Email scams — also known as “phishing scams” or “spoofed emails” — are on the rise. As a general rule you should only give out your personal financial information when visiting a secure website. You should never send personal information such as a credit card number or your social security number via an email message.
Helpful Information:
Be suspicious of any email with urgent requests for personal financial information. Phishing scams typically include upsetting or exciting (but false) statements in their emails to get people to react immediately. These emails typically ask for information such as usernames, passwords, credit card numbers, social security numbers, etc. Amnesty International USA will never ask you for your username and password or your social security number in an email message.
Phisher emails are typically NOT personalized. Emails from Amnesty International USA will typically include personalized information, including a salutation and specific information about your subscription at the bottom of the email message.

More than four decades ago, the story of two Portuguese students sentenced to seven years’ imprisonment for raising a toast to freedom horrified British lawyer Peter Benenson. He wrote to the British newspaper, The Observer, calling for an international campaign to bombard authorities around the world with protests about the “forgotten prisoners”. On 28 May 1961 the newspaper launched his year-long campaign, Appeal for Amnesty 1961, calling on people everywhere to protest against the imprisonment of men and women for their political or religious beliefs – “prisoners of conscience”.
Within a month, more than a thousand readers had sent letters of support, offers of practical help and details about many more prisoners of conscience. Within six months, a brief publicity effort was being developed into a permanent, international movement. Within a year the new organization had sent delegations to four countries to make representations on behalf of prisoners and had taken up 210 cases. Its members had organized national bodies in seven countries.
The principles of impartiality and independence were established from the start. The emphasis was on the international protection of the human rights of individuals. As Amnesty International grew, its focus expanded to take in not just prisoners of conscience, but other victims of human rights abuses – such as torture, “disappearances” and the death penalty. In 1977, the movement’s efforts were recognized through the award of the Nobel Peace Prize. In 1978, it was honored with a United Nations Human Rights Award.

The number of documents transmitted through EDI systems is in the hundreds of millions. Only clients of Kontur.Diadoc sent 237 million documents in 2020. The pandemic has increased business interest in digital technologies, which means that in the coming years more and more companies will switch to digital.
In this regard, the issue of identification is especially important. After all, if the electronic document management system cannot accurately determine who sends documents to whom, confusion can arise. This will lead at least to failures and waste of users’ time, and at most to the loss of confidential data, violation of trade secrets, deterioration of reputation, and financial costs.
In modern EDI services, this issue is resolved with the help of an identifier, or ID, of an EDI participant. It is a unique number that each user of the system receives. It is assigned upon registration by the electronic document management operator, who is responsible for the smooth operation and security of information transfer.
Among the features of the identifier:
- it has a uniform structure for all users,
- it cannot be chosen – it is issued to the organization by TIN-KPP,
- one pair of TIN-KPP relies on one code,
- if companies have the same TIN and different KPP, each will have its own EDF participant ID,
- code is a sequence of numbers and Latin letters of different case,
- , the first three characters are the identifier (ID) of the EDI operator whose services the company uses, and the rest are the user code itself.
Thus, the identification number of an electronic document management participant looks like this: 2BM-9617641160-961701000-201808150446459104749. 2BM – EDI supplier ID, in this case – SKB Kontur. The remaining characters (there can be no more than 43) identify the user.
An example of an EDF identifier
As mentioned above, the unique numbers of participants in electronic document management make it possible to identify users. With the help of this digital “address”, operators and contractors can always find the right company.
Registration with an EDF operator and receipt of an identification code are necessary for the exchange of invoices and other formalized documents. The identifier of the sender and the recipient is indicated in the corresponding fields of the xml files:
- of the invoice,
- invoice,
- of the act of acceptance and delivery of works or services and any documents whose format is approved by the Federal Tax Service.
This requirement is specified, for example, in the orders of the Federal Tax Service of Russia dated December 19, 2018 No. ММВ-7-15/820@, November 30, 2015 No. ММВ-7-10/551@, November 30, 2015 No. ММВ-7-10/552 @. Thanks to non-repeating user codes, the tax service, as well as electronic document management providers, determine a specific company in their systems. This avoids failures and errors, incorrect addressing of documents and other difficulties.
In addition, the identifier is needed when setting up roaming, which allows clients of different EDI operators to exchange legally significant documentation with each other. The personal number of the counterparty in the process of connecting roaming – for example, between Diadoc and VLIS systems – will be required by your provider for quick and correct communication.
After setting up roaming, you can conduct electronic document management with any company. At the same time, all key features of electronic document management in Diadoc will remain available:
- creation and sending of legally significant documents,
- coordination of documents within the organization,
- endorsement of documents with a qualified electronic signature,
- confidential exchange without the risk of file spoofing or interception,
- search and upload of documents for subsequent sending to the tax authority upon request,
- incoming distribution, flexible routing,
- access control,
- automatic verification of the format of invoices, acts, waybills,
- secure storage of data on multiple servers,
- fixing actions with documents,
- round the clock technical support.
The cost of services in roaming also does not differ from the exchange of documents within the network.
To set up roaming, make sure that the counterparty’s operator is included in the list of providers with which Kontura has roaming configured, and send a request on the page. The setup goes through both sides, when it is completed, the user will receive a notification. The status of the application can be tracked independently online.
With some operators, roaming is set up automatically, and the list of these providers is growing. You can find out about the availability of auto-roaming in the counterparty search section: the desired company marked “Roaming” will have the “Send invitation” button. In this case, an application is not needed – it is enough to send a regular invitation to the counterparty. If the counterparty sends it, the application will appear in the “Invite you” section.

