Several Summer Camps Announce Cancellations – NBC Connecticut
Summer day camps are permitted to open across the state on June 29 under specific guidelines. However, not all camps are deciding to move forward with the summer season.
The Parks and Recreation Commission for the Town of Brooklyn announced Tuesday that their annual summer day camp is canceled for the 2020 season.
“We have had a successful camp with about 150 kids for many, many years,” said Richard Ives, first selectman for the Town of Brooklyn. “It has become part of our town fabric. To take a vote to cancel that camp for this year was very hard for them.”
Director of Parks and Recreation for the town, Bucky Lohbusch, said his team has been discussing camp for the last month with safety as their top priority.
“It is going to be very difficult for the parents and we realize that, but I think when it comes down to safety you have to look at that number one,” said Lohbusch. “We just felt that it was too early with the situation that we are currently in to do camp.”
Lohbusch said that the way their camp is structured makes it very difficult to keep kids separated the way the state guidelines are calling for.
This memo from the Office of Early Childhood outlines the specific guidelines summer camps have to follow in order to open on June 29. The requirements include limiting group sizes to 10 children, with the camp needing permission to serve more than 30.
“We have to take temperatures, we had to have a nurse, we had to have a quarantine station,” said Ives. “While I understand all those rules, I am not sure how you really run a summer camp with those rules.”
Hartford County 4-H Camp also canceled its 2020 summer season along with the University of Hartford’s Summer Place camp.
However the YMCA of Greater Hartford will host all of their 12-day camps and are currently working on plans to keep everyone safe and to stay in accordance with all state guidelines.
“Right now what we are shifting towards is creating policies and procedures that make sure all campers are safe when they come here,” said Jeff Spadaccini, director of day camping for the YMCA of Greater Hartford.
Spadaccini said that the YMCA of Greater Hartford has applied for waivers to allow for more than 30 children at all of their day camps. He said that their summer camps serve as child care for a lot of families during the summer and they are hoping to help everyone who needs their service, but they are expecting to have to limit each camp’s capacity.
“We are expecting on having a max capacity at our camps based off of what our waivers are approved for and what we are able to do,” said Spadaccini.
YMCA of Greater Hartford hosts several of their day camps out of town facilities.
Spadaccini said that they are working alongside those towns to make plans. He said that no towns have had to cancel at this point.
Spadaccini said in the coming weeks his team will work to meet all of the state’s requirements. Some of their plans already include checking each child’s temperature before they get out of their vehicle for camp that day.
Some parents across the state are raising concerns over the lack of summer camp options.
“If you are rolling out for people to go back to work, well, then their children need a place to go, too,” said Jacqueline Martel, whose 6-year-old daughter was looking forward to her first summer day camp experience.
Martel said that the limited summer camp spots are putting parents who are looking for child care in a tough situation.
“Do I accept my job and I either potentially have no place for my child to go or I am sending my child to a place that could potentially be harmful,” said Martel. “My daughter is high risk.”
The Office of Early Childhood will be releasing additional requirements for summer camps. Their current requirements do not apply to overnight camps.

Rospotrebnadzor allowed children to go on vacation to summer camps outside the regions of their residence, follows from the department’s decree.
It says that the recreation of children and their recovery outside the subject in which they live should be organized taking into account the epidemiological situation in the recreation region, as well as the proposals of the chief sanitary doctors of this region.
In addition, the department has increased the maximum number of children in detachments from 50% of the design capacity to 75%.
Rospotrebnadzor also retained the prescription for children’s camps to determine in advance a scheme for organizing medical care, indicating specific hospitals where hospitalized people can be sent.It is still prohibited to hold public events in closed spaces, as well as events with a visit to parents.
General cleaning and testing of staff for COVID-19 should be carried out prior to each shift. Food workers should be tested for viral pathogens of intestinal infections. During the shift, children and staff should not leave the resting place, it follows from the decree.

Regions with the most favorable conditions for coronavirus can plan a summer health campaign for children, the head of Rospotrebnadzor Anna Popova said at a meeting with Vladimir Putin.
At the same time, she pointed out that at the first stage, children will be able to rest only within the boundaries of their regions.
The head of Rospotrebnadzor said that the department had prepared recommendations for organizing children’s recreation in camps. Taking into account the pandemic, they will differ from the usual ones, but “they will allow children to relax inside the camp without a mask regime,” Popova assured.

