The information system includes a set of generalized analytical materials and data on oceanography and the state of the marine environment of the Russian coastal zone in the Sea of Japan, presented in the form of tables, graphics and text materials. It is an interactive information and reference system with elements of a dynamic type for working on the Internet or offline. The system allows you to provide quick access to specially selected, stored on a CD-ROM, and other operational or generalized reference information (via the Internet), dispersed among various sources and therefore limited for wide use. This CD-ROM is the eleventh volume of the POI FEB RAS information products series under the general title: “POI Information Resources. Oceanography” http://pacificinfo.ru/cdrom/, supplementing the site section http://pacificinfo.ru/climate/. Design solutions for the creation of this system were developed in the course of the work of the Pacific Oceanological Institute of the Far East Branch of the Russian Academy of Sciences as part of the implementation of the subprogram FTP 10 “World Ocean” to create a Unified State System on the situation in the World Ocean (ESIMO) http://data.oceaninfo.ru/. The information base of the system uses the available results of long-term and ongoing fundamental and applied research conducted in the waters of the TOI, TIG, IBM FEB RAS and other organizations in the waters of the coastal-marine zone of Russia in the Sea of Japan. When compiling analytical descriptions for each of the sections of the system and selecting tabular and illustrative material ready for reproduction in electronic form, published scientific articles, monographs and regime and reference manuals were used, a list of which is contained in the list of main literary sources.
The development and phased filling of the system is carried out as part of the ongoing work of the POI on ESIMO with the partial support of initiative and youth grants from the Far Eastern Branch of the Russian Academy of Sciences.

Purpose and objectives of the project
The coastal zone is the intermediate space where resource extraction, transport and environmental activities come into contact, carried out both in the sphere of national jurisdiction and beyond. At the same time, the optimization of relations between users of natural resources of coastal zones has specific features in each region. Its identification is one of the tasks of ongoing scientific research. In the coastal zones of Russia, the most important way to regulate maritime activities, including the rationalization of the use of territorial and water resources of these zones, is the implementation of a general strategy for the development of regions and integrated coastal zone management (ICZM) projects that can ensure the interdependent, conjugated in time and space, development of all components of the marine economy and related industries, as well as non-production facilities located within the coastal area, while maintaining and improving the quality of the natural environment and living conditions of the population (Baklanov P.Ya., Mikhailichenko Yu.G., Aibulatov N.A., etc.) . In the Far East region, in terms of scientific justification and implementation of such projects, a number of institutes and organizations are actively involved, including TIG, IBM and POI FEB RAS. As a result of the ongoing research, it has been established that over the past decades, the scale and consequences of economic activity in the region have become commensurate with the results of the impact of natural processes on the environment on the scale of centuries and even exceed them. Potential environmental threats appear in the areas of development of various deposits and transportation of oil and gas resources, the extraction of building materials, the operation of ports and bioresources, etc. A characteristic in this respect is the aggravating environmental problem associated with overfishing of fish resources in the Far East region, predatory fishing of a number of valuable hydrobionts, which led to a reduction in commercial populations and there was a need for their restoration. The impact of tourism and recreational activities on coastal ecosystems has increased markedly. In addition, potentially dangerous trends in global climate change are also associated with the coastal zone. A possible rise in the level of the World Ocean due to the melting of ice caps can lead to serious environmental, socio-economic and even political consequences. And a change in the temperature regime creates a real threat of degradation of biocenoses (Adrianov A.V. and others).
Thus, information on the state and changes in the marine and coastal environment is of vital importance for the economy and population of adjacent territories and forms the necessary basis for solving urgent problems of studying natural and technogenic processes, the state and functioning of ecological systems and biological communities, ensuring security and implementation of various types of maritime activities. It is necessary to develop recommendations for rational environmental management in the face of increasing anthropogenic pressure and climate change in terms of optimizing various types of human activities, conserving resources, natural ecosystems, and predicting trends in the most important processes and phenomena. Therefore, one of the most important components of programs for the study and development of marine areas has always been various types of information support for both planned and ongoing research, and the corresponding diagnostic and forecasting systems necessary for expert assessments and decision making. This requires the integration of large volumes of heterogeneous data, the use of effective methods for monitoring the environment and analyzing information using various analytical tools and models, the development of specialized information products and systems (IS) for the generalization and dissemination of information resources. Such support involves the creation of the necessary technological basis for user access to departmental and other distributed information resources, the formation of information funds and databases (DB) on the marine environment, the development of monitoring systems and the assimilation of observational data, the creation of information and reference systems, knowledge bases, and the improvement of telecommunications systems .
In recent years, as a result of the widespread use of new generation computing technology, the development of telecommunications and the use of new information technologies (IT), many important problems of accumulating and integrating observational data arrays, providing users with access to this information and the effective use of information resources (IR) have been solved. However, on the existing websites of organizations in the Far East of the region, information on the state of the marine environment of the region under consideration on the subject of the project is provided only in the form of metadata, project descriptions and brief reports and generalizations, and IS on CDs was developed and replicated only in the Pacific Oceanological Institute of the Far East Branch of the Russian Academy of Sciences (http://pacificinfo .ru/ ).
Particular attention in terms of control, monitoring of the coastal-marine ecological and economic zone and appropriate information support is required by a comprehensive assessment of the environmental impact of the facilities under construction of the oil transshipment terminal of the Siberia-Pacific oil pipeline system, new ship repair enterprises, port facilities, bridges and the business center of the summit APEC-2012.
