The Iowa Referee Committee (IRC) Registrar, Tyler Turner, has OPENED the 2022 Recertification & Registration Window with US Soccer for all Iowa Referees, Assessors, Assignors, and Instructors. US Soccer’s 2022 registration year began on July 1, 2021.
Iowa is a Learning Center state. Recertification & Registration is accomplished entirely through the US Soccer Learning Center.
If you did not register for 2021 but were registered in 2019 and/or 2020 and want to re-register, you must complete the applicable recertification module(s).

Recertification vs. Registration

Recertification
The Laws change. Memoranda are issued every year. Recertification ensures that you have been made aware of the changes and of any points-of-emphasis for the next registration year. Certified means you have satisfied US Soccer’s annual continuing education requirement. Referees will meet this requirement by completing the appropriate Recertification Course, i.e., Grassroots or Regional, in the US Soccer Learning Center.
Registration
You must register with US Soccer every year. Registered means you are current with your annual registration fees and have been issued a Badge for that year. After your Registration is approved by the Registrar, you’ll receive a new Badge in the mail from Official Sports International (OSI). The earlier you register, the sooner you’ll receive your new Badge.
Iowa High School Girls Athletic Union
Policies Regarding Officials
Competition involving high school students in volleyball, basketball, soccer and softball must have at least two registered officials. Track, cross country and swimming competitions require one registered official. (EXCEPTION – non varsity volleyball may use one registered official per court. When only one registered official is used, that official must be registered and shall be the first referee). It is recommended that competition involving junior high students in volleyball, basketball, soccer and softball have at least two registered officials. Track, cross country and swimming competitions require one registered official. Any competition involving junior high students must have at least one registered official. High school students are permitted to officiate junior high contests if they are registered with the IGHSAU or if the other official is registered. In soccer, high school students may officiate sub varsity level matches. Students must be a registered interscholastic soccer official and may NOT officiate matches involving the school they attend.
Game officials shall be agreed upon by both schools.
High school officials must be registered and approved by the IGHSAU. In the event any of the officials are not present, the game may be played with one registered official by mutual agreement. (EXCEPTION non-varsity volleyball may use one registered official per court. When only one official is used, that official must be registered and shall be the referee.) Any competition involving junior high students must have at least one registered official.
The executive director shall be allowed to temporarily suspend officials, pending a hearing by the Board of Directors, who are guilty of unsportsmanlike conduct at athletic contests, who fail to observe professional officiating ethics or who fail to file requested reports with the general office.
A school may drop an official from a game after he/she has been engaged. If a school decides that it is necessary to break its agreement with an official, it may be done by paying the official the regular fee for the game. Cancelled and postponed games do not come under the above provision, provided the official is duly notified. In the case of postponed games, the officials that were originally employed must be given the opportunity to work on the new date.
A school associated with breaking a contract with an official is relieved of responsibility for paying the normal fee to the official in the event the official contracts for a game on the same date with any other member school.
Officials Code of Ethics
The Iowa High School Athletic Association’s Board of Control and the Iowa Girls High School Athletic Union’s Board of Directors has officially adopted the following Code of Ethics for high school athletic officials.
- Officials at an interscholastic athletic event are participants in the educational development of high school students. As such, they must exercise a high level of self-discipline, independence and responsibility. The purpose of this Code is to establish guidelines for ethical standards of conduct for all interscholastic officials.
- Officials shall master both the rules of the game and the mechanics necessary to enforce the rules, and shall exercise authority in an impartial, consistent and controlled manner.
- Officials shall work with each other and their state associations in a constructive and cooperative manner.
- Officials shall uphold the honor and dignity of the profession in all interaction with student-athletes, coaches, athletic directors, school administrators, colleagues and the public.
- Officials shall prepare themselves both physically and mentally, shall dress neatly and appropriately, and shall conduct themselves in a manner consistent with the standards of the profession.
- Officials shall be punctual and professional in the fulfillment of all contractual obligations.
- Officials shall remain mindful that their conduct influences the respect that student-athletes, coaches and the public hold for the profession.
- Officials shall, while enforcing the rules of play, remain aware of the inherent risk of injury that competition poses to student-athletes and themselves and shall notify the event manager of any condition that might not be conducive regarding participation.
- Officials shall be cognizant of adverse conditions (including weather) that might arise during the competition and react appropriately to ensure the safety and welfare of all participants.
- Officials shall not be party to actions designed to unfairly limit or restrain access to officiating, officiating assignments, or to local association membership. This includes selection for positions of leadership based upon economic factors, race, creed, color, age, sex, physical handicap, country or national origin.
The IHSAA and IGHSAU serve as a licensing agency for Iowa junior and senior high school athletic officials. Officials are registered as independent contractors with both entities. This Code of Ethics relates to the license status of each official registered with the IHSAA and/or the IGHSAU.
Failure to comply with any of the above items may result in probation, suspension or loss of license for the official. Any sanction issued by the Iowa High School Athletic Association or the Iowa Girls High School Athletic Union as a result of a violation to this Code of Ethics shall apply equally to each organization the official is registered with.

