Child benefits will be assigned according to new rules
The Ministry of Labor has approved the procedure for providing a monthly payment in connection with the birth of the first child and applying for it. The order of the department comes into force on July 9, writes “Parliamentskaya Gazeta”.
So, according to the order, Russian citizens permanently residing in our country are entitled to apply for the payment, if the child was born or adopted from January 1, 2018 to January 1, 2023, and has Russian citizenship. If the mother of the child has died or been deprived of parental rights, the father, adoptive parent or guardian can apply for money, but only if he also has Russian citizenship and permanently lives in Russia. The size of the average per capita family income should not exceed twice the subsistence level established in the region.
You can apply any time within three years of the child’s birth. If this is done no later than six months from the date the baby was born, the money will be credited from the month the child was born. In other cases – from the month of applying for her appointment.
First, the payment will be made until the child reaches the age of one year. After that, you need to submit a new application: first for a period until the baby is two years old, and then three years old. Money will be transferred for a full month, regardless of the date of birth of the child, the date he reaches the age of three or the day he applied for money.
An application for the purpose of the payment must be submitted to the territorial body of the Social Insurance Fund. This can be done in person, through the MFC, as well as remotely through the public services portal (12+). Employees of the fund must make a decision on the appointment of a payment or refusal of it within 10 working days. The amount of the payment is the subsistence level per child for the region where the family lives.
Means assessment takes into account the income and property of the family. Income information is taken into account for the year, but the countdown of this period begins one month before the date of application. To determine if applicants are eligible, the income of all family members for the reference year must be divided by 12 months by the number of family members.
At the same time, the family’s income is:
– salary, money received from the provision of services under civil law contracts, from entrepreneurial and other activities;
– pensions, allowances and other similar payments, compensations;
– scholarships;
– payments to successors;
– compensations paid by a state body or public association for the time of fulfillment of state or public duties;
– monetary allowance, including a one-time allowance upon dismissal, employees of law enforcement agencies and equivalent departments.
At the same time, when assigning payments as income, one-time assistance in connection with a natural disaster or other emergency, as well as in connection with terrorist acts, is not taken into account.