Submit your application
Before starting electronic document management, each EDF user must notify the Federal Tax Service of Russia about the start of such office work. To do this, an application for an EDF participant is filled out. After that, formalized documents, that is, sent and received invoices, waybills, acts, will have legal force and be taken into account.
The application contains the following data:
- name of the organization or full name of the individual entrepreneur,
- address of the organization or place of residence of the individual entrepreneur,
- TIN/KPP,
- contact details,
- information about the owners and details of the signing key certificates,
- data on the tax authority to which the company or individual entrepreneur belongs.
Diadoc users can receive the code almost imperceptibly. An application to the Federal Tax Service is created automatically at the moment when the organization sends or signs a formalized document for the first time. The user checks the details and confirms the submission of the application, and the operator generates a special information message within three days. It just indicates the details of the company and the ID of the EDF participant.
Our experts spoke about the start of work in the service and the formation of an application for an EDF participant at the DiadocDay conference:
The identifier, together with the application and company details, is submitted to the tax authority at the place of registration of the company. This process is regulated by the order of the Federal Tax Service of Russia dated September 12, 2012 No. ММВ-7-6/619@. This is how the tax authority learns about the presence of electronic documents in the organization that can be claimed in digital form, and through which operator they are transmitted and received. After that, the user can freely start a full-fledged exchange of documents with contractors.
You can fill out and send an application for an EDF participant yourself when setting up details or a personal account in Diadoc before starting work. To do this, you need to open the menu next to the user name – “Settings” – and go to “Organization details”. If the application has already been sent before, it will be displayed under the link “History of applications”.
If sending is for the first time, check the correctness of the filled in fields – PSRN, IFTS (MRI), legal address. If everything is correct, click Submit. You can also update the application if you signed in with a certificate that was not included in the application.
In case of changes in the details – change of name, TIN or KPP – contact Diadoc’s technical support, write to chat, request a call or choose another convenient method in the “Support Center”. This is important, because on the basis of the adjustments, a new application will be drawn up and sent to the Federal Tax Service. In Diadoc, you do not need to configure anything for this – everything happens automatically.
Note that, according to the order of the Ministry of Finance of the Russian Federation dated February 5, 2021 No. 14N, participants in electronic document management in their applications must also express their consent or disagreement to provide information to another EDI operator for exchanging documents with counterparties from roaming. In Diadoc, by default, all users are considered to agree to the transfer of information. However, this can be changed: if you do not agree to provide data to another provider, contact the technical support of the service.
In a situation where you need to find out your ID of an electronic document management participant in the EDI Kontur.Diadoc system, you need to perform just a few steps.
- First, log in to Diadoc for authorization. To enter, you will need an electronic signature or a login with a password.
- Then open the “Settings” menu in the upper right corner of the screen. In the field “EDF Participant Identifier (GUID)” the ID you need will be indicated.
Here you can not only view it, but also copy it to transfer it to its intended purpose. You can also find the identifier at the address “Settings” – “Details of the organization”.
Counterparty identification code will be required to activate roaming. You can recognize it in several ways. For example, you can ask the partner or client himself. He will find his ID in the settings of the electronic document management system used or in the details of the organization.
You can independently find out the counterparty’s EDF identifier as follows:
- Log in to the Diadoka portal using a valid electronic signature certificate.
- In the left menu, select the section “Accounts”, and then – “Search and invitation”.
- Specify the TIN of the required company in the search bar that appears and start the search.
- Click on the name of the organization and open its personal card.
Immediately after the name of the company and specifying whether it works in Diadoc, there will be a line indicating the TIN, KPP and ID. In order to view and copy the code, just click on the active link.
In addition, by the first three characters of the identifier, it is easy to determine which provider of electronic document management your counterparty uses, for example, it can be Task or Kontur. Diadoc.
In order to determine the provider, you should go to the website of the Federal Tax Service of Russia. It contains a list of trusted operators of legally significant electronic document management, as well as information about them. The identifiers that the Federal Tax Service assigns to each trusted provider are also indicated in accordance with the “Regulations on the Register of Trusted Operators of Legally Significant Electronic Document Management”, approved by order of the Federal Tax Service of Russia dated October 23, 2020 No. ED-7-26/775@. The operator receives an identifier only after passing all accreditations and assigning an official status with the Federal Tax Service. If you know the unique code of the EDF participant, you will also determine the operator by the first three digits.