DMSC REFEREE SUPPORT AND BENEFITS
Certification Reimbursement – Referees who officiate more than 10 DMSC games each season in a calendar year, are eligible for reimbursement of the Grassroots Course Fees or Recertification Fee.

Licensing
Get Back in the Game
Participation in high school athletics does not have to end with high school graduation. Even if you have been away from the game for a while, you can get back in the game by becoming a licensed official in any of the 20 sports sanctioned by the Indiana High School Athletic Association.
As a licensed official, you not only have the opportunity to earn a little extra money, but also the opportunity to be a positive influence in a young person’s life. The hours are somewhat flexible and contracts can be accepted based on a day-to-day availability.
To Become an IHSAA Licensed Official, you will need to complete the registration process, take a computer generated open-book test and score 75% or better. Once you are licensed, you will need to join one of the twenty-four officials associations throughout the state and attend an annual rules interpretation meeting.

Referee Enrollment
Referee Certification
The world’s most popular sport, soccer continues to grow in popularity. And with players becoming involved at such a young age, the need for good soccer referees has never been stronger. While some previous playing, coaching or officiating experience is always helpful, no experience is required to become a soccer referee.
Being a referee is both challenging and rewarding. Many become referees because of their love of the game, the chance to be positive role models, to develop leadership skills, to make life-long friends, or to have a part-time job (Referees are Independent Contractors). Refereeing is a commitment to the game, to other officials, and to yourself. Consider becoming a referee. As the number of leagues, tournaments, and games continues to grow, there are always opportunities.
How do I become a referee?
If you are at least 12 years old you are eligible to take the entry-level class, which is a 12-hour weekend class typically on Friday and Saturday evenings. To register for a class go to the Iowa Referee Committee Website Calendar and find a class in a location that is convenient for you. WDMSC hosts a class before each season, and once it is scheduled the information is sent out to the entire membership.
What is the cost?
The current cost for the entry-level referee class is $50. In addition to that, you will need at least one official USSF referee jersey, a watch and a whistle. A pair of black shorts, black referee socks and black cleats or turf shoes will up your image quite a bit. If you referee at least 15 WDMSC games in your first two seasons as a referee, the Club will reimburse you for the cost of the class.
How does the Club help?
Each season the Club holds an on-field training session for new referees. When it comes time for that first game, you will be assigned to a U7 or U8 match. The Club tries very hard to coordinate with all new referees so that our Director of Referees or our Referee Assignor can be at their first game.
What does refereeing do for me?
There are four ways to participate in a soccer match:

Different persons involved in a match in each of these roles see the game from completely different perspectives, and each is able to add — or detract – from the quality of a match in a unique way. Learning the science, and the art, and of officiating a soccer match will add greatly to one’s understanding and appreciation of The Beautiful Game.

