How does the LI Outlaws Lacrosse Club develop young players. What makes their program unique among youth lacrosse organizations. Why do they focus on fundamentals over winning tournaments.
The Origins and Philosophy of LI Outlaws Lacrosse
Founded in 2007 by Doug Zakow and others, the LI Outlaws Lacrosse Club was established with a distinct vision for youth lacrosse development. Unlike many travel programs that prioritize assembling “all-star” rosters or maximizing game appearances, the Outlaws took a different approach.
Their core philosophy centers on:
- Emphasizing learning and fundamental skill development
- Ensuring players improve meaningfully over the course of each summer
- Providing strong value to families
This focus on player growth over short-term success has proven highly effective. While winning summer tournaments is not their primary goal, the Outlaws have emerged as one of the most competitive youth lacrosse programs nationwide, with success spanning from 2nd grade teams through the varsity level.
Player Development Approach and Coaching Philosophy
The Outlaws’ player development model is built on several key pillars:
Emphasis on Fundamentals
Rather than focusing solely on game strategies or set plays, Outlaws coaches dedicate significant time to refining core lacrosse skills. This includes:
- Proper throwing and catching technique
- Footwork and defensive positioning
- Off-ball movement
- Lacrosse IQ and field awareness
Holistic Player Growth
Beyond on-field skills, the program aims to develop well-rounded athletes and individuals. This involves:
- Fostering leadership qualities
- Promoting sportsmanship and teamwork
- Encouraging multi-sport participation
- Building mental toughness and resilience
Individualized Instruction
Coaches work to identify each player’s strengths and areas for improvement, tailoring instruction to help them reach their full potential.
Success Across Age Groups
The Outlaws’ developmental approach has yielded impressive results across all levels of youth lacrosse:
Elementary School (Grades 2-5)
At the youngest levels, Outlaws teams focus heavily on skill-building and fostering a love for the game. While wins are celebrated, the emphasis remains on individual and collective improvement.
Middle School (Grades 6-8)
As players progress, they begin to develop more advanced tactical understanding and positional specialization. Outlaws middle school teams often compete at a high level in regional tournaments.
High School (Grades 9-12)
The Outlaws’ high school teams, particularly at the varsity level, have established themselves as a pipeline for collegiate recruitment. Many Outlaws alumni have gone on to play at top NCAA programs.
Notable Alumni and College Placements
While the program doesn’t publicize an exhaustive list of alumni achievements, several Outlaws graduates have found success at the collegiate level:
- Division I programs: Players have earned spots on rosters at schools competing in conferences like the Ivy League, ACC, and Big Ten.
- Division II and III: Many Outlaws alumni have become key contributors at competitive D-II and D-III lacrosse programs.
- Academic success: The program’s emphasis on well-rounded development has helped players gain admission to selective universities, even when not pursuing collegiate lacrosse.
Program Structure and Team Offerings
The LI Outlaws offer a comprehensive range of teams to accommodate players at various skill levels and age groups:
Age-Based Teams
- Elementary: 2nd, 3rd, 4th, and 5th grade teams
- Middle School: 6th, 7th, and 8th grade teams
- High School: Freshman, JV, and Varsity-level squads
Skill-Based Divisions
Within each age group, the Outlaws may offer multiple teams based on skill level, ensuring appropriate competition and development opportunities for all players.
Seasonal Programs
While primarily known for their summer travel teams, the Outlaws have expanded to offer:
- Fall ball programs
- Winter indoor leagues and clinics
- Spring developmental teams (complementing school seasons)
Coaching Staff and Expertise
The success of the LI Outlaws program is largely attributed to its high-quality coaching staff. Key aspects of their coaching philosophy include:
Diverse Backgrounds
Outlaws coaches come from varied lacrosse backgrounds, including:
- Former collegiate players (across all NCAA divisions)
- Experienced high school and youth coaches
- Current and former professional players
Ongoing Education
The program emphasizes continuous learning for its coaches, encouraging:
- Attendance at coaching clinics and seminars
- Collaboration and knowledge-sharing among staff
- Staying current with evolving trends in the sport
Player-Centric Approach
Outlaws coaches are trained to prioritize player development over personal accolades or win-loss records. This involves:
- Creating positive, encouraging environments
- Providing constructive feedback
- Adapting teaching styles to individual learning needs
Facilities and Training Resources
The LI Outlaws have invested in quality facilities and equipment to support their developmental mission:
Practice Facilities
The program utilizes a mix of locations across Long Island, including:
- Dedicated turf fields
- Indoor facilities for off-season training
- Partnerships with local schools and sports complexes
Equipment and Technology
To enhance player development, the Outlaws employ various training aids:
- Shooting targets and rebounders
- Speed and agility equipment
- Video analysis software for skill breakdown
Community Engagement and Lacrosse Growth
Beyond developing individual players, the LI Outlaws are committed to growing the sport of lacrosse on Long Island:
Youth Clinics
The program regularly hosts free or low-cost introductory clinics to expose new players to the sport.
Partnerships with Local Organizations
Outlaws teams and coaches often collaborate with:
- School districts to support developing programs
- Parks and recreation departments for community events
- Charitable organizations for fundraising initiatives
Promoting Diversity in Lacrosse
The Outlaws actively work to make lacrosse more accessible to underrepresented communities on Long Island through:
- Targeted outreach programs
- Scholarship opportunities
- Equipment drives for players in need
Through their comprehensive approach to player development, commitment to fundamentals, and community engagement, the LI Outlaws Lacrosse Club has established itself as a premier youth lacrosse organization. Their success in cultivating skilled players while prioritizing long-term growth over short-term victories serves as a model for youth sports programs across the country.

