Who is Eligible to Join USAA?
Broadly speaking, U.S. uniformed personnel — including retirees — and their family members are all eligible for USAA membership. This includes:

USAA membership works a bit like a hierarchical branching function. For example, a good friend of mine and her husband are USAA members despite the fact that neither has ever served in the U.S. military. However, my friend’s father is an Army veteran and became a USAA member 20+ years ago. Since she is the daughter of a USAA member, my friend became eligible for membership and joined. Later, when she got married, her husband became eligible for USAA due to his wife’s existing membership. In the future, their children will also become eligible for USAA membership.
Aside from becoming a member, it is also possible to lose eligibility for USAA membership. For example, if an eligible servicemember separates with a less-than-honorable discharge or if a former spouse remarries they lose eligibility. However, if either of these individuals obtained membership before this status change they can retain membership.
USAA membership eligibility cannot ‘pass on’ posthumously, meaning that if parents who were eligible for USAA membership are deceased, but were not members, their children are no longer eligible for USAA membership.
Tip: Membership passes down, but not up; therefore, a current USAA member cannot pass eligibility ‘up’ to his parents, nor ‘across’ to his siblings.

How to Become a USAA Member Even If You Aren’t in the Military

USAA is a fantastic financial institution with so many upsides, such as outstanding customer service and an unparalleled online platform.
I highly recommend you check them out for investments, insurance, or banking in general.
Unfortunately, USAA doesn’t do a stellar job of clarifying membership eligibility requirements. So I have taken the time to outline them here and provide my insight as a USAA member.

So let’s begin by discussing a common myth about USAA membership:
This is a common misconception. Even though USAA is marketing itself as proudly serving the U.S. military (see picture below), they have actually widened the eligibility requirements to include regular civilians who are immediate family members of service members…
But when you see ads like this online, it confuses the issue. This ad seems to indicate that USAA is only for “those who serve”, A.K.A. service members and “their family members”, A.K.A. service members’ spouse and children:
But it’s not the whole picture!
Short and sweet:
1. My wife’s dad was in the military.
2. He became a USAA member AND got auto insurance
3. At this point, my wife became eligible for membership
4. My wife became a USAA member AND got auto insurance
5. After we got married, I became eligible for membership
6. Now that we have kids, they are eligible!
Yes! Not all USAA members qualify to have their spouse or children become USAA members.
To help explain this principle, I’m going to create two new terms here:
- Level 1 USAA Member: a USAA Member with basic checking/savings
- Level 2 USAA Member: a USAA Member (same as above), but who also holds USAA auto or property insurance.
If you are a Level 1 USAA Member, your children and spouse are not eligible to become a USAA member.
Once you become a Level 2 USAA Member, your children and spouse are now eligible to become a USAA member.
Another key point is that military status and history no longer matter once you gain Level 2 USAA Membership. Once you are a Level 2 USAA Member, the following apply:
- Your spouse and children are eligible for USAA Membership
- Your spouse and children can also become Level 2 USAA members
- If your spouse and children become Level 2 USAA members, their spouses and children are also eligible, and on and on it goes…
Remember that I just made up the terms “Level 1” and “Level 2” to keep things separate. USAA doesn’t actually use these terms.
From the USAA website, the following people are eligible:
- Active, retired and honorably separated officers and enlisted personnel of the U.S. military.
- Officer candidates in commissioning programs (Academy, ROTC, OCS/OTS).
- Adult children (18+) of USAA members who have or had a USAA auto or property insurance policy.
- Widows and widowers of USAA members who have or had a USAA auto or property insurance policy.
Notice the last two bullets which mention “children and widows of USAA members.” It doesn’t say “children of active/former military.”
Serving in the U.S. military does not make you an automatic USAA member. You actually have to sign up to become a USAA member.
So, if you have a parent or spouse who served or currently serves in the U.S. military, then you should encourage them to sign up!
As mentioned above…once they sign up, they are a only Level 1 USAA Member until they get auto or property insurance. At that point, they’ll be a full-fledged Level 2 USAA Member.
As I wrote this, I felt like I was saying, “See?! You don’t need to join the military!” So I thought it was important to say that I have so much respect and am so thankful for the people who serve our country.
I just want to make sure that everyone who has military (immediate) family members understands their eligibility because USAA is such a great bank.

Ad spending soars at San Antonio’s USAA as membership gains shrink
If USAA ads — the ones with its name shouted as a jingle in military cadence — seem ubiquitous on television airwaves, there’s a reason.
USAA’s spending on advertising has soared dramatically.
The San Antonio company’s property and casualty insurance businesses collectively plowed $501.3 million into advertising last year, a 38 percent jump from the $363.8 million spent in 2019, figures from S&P Global Market Intelligence and public filings show.
The percentage increase significantly outpaced the property and casualty insurance industry as a whole. Industry spending rose almost 9 percent last year; excluding USAA, the increase was 7.6 percent, S&P Global found.
Last year marked the first time those USAA insurers cracked the half-billion-dollar mark promoting their products and services. It also was more than double what the companies spent on advertising in 2018 and more than triple their 2016 expense. (The figures don’t include USAA’s life insurance business and noninsurance subsidiaries.)
“Our ad spend has increased as competition in the marketplace has heated up,” said Tony Wells, USAA’s chief brand officer.