Rules Adaptations Specific to Under 9 and Under 10 Play
Issued by Madison Area Youth Soccer Association: August, 2019
1) No punting — the goalkeeper may not punt the ball at the U9 and U10 age group . If a goalkeeper punts the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the punt occurs within the goal area, the indirect free kick should be taken on the goal line parallel to the goal line at the nearest point to where the infringement occurred.
- Drop kicks and volleys are not allowed as it would represent circumvention of the rule.
- The ball is “live” as soon as it leaves the goalkeepers feet or hands.
2) Build out line — When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick, the opposing team must move behind the build out line until the ball is put into play. Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punting is not allowed). After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal.
- The goal kick may be played directly past the build out line. The goalkeeper is not required to take the goal kick. On a goal kick, the ball is considered in play once it is kicked, regardless of whether or not it leaves the penalty box area. Thus, the opponents may cross the build out line once the ball is played/kicked.
- The GK need not wait for attackers to retreat behind the build out line upon claiming possession of the ball and distributing the ball.
3) No heading — Heading will not be allowed. If a player deliberately heads the ball in a U11 and under league game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.
4) Offside – Beginning Spring 2017, offside will be called at both U9 and U10. The build out line will also be used to denote where offside offenses can be called. Players cannot be penalized for an offside offense between the halfway line and the build out line. Players can be penalized for an offside offense between the build out line and goal line.

As part of the global fight against coronavirus, the United States has already taken, inter alia, the following measures:
- transferred more than 110 million doses of vaccines to other countries;
- purchased 500 million doses of vaccines to donate to 100 developing countries;
- donated $ 4 billion to a global initiative to equitably distribute safe and effective COVID-19 vaccines;
- is supplying coronavirus-critical medicines and equipment and other assistance to rebuild the economy, overcome food shortages and improve health care.

Two of the first three states to vote in the Democratic presidential race will use new mobile apps to collect results from thousands of caucus sites – a technology designed to make counting easier, but raises concerns about hacking or glitches.
Iowa and Nevada Democratic activists will use software downloaded on their personal phones to report meeting results to meetings at state headquarters.This data will then be used to announce the unofficial winners. The paper records will later be used to confirm the results.
The party is promoting this technology amid warnings that foreign hackers may target the 2020 presidential campaign to try to wreak havoc and undermine American democracy. Party officials say they are aware of the threat and are taking numerous security measures. Any mistakes, they said, would be easily fixable due to backups.
“We continue to work closely with security experts to test our systems and detect incidents, including monitoring disinformation, and we have confidence in the security systems we have,” said Iowa Democratic Chairman Troy Price.
This technology aims to provide a more efficient and reliable way of calculating and publishing results to the public than the complex mathematics and thousands of phone calls that the meeting system has been around for a long time.
But the use of the new app by an unknown developer, coupled with high competition rates, worried some observers. They worry that unofficial results might be inaccurate if hackers or other problems spoil the data. This is a problem even if paper backups end up being accurate.
“It would be scary as a damn kind word,” said Brandon Potter, CTO at ProCircular, an Iowa-based company that conducted vulnerability assessments for local election officials.“If it’s safe, cool. But that opens up all kinds of questions. ”
Party officials in both states declined to identify the vendor that developed their applications, saying they did not want to create a potential target for hackers.
Microsoft developed an application that was used by both political parties at rallies in Iowa in 2016, and they were assisted in getting results in 95% of polling stations within four hours. During this cycle, Microsoft’s role was announced months in advance and the company discussed security measures.
Some critics say the party should redefine developers, as well as undergo certification and security testing, to increase public confidence.
“It would be very gratifying to know who developed it, how competent they were, and what kind of oversight they were subjected to,” said Douglas Jones, professor of computer science and electoral security expert at the University of Iowa. “Meeting reports at night, which are so important in determining which candidates are dropping out and which are continuing, who gets support from the meeting, are definitely vulnerable to an attack on the application.”
Jones said that hacking can take several forms. Hackers can try to damage the app before it loads, activate malware that might be hiding on phones, or target the server that hosts the app. Another problem: the app may freeze due to heavy use as polling stations report results.
He and others agreed that the official Iowa meeting results on February 3 and February 22 will ultimately be accurate.Each site will keep paper copies of the results, and multiple contributors at each site will know the exact result.
Due to hacking issues, the Democratic National Committee has abandoned the Iowa party’s plan to hold a virtual meeting where those who cannot attend in person can use smartphones to log their preferences. Party officials said the risks associated with reporting applications were much lower than e-voting.
Government members worked with the technical team at DNC to validate developers and develop security protocols around application usage.
Belfer Center at Harvard School of Government Kennedy conducted simulations and exercises with Iowa officials involving scenarios that had problems with the mobile reporting app. The training highlighted the importance of using authentication, secure networks for data transmission and encryption to protect against attacks.
“I think we have to give credit to the Iowa team for how seriously they took these issues,” said Eric Rosenbach, co-director of the Belfer Center.
DNC spokesman David Bergstein said national officials are coordinating with the Iowa Party and the Department of Homeland Security “to conduct effective and safe meetings.” He said he was confident that State Democrats “take the security of their assemblies extremely seriously from all angles.»
Party officials said they would not send the attachment to polling stations for download before the meeting – to narrow the window for any interference. While using the app is encouraged, district chairs have the ability to call for results.
Democrat Ruth Thompson, who will chair the Des Moines constituency, said she was not concerned about the security risks associated with the app.

