Brief description of the administrative regulations for the provision of

administrations of the city of Irkutsk, suffering from severe forms of chronic
diseases indicated in the list approved by the Government decree
Russian Federation from 16.06.2006 No. 378 “On approval of the list of heavy
forms of chronic diseases in which it is impossible to live together
citizens in one apartment. ”
4) Living in the city of Irkutsk, who are employers or
owners of residential premises in communal apartments in which there is
vacated residential premises of the municipal housing stock, if they are
the moment the dwelling is vacated are recognized or may be
duly recognized as poor and in need of residential
premises (hereinafter referred to as applicants).
3. Terms of provision of municipal services:
municipal service is provided within 23 working days from the date of filing by the applicant (representative
applicant) application with the attachment of documents provided for in clause 6.2
Chapter 6 of Section II of these Administrative Regulations:
– in a single window;
– to the department of registration and provision of housing in the form of an electronic document,
signed with an electronic signature.
4. Documents required for the provision of municipal services:
1) Documents proving the identity of the applicant and living with
the applicant of his family members (passports).
2) Documents confirming the legal grounds for assigning persons living
together with the applicant, to his family members (birth certificates,
death, on the conclusion (dissolution) of marriage, change of name, on adoption
(adoption), on establishing paternity; relevant court decisions,
entered into force).
3) Identity document of the applicant’s representative (passport), and
documents confirming the powers of the applicant’s representative (notarized
certified power of attorney, act of the body of guardianship and trusteeship of appointment
guardian or trustee, birth certificate, court decision on
adoption, certificate of adoption, certificate of establishment
paternity), if his representative acts on behalf of the applicant.
4) Certificates from the place of residence about the composition of the family F-9, F-10.
5) Documents of title to the living quarters occupied by the applicant
and members of his family, the rights to which are not registered in the United
state register of real estate.
6) Consent of all adult family members of the applicant to the processing
the administration of the city of Irkutsk of their personal data in the form according to
Appendix No. 2 to these administrative regulations.
7) Certificate of MUP “BTI of Irkutsk”, confirming the presence (absence) of residential
premises owned by the applicant and his family members.
8) Documents issued by the bodies responsible for the registration of transport
means confirming the presence (absence) of the vehicle in
property of the applicant or his family members.
Applicants belonging to the category of citizens established by subparagraph 3
paragraph 3 of this brief description, except for the above documents,
submit a certificate (opinion) issued by a medical institution,

1. 2. When using the Premises, the User must:

5. In case of transfer of the rights to the Premises from the Owner to another person, the validity of this agreement is terminated from the date of such transfer, about which the Owner notifies in advance.
6. The owner has the right to terminate this agreement at any time and demand the transfer of the Premises to him, if he needs it for his own needs.
7. Disagreements arising between the parties under this agreement are referred to the court at the location of the Premises.
8. Any changes and additions to this agreement must be made in writing and signed by duly authorized representatives of the parties.
9. If any of the provisions of this agreement becomes invalid, this does not affect the validity of the rest of its provisions.
10. The parties are obliged to notify each other about changes in their legal address, telephone numbers, telefax and telex numbers no later than five working days from the date of their change.
11. This agreement is made in two copies, one for each of the parties, and comes into force from the date of its signing.

Free provision of ownership of land plots for individual housing construction to certain categories of citizens.The official portal of the Administration of the city of Omsk
The authorized body, within 1 working day from the date of receipt of an application from a citizen for the provision of a land plot, notifies the local government. The local self-government body, within 1 working day from the date of receipt of this notification, sends to the authorized body an extract from the register of citizens and copies of documents on the basis of which the citizen was registered.
Citizens have the right to refuse the proposed land plot from among the land plots included in the list.If a citizen has refused the proposed land plot (including not applying within 3 working days from the date of delivery of a notification for the provision of a land plot to the authorized body), this land plot is offered to other citizens in accordance with the requirements established by Article 5 of the Law. At the same time, a citizen who refused the proposed land plot retains the right to receive a land plot in accordance with the Law.
If a citizen has not received a notification sent to the address indicated by the citizen in the application for registration, he retains the right to choose the proposed land plot until he refuses such a land plot.Until such a refusal, another land plot is not offered to this citizen.

In connection with the transition of the Republic of Crimea to the legal field of the Russian Federation, the procedure for providing free housing to citizens has changed significantly. In the Russian Federation, the rights of citizens guaranteed by the Constitution of the Russian Federation are subject to implementation in strict accordance with federal laws and laws of the constituent entities of the Federation. The circle of persons who enjoy the right to receive free housing is limited by law.
According to Article 57 of the Housing Code of the Russian Federation, residential premises under social tenancy agreements are provided to citizens registered as needing residential premises, in order of priority, based on the time of registration of such citizens.In addition, living quarters under social tenancy agreements are also provided to other categories of citizens as defined by federal law, by the Decree of the President of the Russian Federation or by the law of a constituent entity of the Russian Federation.
The procedure for registering those in need of residential premises is established by clause 2 of Art. 49 of the Housing Code of the Russian Federation, according to which residential premises under a social rental agreement are provided to citizens recognized in the prescribed manner as poor and in need of residential premises.
According to Article 52 of the RF LC, registration of citizens as needing residential premises for the purpose of subsequent provision of residential premises to them under social tenancy agreements is carried out by the local government on the basis of applications submitted by citizens at their place of residence.
To register those in need of better housing conditions, a citizen must be recognized as poor and be provided for one family member less than the accounting rate provided for by the legislation of the relevant constituent entity of the Russian Federation.
Residential premises provided under social tenancy agreements are formed:
– through the acquisition of residential premises into the ownership of a local government body;
– through the construction (reconstruction) of residential premises at the expense of the budget of the local government;
– at the expense of residential premises transferred to the ownership of the local government, in the manner prescribed by law;
– at the expense of vacated housing, which was previously provided under a social tenancy agreement.
Under a social tenancy agreement, residential premises must be provided:
1) citizens at their place of residence (within the boundaries of the respective settlement),
2) be suitable for permanent residence of citizens (i.e., meets the established sanitary and technical rules and norms, other legal requirements),
3) the total area for one person is not less than the provision rate.
Thus, citizens who are recognized as poor and other categories of citizens who have the right to receive housing in accordance with the legislation of the Russian Federation and the legislation of a constituent entity of the Russian Federation (regardless of the presence of a court decision on the provision of housing) are provided with free municipal housing in a single queue or out of turn, in the cases provided for in cl.2 tbsp. 57 LCD RF.