USAA has upped its advertising dollars on its latest brand campaign and the introduction of new products. It also got the message out to members during the early months of the pandemic that it was there to support them, he said.
It’s all part of an effort to build USAA’s presence in the market, which includes established players that spend hundreds of millions more on advertising than USAA and upstarts that didn’t exist five or 10 years ago.
“This is a very, very aggressive category,” Wells said. “Overall, marketing is much more difficult because of the continuing fragmentation” of the media. “We also know that it’s harder to reach interested consumers. That’s not lost on us. There’s a lot of spend.”
USAA’s niche is offering insurance and financial products to military personnel, veterans and their families.
Membership gains shrink
It’s difficult to gauge what affect the advertising is having on driving USAA’s membership. The company used to disclose a rounded-off figure for its total membership. It even published the figure in the “highlights” of its annual report to members, but it has stopped the practice.
USAA’s management made the call to no longer release a more exact figure, Wells said.
Now, the company vaguely puts membership at “more than 13 million” — the same language it used at the end of 2019.
Membership increased 2.5 percent last year, he said, without offering a number.
USAA lost some members with last year’s sale of its investment services business to Charles Schwab Corp. and the 2019 sale of its asset management business to Victory Capital Holdings Inc. Those members who departed didn’t have any other business with USAA.
USAA disclosed that 95 percent of its members chose to stay with the association last year. That’s among the highest retention rates in the industry, but it’s down from 98 percent in recent years. And while 3 percentage points may not seem like a lot, that’s roughly an additional 400,000 members who didn’t stick around last year.
“If we’ve experienced a decline there, it’s probably with our younger membership base who are confronted and presented with many more choices in the financial services category than maybe ever before,” Wells said. “We’re still industry-best. We’re happy with how we’ve really focused on building loyalty among our members and serving them.”
Last year’s 2.5 percent membership gain was the smallest since at least 2008 — excluding 2019 because Wells wouldn’t say how much membership changed that year.
From 2008 to 2018, USAA’s annual membership gains ranged from a 2018 low of 400,000, or 3.2 percent, to a high of 800,000, or 10 percent, in 2011.
USAA registered its largest membership gains — 1.4 million customers — over any two-year period in 2010-2011 and again in 2011-2012.
Those increases followed USAA easing its membership rules in 2009. It simplified its guidelines by telling officers and enlisted personnel that no matter when they served or how long they’d been out of the military, they could join USAA as long as they were honorably discharged.
USAA has no affiliation with the U.S. military.
Pool of potential customers
The relaxed membership rules opened the pool of potential customers from about 25.5 million to nearly 61 million active, retired and honorably discharged military personnel, their spouses and former spouses (if they haven’t remarried), adult children, widows, widowers and students in training for an officer’s commission.
“This is pretty monumental for USAA,” then-CEO and President Joe Robles said at the time. “This is by far our biggest add-on since we started.”
More than a decade later, the pool of potential USAA customers remains around 61 million, Wells said.

Nevertheless, that means only about 1 in 5 or 6 Americans is eligible to join USAA.
“Just from a marketing perspective, acquisition and engaging those is sometimes more challenging because it’s a very targeted effort for us,” Wells said. “But I also think that helps us because, unlike some brands, we’re very, very specific in who we want to attract and who we can serve. And so that also serves us in making efficient use of our media dollars.”
When someone with the moniker 6temper recently took to an online community forum hosted by USAA to complain about the “extraordinary amount” it’s spending on television advertising, a company representative replied that its research showed “that just under one half of eligible veterans are even aware of USAA.”
“If you haven’t reached the half of the veterans who don’t know about USAA by now, with all of the advertising that you’ve been doing, then you never will,” BrownieBug chimed in. “Stop wasting our money. 50 year member.”
USAA’s advertising expenses last year grew far beyond the industry average of 9 percent.