Welcome to our IMDb Certified International Film Festival with an annual award in the heart of the Midwestern United States. Celebrating and promoting both union and independent industries that showcase at least one of the three M-L-C components described in the Awards & Prizes section.MLC stands for Mobster – Latino – Comedy.
We focus on Shorts, Pilots or TV Series, Wisconsin Shorts and Midwest Made Shorts. Last but not least, we specialize in Westerns. What makes us unique and allows us to keep our application costs reasonable is that even if your film, say, was selected, but did not win the Best Film Quarterly Trophy in any of our categories until they were selected and did not happen no wins or honorable mentions, performance will remain good throughout 2020 for other windows.
We also deliver trophies by mail (trophies shipped within mainland US only, up to $ 10 only) and digital certificate by email every 3 months (every quarter) after we select and close the screen.
And we will end up with a public final gala with lots of trophies and a network of potential cash prizes at the annual MLC gala.
This is how it works:
Until the end of March 2020 (and every 3 months thereafter), we will notify participants entering on December 1, 2019 of those regulations that are officially selected for the quarterly semi-finals.It should be noted that we have an average selection rate of 60% and those films that follow the terms and conditions are more likely to be selected.
In the first week of April (then again in July, October and January next year) our panel of judges will meet for private screenings of all officially selected productions.
Notice date, currently being posted, when Quarterly Awards will be announced for Best Quarterly Movies or Episodes.
Quarterly winners of each of the major categories described in the Awards & Prizes section will receive silver trophies similar to the one in our logo by mail, provided they supply an address (up to $ 10 postage, and always after winnings will be reported), which is physically located in the US mainland (otherwise we will email Quarterly Winner digital certificates).Their quarterly winner status will change to a Finalist and, in addition to a trophy or digital certificate, they will receive the Quarterly Winner award.
The subcategories for Best Actor, Best Actor, Best Actor, Best Cinema, Best Editing will receive digital certifications and do not have to be tied to the 4 films to be awarded. Laurels will be given to everyone.
Winners’ quarterly films (now finalists) in the main and secondary review areas will be invited to our annual MLC Gala in February 2020, where there will be cash prizes (although this may change if there were cash prizes, the size will be entirely dependent on the number of sponsors on board), gold-looking trophies like the one featured in our logo, and a multitude of networks between filmmakers, distributors and producers.Gala winners will see their winner status.
The rules
What makes us unique and allows us to keep our application costs reasonable is that even if your film, say, was selected, but did not win the Best Film Quarterly Trophy in any of our categories until they were selected and there have been no victories or honorable mentions, the performance will remain good throughout 2020 for other windows.
Film directors or producers, including student filmmakers / producers, from around the world, over 18 years of age are encouraged to submit.Your project can be independent or part of a union agreement. You must clear the permissions in order to send it to us.
Any films that are not in English must have English subtitles. Films in English with difficult to hear scenes are recommended to include subtitles.
We’re All About:
* Feature Short Films (20 minutes maximum, 2 minutes minimum including credit opening and closing) with any of the MLC components described below, as long as they were completed on January 1, 2018 …This does not apply to westerns of any length, which must be submitted to the Western Worldwide category for consideration. All genres except westerns and documentaries. 90,047 90,046 * game pilots or web / TV / streaming episodes / series (released or not, maximum duration 30-45 minutes excluding opening and closing credits) if completed as of January 1, 2018. If it’s a web series, please send us the most representative episode. You must adhere to the M-L-C criteria described below.
* Short films in the Midwest or Wisconsin. Maximum 20 minutes including credits. Midwest: Wisconsin, Illinois, Iowa, Minnesota, Michigan, Ohio. Completed as of January 1, 2018. There are currently no other Midwestern states (see the main shorts category in these cases).
* Western: a genre that is being lost. We want to see your creativity and stories. Completed as of January 1, 2016. Any westerns with a maximum duration of 120 minutes and a minimum duration of 10 minutes (excluding credits) must be submitted in the MAIN WESTERN category.Westerns under 10 minutes will not be considered under this or any category.
By L-atino we mean any member of an actor or director from Latin American culture, whether geographically, linguistically, etc. Or a film score in Latin American (Spanish, Portuguese, Romanian; all Latin American cultures are welcome …).
By M-obster we mean that the film must have a fantastic organized crime component (westerns are welcome, even horror / thrillers, as long as there is crime, as well as mafia stories, piracy, smuggling, etc.)etc.). We don’t celebrate violence, but we love films like The Dark Knight, Good Guys, etc., with a great attitude of character and a great attitude of dialogue-actio.
By C-omedy we mean everything from dark to light comedy. We love tasteful sarcasm, great dialogue and punch lines.
You must adhere to the M-L-C criteria described below. Think of the funky shorts, with the scent of latino, law enforcement, westerns, etc.

