When you turn the quest in, you will receive this item.
From my experience, I don’t know if it’s the same for everyone, I could only do the steps to receive the quest on heroic difficulty, while the item dropped in normal.

You can collect the red Bandanas while in another spec with better AOE. I was able to collect the Bandanas while in Assassination spec just running about using FoK.
Obviously you would need to be Outlaw to begin the quest and complete but this would make the run through faster perhaps?

- Come close and summon battle pet – Green Wing Macaw .You can obtain it at AH or killing pirates on the ship – Parrot Cage (Green Wing Macaw) . When you summon the pet, there an extra button will appear – Hook . Use it to reach a hidden place, where Captain Thornbeard is
- Pick up Deadmines: Riding the Red Waves quest. Bloody Defias Bandanas have 100% drop chance from each mob (including monkeys and parrots, lol). There are enough mobs in instance to get all 100 within a single run reset (if you skipped them, ofc)

Also, as a note to the other great comments here but lack in addition to the requirements, you do have to have the dungeon quests completed for the Captain to offer it.I was not offered the quest on a rogue in outlaw spec that hadn’t completed it, logged over to a different rogue that had completed the quests in deadmines and it was offered.