Hard to miss
Total advertising spending by property and casualty insurance companies reached $8.7 billion last year, up from $8 billion in 2019, according to S&P Global Market Intelligence. USAA accounted for about 6 percent of last year’s spending.
“I tell people it’s hard to watch a half-hour of television or even YouTube these days without seeing a personal insurance ad,” said Sean Kevelighan, CEO of the industry group Insurance Information Institute.
USAA ranks as the fifth-biggest property and casualty insurer for advertising spending, though it significantly trails the industry’s top two spenders.
Geico spent an estimated $2.2 billion on advertising last year, while Progressive spent $1.95 billion, said Tim Zawacki, S&P Global’s lead insurance analyst.
USAA’s increase in ad spending reflects that it’s playing catch-up to the bigger spenders.
“Their ad spend was lower on a relative basis than their competitors,” Zawacki said. “When you look at their ad spend relative to their premium writings, prior to 2019, they were pretty consistently below 1 percent of their total premiums.
“Companies like Allstate, Geico and Progressive, they are all well in excess of 2 percent of their premiums,” he added. “Two cents of every premium dollar they collect goes into advertising. That would suggest that USAA was a bit underrepresented from an ad-spend standpoint.”
Massive market
It’s easy to understand why insurers are going all out to woo customers.
About $250 billion in private-passenger auto insurance premiums are up for grabs every year in the U.S., according to Robert Hartwig, a finance professor at the Darla Moore School of Business at the University of South Carolina.
Auto insurance accounts for more than a third of the premium revenue for the property and casualty insurance industry, which includes everything from worker’s compensation insurance to commercial property insurance to aircraft insurance.
“It’s the largest of all markets, so large-scale advertising shouldn’t be that surprising given that we’re talking about hundreds of millions of vehicles. And personal auto insurance is required by law in all 50 states,” Hartwig said. “So that’s part of the reason for the advertising, and the increase in the advertising.”
The market’s size typically increases 3 to 5 percent a year, he said, so the success of an auto insurer in gaining customers often comes at the expense of another insurer.
“You can’t look at the advertising just in terms of increasing market share. You have to look at it also as a form of preserving market share,” said Hartwig, a former chief economist with the Insurance Information Institute. “If they were, say, not to advertise, where would their market share be? It could be flat or even declining. So advertising, in the world of auto insurance, is kind of two parts offense and one part defense.”
Hartwig remembers not long ago when USAA advertised very little, at least in the mainstream media.

USAA captured the highest satisfaction scores among auto insurers in rankings last year by J.D. Power. It also was one of four auto insurers — among the 10 largest — to increase market share last year, data from SNL Financial/S&P Global show.
Competition among insurers is only going to get more intense as the U.S. emerges from the pandemic, and that’s going to mean even more advertising spending, Hartwig predicted.
“The market for both homes and vehicles is growing at a very rapid pace … in this post-pandemic environment,” he said. “There’s going to be very strong demand not only from existing customers but from new customers.
“This is good news for all auto and home insurers,” Hartwig added.

If you entered the phone number in the correct format, but the Call button is still blocked, check for other errors.
You may have entered invalid characters along with the numbers. Only -, (,) and space can be used.
You may have entered a plus sign (+) in the middle of the number. The plus sign is only allowed at the beginning of a telephone number, as shown in the format examples above. In other positions, this mark becomes invalid.
Lync Web App ignores spaces, characters (,), and – when processing a phone number. These characters, although not required, can be used to conveniently enter phone numbers in a familiar format.The processed number without additional characters is displayed in field Call number . Press Call to call the specified number.
Key The call to is blocked if you enter an invalid character in the phone number or use the wrong format. After correcting the errors, button Call will be unblocked.

International Standards for the Professional Practice on Internal Auditing
The International Professional Standards for Internal Auditing (IPPPF, Standards) are one of the constituent parts of the International Professional Practice Framework (IPPF). The standards are set out as principles and provide the basis for internal audit. The structure of the standards consists of performance standards, performance standards and standards of practice.

PRINCIPLES
Internal auditors should adhere to the following principles.
Honesty
The integrity of the internal auditor is the foundation on which confidence in the auditor’s opinion is based.
Objectivity
Internal auditors demonstrate the highest level of professional objectivity in the process of collecting, evaluating and communicating information about the audited entity. Internal auditors make a balanced assessment of all relevant circumstances and are not influenced in their judgments by their own interests or those of others.
Privacy
Internal auditors respect the ownership of the information they receive in the course of their business and do not disclose information without appropriate authority, unless the disclosure of such information is dictated by legal or professional obligations.
Professional competence
Internal auditors apply the knowledge, skills and experience required to provide internal audit services.
RULES OF CONDUCT
Honesty
Internal auditors:
1.1) must perform their work honestly, conscientiously and responsibly;
1.2) must act within the law and, if required by law or professional standards, disclose relevant information;
1.3) must not knowingly participate in actions or actions that discredit the profession of the internal auditor or their organization;
1.4) must respect the legally and ethically justified goals of their organization and contribute to their achievement.Objectivity
Internal auditors:
2.1) must not engage in any activity that could prejudice their impartiality or be perceived to be prejudicial. This also applies to activities and relationships that may conflict with the interests of the organization;
2.2) must not accept anything as a gift that could damage their professional opinion or be perceived as causing such damage;
2.3) must disclose all material facts known to them, which, if not disclosed, may distort the reports on the audited object.Privacy
Internal auditors:
3.1) must be reasonable and prudent in the use and storage of information obtained in the course of performing their duties;
3.2) must not use the information for personal interests or in any other way that is contrary to the law or that could prejudice the achievement of the organization’s legally and ethically justified goals.Professional competence
Internal auditors:
4.1) should participate only in those assignments for which they have sufficient professional knowledge, skills and experience;
4.2) must provide internal audit services in accordance with the International Standards for the Professional Practice of Internal Auditing;
4.3) must continuously improve their professionalism, as well as the efficiency and quality of the services provided.