For many years in the waters of the hall. Peter the Great and the northern part of the Sea of Japan, various departments conducted studies of the ecology, state and pollution of the marine environment. As a result of these works, the funds of these organizations, including the POI FEB RAS, accumulated a large amount of archival observational data on the subject of the project, on the basis of which numerous publications were prepared. Separate results are presented in the form of informational, review materials and separate information systems on regional Internet sites. Against the background of a general reduction in the volume of coastal-marine expeditionary research by the departments of Roshydromet and the fishing industry, in the POI and the institutes of the Far East Branch of the Russian Academy of Sciences, this activity has significantly intensified in recent years in connection with the preparation and implementation of new large-scale economic projects in the Far East region. These organizations conduct regular monitoring expeditionary studies of hydrological, hydrochemical, biological and ecological characteristics, observations from ice and coastal MES. The volume of received satellite information (IAPU) has significantly increased. However, a significant amount of incoming information on the coastal zone is still dispersed among individual organizations, laboratories and owners. As a result, the effectiveness of the existing infrastructure for the accumulation, systematization and dissemination of data and information in the subject area as a whole remains low, and information resources and research results are inaccessible to potential users.
Thus, the timely and efficient provision of electronic access to relevant observational data, information on the state of the marine environment and the results of scientific research based on modern IT, both to support ongoing research and to support various types of marine and nature management activities, is an important and urgent task. The problem, on the one hand, requires the solution of independent tasks of integrating distributed departmental information resources and observation systems, which are already being solved in the POI within the framework of the Federal Target Program “World Ocean”, and, on the other hand, the development of problem-oriented database and IS applications. The possibilities of remote access to these resources using modern web-based network technologies bring the interaction of IR suppliers and consumers to another, higher level, providing quantitative and qualitative development of information support for users with data and information products. The overall goal of work on this project is the design and development of an integrated IS under the working title “Nature management, state and trends in the marine environment of the coastal regions of Russia in the Sea of Japan”. The priority area of application of the development is information support for scientific research and marine nature management for the implementation of programs for the integrated coastal zone management (ICZM) of the Primorsky Territory (Sea of Japan) in order to ensure sustainable regional development. The information system is designed to work in the Internet environment or offline. It should consist of a periodically updated information section and a block for presenting data and generalized results of climate studies, the state of the marine environment and bioresources, assessing changes in natural processes and anthropogenic impacts to support existing and developed ICZM programs (on the example of Primorsky Krai) and other activities. The information section should include archival data and generalized information on the region in the subject area. The necessary information resources are already available, processed and formed in parallel with the implementation of this project. The unit for analyzing and presenting data from regular, episodic and specially oriented multidisciplinary studies of the marine environment of the coastal zone and adjacent water areas should provide the presentation of accessible, updated information on natural processes, the state and characteristics of the marine environment. It should be based on the use of the results of existing departmental observational programs and systems and be supplemented on an ongoing basis with data coming in delayed and on-line modes.
The software is developed in the Windows OS environment and in the programming languages PHP 5, HTML, JAVA and taking into account the standards of web services supported by open technologies (XML, SOAP, UDDI, WSDL), and is designed as a portlet application for subsequent integration into ESIMO portal http://data.oceaninfo.ru/.
State of the problem
The concept of ICZM has been developed in sufficient detail in scientific and methodological terms and is increasingly being used as a management tool in the PPR process to achieve sustainable development of Primorsky Krai. Within the framework of this concept, consideration of the social, economic and environmental parameters of the territory is carried out in a single complex. Moreover, the importance of taking into account environmental factors and environmental safety is seen in all of these groups.
Nature management activities related to the operation of facilities and structures of the marine economic complex, on the one hand, require a comprehensive account of the impact of natural phenomena, global climate change trends and anthropogenic factors, on the other hand, exacerbate environmental problems of protecting the surrounding coastal-marine environment, geosystems, conservation habitat and biodiversity.
Due to the negative impact of anthropogenic factors, the ecological situation of the coastal zone of Primorye continues to deteriorate, which affects the trends in changes in environmental quality indicators, the state of marine ecosystems, bioresources and natural complexes. To identify unfavorable areas, zones of ecological disaster and zones of emergency ecological situations, a system for evaluating these indicators according to the main chemical and biological criteria was developed based on the analysis and generalization of the results of long-term observations.
The existing system of information support for maritime activities and nature management in the region is imperfect due to limitations in the possibility of using, completeness and quality of information resources. The effectiveness of the existing infrastructure in the region as a whole is still low, and certain categories of information resources, especially outside the field of hydrometeorology, are inaccessible for targeted or collective use.
The composition, scope and ownership of existing R&D in the region on the subject of the project are determined by the scope and powers of research and production, environmental organizations, research institutes, universities and supervisory authorities of various departments. The Sakhalin UGMS, Primorskoye UGMS and FERRIHMI have the most complete information on the composition and duration of series of relatively regular observations on the influx of pollutants, hydrochemical characteristics and the degree of pollution of water areas, bottom sediments and hydrobionts. According to the state of biological resources – TINRO and VNIRO, biodiversity, dynamics of marine ecosystems and geosystems – IBM, POI and TIG FEB RAS.
An effective mechanism for integrating the resources of departmental information systems for the practical use of heterogeneous, dispersed data and generalized information in the tasks of providing various types of marine nature management activities has not yet been created, and its elements are far from perfect.
