At Camp “Leader”, we treat and educate children using European and Russian academic traditions, which have been adapted and creatively reapplied to fit realities of the American lifestyle. Teaching staff at the camp engage all the children in team sports (volleyball, basketball, football, and ping-pong) as well as everyday jogging and swimming. 1.
General provisions
1.1. This job description for the director of the children’s health camp with round-the-clock stay of children was developed on the basis of the Unified Qualification Directory for the positions of managers, specialists and employees, the section “Qualification characteristics of the positions of educators”, approved by Order of the Ministry of Health and Social Development No. 761n dated 08.26.2010, as amended on 05.31. ; taking into account SP 2.4.3648-20 “Sanitary and epidemiological requirements for organizations of education and training, recreation and rehabilitation of children and youth”; Labor Code of the Russian Federation and other regulations governing labor relations between an employee and an employer.
1.2. The director of the children’s health camp (hereinafter – DOL) belongs to the category of leaders, is appointed and dismissed in the manner prescribed by the Charter of the camp and the Labor Code of the Russian Federation.
1.3. This job description establishes the job duties, rights, responsibilities and relationships of the director of a children’s health camp with round-the-clock stay of children.
1.4. The director of the children’s camp must have a higher professional education in the areas of training “State and municipal administration”, “Management”, “Personnel management” and at least 5 years of experience in teaching positions or higher professional education and additional professional education in the field of state and municipal administration or management and economics and work experience in teaching or leadership positions for at least 5 years.
1.5. A person who has passed a preliminary (when applying for a job) and periodic medical examination, an extraordinary medical examination in the direction of the employer, a mandatory psychiatric examination (at least once every 5 years), professional hygienic training and attestation (upon admission to work and then at least 1 time in 2 years), vaccination, as well as having a personal medical book with the results of medical examinations and laboratory tests, information about vaccinations, past infectious diseases, about undergoing professional hygiene training and attestation with a work permit, not having restrictions on teaching activities, set out in Article 331 “The right to engage in teaching activities” of the Labor Code of the Russian Federation.
1.6. The director of the children’s health camp is responsible for compliance with this job description, for all activities of the summer health camp with round-the-clock stay of children, provides general management of all camp divisions and monitors the implementation of internal regulations.
1.7. The director of the DOL is the manager of material values, has the right of the first signature on all monetary and official documents.
1.8. The director of the children’s health camp approves the Internal Regulations and exercises control over the activities of all camp services and its employees to ensure the safety of life and health of children.
1.9. The director is given the right to hire and dismiss employees of a children’s health camp with round-the-clock stay of children. All camp workers report directly to the director of the DOL.
1.10. In his activities, the director of the children’s camp is guided by the Constitution and laws of the Russian Federation, decrees of the President and decisions of the government of the Russian Federation; regulatory legal documents of the national, sectoral, regional levels on the issues of recreation and health improvement, decisions of the administration and educational authorities at all levels on the education and health improvement of children.
The camp director is guided by the Charter, the Internal Labor Regulations, the job description of the director of the children’s health camp, the rules and regulations of labor protection and fire safety, as well as the Convention on the Rights of the Child.
1.11. The director of the children’s health camp creates a system of educational and health work with children in accordance with the laws of the Russian Federation, the Charter of the children’s camp and this job description.

3.7. Controls the quality of the services provided (the conditions of stay in the camp, educational, recreational and leisure activities, children’s nutrition).
3.8. Organizes the development and approves the work plan of the camp, educational and recreational programs in the camp, the regulations on the regime and daily routine in the camp, the Rules for the internal labor schedule of the camp.
3.9. Creates conditions for the introduction of innovations in the activities of the camp, ensures the formation and implementation of initiatives of the children’s health camp aimed at improving the work of the camp and improving the quality of conditions for recreation and health improvement of children, maintains a favorable moral and psychological climate in the team.
3.10. Manages financial resources within the scope of its authority, ensures the effectiveness and efficiency of their use.
3.11. Within the limits of the established funds, he forms a payroll fund with its division into basic and incentive parts, approves the structure and staffing of the camp, selects and places personnel.
3.12. Takes measures to provide the camp with qualified personnel, rational use and development of their professional knowledge and experience, creates conditions for continuous professional development of camp workers.
3.13. Takes measures to ensure safety and working conditions that meet the requirements of labor protection.
3.14. Plans, coordinates and controls the work of structural units of the camp, camp workers.
3.15. Ensures effective interaction and cooperation with state authorities, local self-government, organizations, the public, parents of children vacationing in the camp (persons replacing them), citizens.
3.16. Monitors compliance with the rules for the stay of visitors, including parents (legal representatives) of children on the territory of the children’s health camp.
3.17. Informs parents (legal representatives) about the conditions for rest and recreation of children (on the camp site), accidents or illnesses of children during their stay in the camp.
3.18. Represents a children’s health camp in state, municipal, public and other bodies, institutions, and other organizations.
3.19. Provides accounting, safety and replenishment of the material base, compliance with the rules of the sanitary and hygienic regime and labor protection, accounting and storage of documentation, attracting additional sources of financial and material resources for the activities provided for by the Charter of the children’s camp.
3.20. Ensures the submission to the founders of an annual report on the receipt, expenditure of financial and material resources and a public report on the activities of the children’s health camp as a whole.