Shorts and pilots / eps with MLC components shown at the show have a great chance of being elected and winning and are in the top 3 categories.We love resourcefulness, ALL budgets, creativity. Although not required to type, we read (and appreciate) cover letters.
We will not post or list your products online. This is not an online competition. Screening will only take place:
* if selected, privately before our quarterly screening;
* if the quarterly winner (finalist) ends up in front of a live audience, as a finalist, at our annual gala.
We agree with films that were previously shown at festivals. We do not accept and will not pay any screening fees.
Films / SHORTS: Films can have any kind of abuse and harsh language. The mature audience will be at quarterly (judges) or annual (+ general audience) events. All types of graphic violence are accepted as long as there is a story to tell versus fillers that don’t have a story to tell.
We only accept unlisted YouTube links (our preferences) or Vimeo links with or without password.We don’t need DVDs or hard copies.
By submitting your application, you agree to host the festival / event organizers / participants / sponsors from fees of any kind, such as, but not limited to, payment for the show, lack of transport or other costs that you will incur to make it to the festival, etc. etc.
Free format, but we only accept digital documents (not mailed DVDs or similar). Editing in the range of 30fps to 60fps (the latter is preferred for fast moving scenes) is preferred but not required.Any director over 18 years old can submit.
EXTERNAL CONSIDERATION (same length and MLC rules as shorts, episodes and westerns … otherwise we will not watch the movie) – we will watch, paying particular attention to the following:

Not so long ago we watched the well-known documentary Food Inc – about how food is made in the States and about industrial methods of intensifying its production. The film is entertaining, and I would generally recommend everyone to watch it – to get rid of the illusion that all food is the same in the States, organic is just knocking money off gullible suckers, and that it is no different from inorganic.The film, of course, is slightly tendentious, reminiscent of Comrade Nevzorov’s early stories about hellish chicken factories. So, here through Lyalka I read another post with horror stories.
