes that certain organizations exist within the City whose purpose is to serve and enhance recreational opportunities for specific purposes and groups. These organizations are separate and independent from the City and provide their own leadership, organizational and operational structure. Although the stated missions of these organizations may differ, investment in public recreational facilities and programs creates a mutually beneficial partnership in which to provide quality recreation opportunities for all the individuals served by the parties, as well as the general public.

RPCA fosters strong relationships with our Sports Group Affiliates in accordance with the City’s Athletic Facilities Community Allocation Policy. RPCA works closely with existing organizations on such matters as field and facility assignments, usage, scheduling, and administrative matters. The programs and services of City affiliated groups are considered an integral part of sports offerings and opportunities within the City.