To find out the ID in Diadoc, you need:
- log in to Diadoc,
- go to “Settings”,
- examine the field “EDF Participant Identifier (GUID)”, this is your identification number in the EDF.

EDF ID in VLSI can be viewed in the organization card. Open the “Settings / Our company” tab, go to the “Document management” section. An information window will appear with a code – this is the identifier.

The number of documents transmitted through EDI systems is in the hundreds of millions. Only clients of Kontur.Diadoc sent 237 million documents in 2020. The pandemic has increased business interest in digital technologies, which means that in the coming years more and more companies will switch to digital.
In this regard, the issue of identification is especially important. After all, if the electronic document management system cannot accurately determine who sends documents to whom, confusion can arise. This will lead at least to failures and waste of users’ time, and at most to the loss of confidential data, violation of trade secrets, deterioration of reputation, and financial costs.
In modern EDI services, this issue is resolved with the help of an identifier, or ID, of an EDI participant. It is a unique number that each user of the system receives. It is assigned upon registration by the electronic document management operator, who is responsible for the smooth operation and security of information transfer.
Among the features of the identifier:
- it has a uniform structure for all users,
- it cannot be chosen – it is issued to the organization by TIN-KPP,
- one pair of TIN-KPP relies on one code,
- if companies have the same TIN and different KPP, each will have its own EDF participant ID,
- code is a sequence of numbers and Latin letters of different case,
- , the first three characters are the identifier (ID) of the EDI operator whose services the company uses, and the rest are the user code itself.
Thus, the identification number of an electronic document management participant looks like this: 2BM-9617641160-961701000-201808150446459104749. 2BM – EDI supplier ID, in this case – SKB Kontur. The remaining characters (there can be no more than 43) identify the user.
An example of an EDF identifier
As mentioned above, the unique numbers of participants in electronic document management make it possible to identify users. With the help of this digital “address”, operators and contractors can always find the right company.
Registration with an EDF operator and receipt of an identification code are necessary for the exchange of invoices and other formalized documents. The identifier of the sender and the recipient is indicated in the corresponding fields of the xml files:
- of the invoice,
- invoice,
- of the act of acceptance and delivery of works or services and any documents whose format is approved by the Federal Tax Service.
This requirement is specified, for example, in the orders of the Federal Tax Service of Russia dated December 19, 2018 No. ММВ-7-15/820@, November 30, 2015 No. ММВ-7-10/551@, November 30, 2015 No. ММВ-7-10/552 @. Thanks to non-repeating user codes, the tax service, as well as electronic document management providers, determine a specific company in their systems. This avoids failures and errors, incorrect addressing of documents and other difficulties.
In addition, the identifier is needed when setting up roaming, which allows clients of different EDI operators to exchange legally significant documentation with each other. The personal number of the counterparty in the process of connecting roaming – for example, between Diadoc and VLIS systems – will be required by your provider for quick and correct communication.
After setting up roaming, you can conduct electronic document management with any company. At the same time, all key features of electronic document management in Diadoc will remain available:
- creation and sending of legally significant documents,
- coordination of documents within the organization,
- endorsement of documents with a qualified electronic signature,
- confidential exchange without the risk of file spoofing or interception,

To set up roaming, make sure that the counterparty’s operator is included in the list of providers with which Kontura has roaming configured, and send a request on the page. The setup goes through both sides, when it is completed, the user will receive a notification. The status of the application can be tracked independently online.
With some operators, roaming is set up automatically, and the list of these providers is growing. You can find out about the availability of auto-roaming in the counterparty search section: the desired company marked “Roaming” will have the “Send invitation” button. In this case, an application is not needed – it is enough to send a regular invitation to the counterparty. If the counterparty sends it, the application will appear in the “Invite you” section.