Summer health camps in nineteen regions are preparing to receive children in July, the Ministry of Education told RG. It is planned that in just a month, 33 347 recreation organizations will resume their work.
As Minister of Education Sergei Kravtsov specified, health institutions will be able to start the season only after they receive sanitary and epidemiological conclusions issued by Rospotrebnadzor, since the main condition for opening camps is to ensure the safety of children.
Acting Director of the Federal Center for Children and Youth Tourism and Local History Leonid Protsenko explained that 359 children’s recreation organizations are currently working. A full summer wellness campaign began only on Sakhalin. In June, the first children’s recreation organizations were also opened in the Irkutsk and Leningrad regions, the Krasnoyarsk Territory and Buryatia.

Due to the current restrictions in children’s camps, it was necessary to completely change the format of leisure, in particular, to exclude mass events – to gather only in small groups. Moreover, the events will be designed for children of one squad or group. Instead of classroom lessons, there will be games in the fresh air, and instead of out-of-town activities, there will be hikes around the territories.
In Crimea, on July 1, a health-improving campaign will begin at the International Children’s Center “Artek”.In the first two-week summer shift, it will accept 523 people – these are schoolchildren from Crimea aged 8 to 17 years, the Ministry of Education and Science of the Republic of Crimea told RG. “Artek” is completely ready to receive children, all the precautions recommended by Rospotrebnadzor have been observed.
Children will be kept in a sterile area, and employees will not be able to leave its territory during the entire shift. Outsiders will not be allowed into the camp.
Also on July 4 and 5, eleven more 24-hour camps will open in the region.It is planned that this year 154.5 thousand children will be able to rest in health camps in the region.

On July 1, the famous All-Russian Children’s Center (VDC) “Orlyonok”, located on the Black Sea coast 45 kilometers from Tuapse, will accept the first children after the coronavirus quarantine has been canceled in the region.
So far, only guys from Krasnodar Territory and neighboring Adygea can come here, by the decision of local authorities.
According to the director of the center, Alexander Dzheus, they have already conducted a training session for the children of the first summer shift, which will be held in accordance with the requirements of Rospotrebnadzor.
– During the exercise, we worked out a scheme for admitting children, providing a double medical filter: control of a complete package of medical documentation, thermometry and an initial examination on the territory of the auto city – the Orlenka sports and technical center, at the second stage – an in-depth medical examination in the reception building or locations of the Palace of Culture and Sports, – said Jeus to the “RG” correspondent. – And only then the children will go to their camps.
On Wednesday 1768 children from Kuban and Adygea will come to “Orlyonok”.Although usually 3.5 thousand children are met there. If earlier there were 30 people in the detachment, now it is two times less. And each specialist will only work with a specific camp. The upcoming shift will last two weeks instead of the usual three.
“We are getting ready to accept children from other regions in the next, eighth shift, previously announced from July 17-18 to August 6-7,” said the director of the VDC. – We really hope that we will be able to meet everyone.
This summer, the admission system is completely changing in children’s camps.If earlier check-in and check-out lasted two days, now it will happen simultaneously. And in addition to the usual spa card, you will need a certificate of a clean epidemiological environment. But a certificate with a negative test result for coronavirus is not needed.
Regular disinfection will be organized in the premises of children’s camps. For medical personnel, employees of the power supply unit and the motor depot, the mask and glove regime will become mandatory.

In the Moscow region this year, 56 children’s camps are opening – and this is two times less than usual.The opened camps in total could accept 15 thousand children, but they will accept only 7.5 thousand – such a load will make it possible to maintain social distance. And for the first time in many years, the region is conducting a summer health campaign only on its territory, without sending children to Crimea or Krasnodar Territory. At the same time, the regional ministry of social development asserts that in none of the camps that are preparing for the opening, vouchers have not been 100 percent redeemed. Still, parents are still afraid to send their children on independent rest.
About how the safety rules for children’s recreation will be observed, “RG” was told in the social and health center “Lesnaya Polyana”, which has three camps in Volokolamsk and Klin. All children will arrive on the same day, each will be examined by doctors. Schoolchildren will be accommodated in buildings and canteens “through one” so that there is always free space between beds and chairs. All public events will be transferred to the fresh air, and if the weather does not allow, then performances, concerts, creative evenings and discos will be held in the assembly halls, but then the children will be divided into groups so as not to collect the entire camp in one room.