3.21. Follows the rules on labor protection and fire safety.
3.22. The director of the children’s health camp ensures:
- compliance with the requirements of sanitary regulations by all camp employees;
- necessary conditions for compliance with sanitary regulations;
- availability of personal medical books for each employee and timely passage of periodic medical examinations, as well as compliance with the frequency of vaccination in accordance with the national vaccination schedule;
- organization of measures for disinfection, disinfestation and deratization;
- availability of first aid kits and their timely replenishment;
- the passage of teaching staff training in first aid skills.
3. 23. Approves the work schedule of the teaching staff of the children’s camp. Thinks over the main issues of the content and organization of the work of the round-the-clock camp.
3.24. Carries out systematic quality control of the educational process in the camp and activities; visits educational and sports events, analyzes their form and content, brings the results of the analysis to the attention of teachers.
3.25. Accepts parents (persons replacing them) on the organization of the activities of the children’s health camp.
3.26. Provides timely and high-quality replacement of temporarily absent educators and counselors of the children’s health camp.
3.27. Ensures the timely preparation of the necessary reporting documentation.
3.28. Carries out systematic control of catering in the summer camp.
3.29. Participates in administrative and public control on life safety issues, in the investigation of accidents with employees or children.
3.30. Organizes briefings with subordinate employees on labor protection, industrial sanitation, fire and anti-terrorist safety with the execution of relevant documentation and registration in the briefing logs.
3.31. Complies with his job description and monitors compliance with sanitary and hygienic standards, labor protection and fire safety requirements.
3.32. Establishes contacts with various organizations that are able to provide assistance to the children’s health camp.
4. Rights of the camp director
The director of the children’s health camp has the right, within his competence:
4.1. Act on behalf of the camp without a power of attorney. Represent the interests of the camp in relations with citizens, legal entities, public authorities and administration.
4.2. Dispose of the property and funds of the camp in compliance with the requirements defined by regulatory legal acts.
4.3. Demand the termination (suspension) of work (in case of violation, non-compliance with established requirements, etc.), compliance with established standards, give instructions on correcting deficiencies and eliminating violations.
4.4. Issue orders and give binding orders to camp workers regarding the activities of the children’s health camp.
4.5. Approve the Internal Regulations, issue and approve local acts relating to the activities of the children’s health camp.
4.6. Supervises the activities of all services of the camp and its employees to ensure the safety of life and health of the children of the children’s camp.
4.7. Hire and fire employees of the children’s health camp.
4.8. Supervise and supervise the work of directly subordinate employees.
4.9. Bring to disciplinary responsibility, encourage employees of the children’s health camp for round-the-clock stay of children.
4.10. To be present at any classes, events, competitions held with the pupils of the health camp.
4.11. Make, if necessary, temporary changes to the schedule of the children’s summer camp.
4.12. Request the necessary information, documents, explanations and explanations from the staff of the children’s camp.
4.13. Analyze the work and evaluate the activities of the structural divisions of the children’s health camp.
4.14. Get acquainted with complaints and other documents containing an assessment of his work and the work of the children’s camp as a whole, give explanations on them.
5. Responsibilities of the Camp Director
5.1. The director of the children’s health camp is responsible:
- for the quality of educational work and the implementation of the work plan of the children’s camp;
- for the life and health of pupils, violation of their rights and freedoms in accordance with the legislation of the Russian Federation;
- for actions (inaction) that entailed consequences dangerous to the life and health of children, or other violation of their rights;
- for the quality work of the children’s camp staff;
- for high-quality and timely nutrition of children.
5.2. For non-fulfillment and improper fulfillment without good reason of the Charter and the Internal Labor Regulations, the job description of the director of the children’s health camp, the employee is subject to disciplinary liability in the manner prescribed by the Labor legislation of the Russian Federation.
5.3. For the use, including a single one, of methods of education related to physical and (or) mental violence against the personality of a camp inmate, as well as the commission of another immoral offense, the camp director may be dismissed from his position in accordance with the labor legislation of the Russian Federation.
5.4. For violation of the rules of fire safety, labor protection, sanitary and hygienic requirements for organizing the activities of a children’s health camp, the director of the camp is brought to administrative responsibility in the manner and in the cases provided for by the administrative legislation of the Russian Federation.
5.5. For causing damage to the children’s camp or camp participants in connection with the performance (non-performance) of their official duties, they are liable in the manner and within the limits established by labor and (or) civil legislation.
6. Relationships. Contacts by position
6.1. The director of the children’s health camp:
- complies with the approved working hours of the children’s health camp with round-the-clock stay of children;
- independently plans his work for the entire shift;
- regularly holds operational meetings with the workers of the children’s camp;
- receives progress reports from camp workers;
- acquaints with the orders, instructions of the workers of the health camp.
6.2. In cases of group infectious and non-infectious diseases,
emergency situations in the operation of power supply, heat supply, water supply systems,
water disposal, technological and refrigeration equipment that
pose a threat to the emergence and spread of infectious diseases and poisoning, the director of a children’s health camp, within two hours from the moment of detection, informs the territorial bodies of the federal executive body exercising federal state
sanitary and epidemiological supervision, and ensures carrying out sanitary and anti-epidemic (preventive) measures.
6.3. Maintains contact with institutions, organizations and creative teams to carry out joint activities in the upbringing and recreation of children.
6.4. It contributes to the creation of a favorable moral and psychological climate in the camp, relations of cooperation and goodwill – in the pedagogical and children’s staff of the health camp.
6.5. Ensures timely submission of reports to the relevant higher and regulatory authorities.