Before starting electronic document management, each EDF user must notify the Federal Tax Service of Russia about the start of such office work. To do this, an application for an EDF participant is filled out. After that, formalized documents, that is, sent and received invoices, waybills, acts, will have legal force and be taken into account.
The application contains the following data:
- name of the organization or full name of the individual entrepreneur,
- address of the organization or place of residence of the individual entrepreneur,
- TIN/KPP,
- contact details,
- information about the owners and details of the signing key certificates,
- data on the tax authority to which the company or individual entrepreneur belongs.
Diadoc users can receive the code almost imperceptibly. An application to the Federal Tax Service is created automatically at the moment when the organization sends or signs a formalized document for the first time. The user checks the details and confirms the submission of the application, and the operator generates a special information message within three days. It just indicates the details of the company and the ID of the EDF participant.

The identifier, together with the application and company details, is submitted to the tax authority at the place of registration of the company. This process is regulated by the order of the Federal Tax Service of Russia dated September 12, 2012 No. ММВ-7-6/619@. This is how the tax authority learns about the presence of electronic documents in the organization that can be claimed in digital form, and through which operator they are transmitted and received. After that, the user can freely start a full-fledged exchange of documents with contractors.
You can fill out and send an application for an EDF participant yourself when setting up details or a personal account in Diadoc before starting work. To do this, you need to open the menu next to the user name – “Settings” – and go to “Organization details”. If the application has already been sent before, it will be displayed under the link “History of applications”.
If sending is for the first time, check the correctness of the filled in fields – PSRN, IFTS (MRI), legal address. If everything is correct, click Submit. You can also update the application if you signed in with a certificate that was not included in the application.
In case of changes in the details – change of name, TIN or KPP – contact Diadoc’s technical support, write to chat, request a call or choose another convenient method in the “Support Center”. This is important, because on the basis of the adjustments, a new application will be drawn up and sent to the Federal Tax Service. In Diadoc, you do not need to configure anything for this – everything happens automatically.
Note that, according to the order of the Ministry of Finance of the Russian Federation dated February 5, 2021 No. 14N, participants in electronic document management in their applications must also express their consent or disagreement to provide information to another EDI operator for exchanging documents with counterparties from roaming. In Diadoc, by default, all users are considered to agree to the transfer of information. However, this can be changed: if you do not agree to provide data to another provider, contact the technical support of the service.
In a situation where you need to find out your ID of an electronic document management participant in the EDI Kontur.Diadoc system, you need to perform just a few steps.
- First, log in to Diadoc for authorization. To enter, you will need an electronic signature or a login with a password.
- Then open the “Settings” menu in the upper right corner of the screen. In the field “EDF Participant Identifier (GUID)” the ID you need will be indicated.
Here you can not only view it, but also copy it to transfer it to its intended purpose. You can also find the identifier at the address “Settings” – “Details of the organization”.
Counterparty identification code will be required to activate roaming. You can recognize it in several ways. For example, you can ask the partner or client himself. He will find his ID in the settings of the electronic document management system used or in the details of the organization.
You can independently find out the counterparty’s EDF identifier as follows:
- Log in to the Diadoka portal using a valid electronic signature certificate.
- In the left menu, select the section “Accounts”, and then – “Search and invitation”.
- Specify the TIN of the required company in the search bar that appears and start the search.
- Click on the name of the organization and open its personal card.
Immediately after the name of the company and specifying whether it works in Diadoc, there will be a line indicating the TIN, KPP and ID. In order to view and copy the code, just click on the active link.
In addition, by the first three characters of the identifier, it is easy to determine which provider of electronic document management your counterparty uses, for example, it can be Task or Kontur. Diadoc.
In order to determine the provider, you should go to the website of the Federal Tax Service of Russia. It contains a list of trusted operators of legally significant electronic document management, as well as information about them. The identifiers that the Federal Tax Service assigns to each trusted provider are also indicated in accordance with the “Regulations on the Register of Trusted Operators of Legally Significant Electronic Document Management”, approved by order of the Federal Tax Service of Russia dated October 23, 2020 No. ED-7-26/775@. The operator receives an identifier only after passing all accreditations and assigning an official status with the Federal Tax Service. If you know the unique code of the EDF participant, you will also determine the operator by the first three digits.