The LI Outlaws Lacrosse Club was established in 2007 by Doug Zakow and others. After being involved in various summer travel lacrosse programs we felt we could do something with a different focus that was not being done. We did not want to have teams that were “Best of the Best” or teams put together just to play extra games in summer. We wanted to have a program where the focus was on learning the game and fundamentals and that players were better at the end of the summer than at the beginning, and offer a better value.
Although we want all teams to be highly competitive our main goal is not to win summer tournaments. However by focusing on teaching and fundamentals of the game through our coaches we have won more than our share from 2nd grade through Varsity levels and are now one of the most competitive programs in the country.

LI Outlaws win overtime thriller at lacrosse Warrior Classic
With the sun beating down on Shuart Stadium in Hempstead and the temperature hovering near 90 degrees, Keegan Maxwell saw Jared Leake make a move past a defender and knew he could end a grueling tournament with a championship.
Maxwell got a pass and shot from 8 yards out to end overtime and give the Long Island Outlaws a comeback 10-9 win over Rock Lacrosse from Rockville Centre to take the Varsity A Warrior Long Island Classic title at Hofstra University in Hempstead on Sunday.
“It was back and forth,” Maxwell, an attacker, said. “They went on a few runs, then we made a huge run at the end.”
The final opening began because of a well-timed move by Leake, a midfielder, to find the open Maxwell.
“I knew I needed to beat my guy to possibly have a shot or have an assist to win the game,” Leake said. “I split from right to left and saw Keegan sneak out and just dumped it off to him and let him shoot.”
The game had been sent to overtime after a penalty by Rock Lacrosse and a last-second shot attempt. That allowed the Outlaws to get possession to start overtime.

“That big shot at the end to give us the ball in overtime really paid off,” attack Ryan Glidden said. “We got the opportunity.”
The goal put an end to a weary tournament for the Outlaws, one of 99 teams in 10 age brackets playing at Hofstra, Mitchel Field and Nassau Community College over two days.
The toll of the games and weather were evident as Leake put an ice bag up to his leg to ease his cramping, which he said helped him recover, but not as much as winning did.
“We haven’t won a championship the entire summer so this felt pretty good,” Leake said.
It might have felt even better for Maxwell, who said the local competition is one of the biggest reasons to come out and play at a local tournament.
“We all know each other from different places,” Maxwell said. “I used to play for that team. It was pretty big scoring the game-winner.”
The Rochester Flyers defeated the Long Island Tide, 7-6, in the marquee championship game earlier in the day.
The tournament was run by Hofstra head coach Seth Tierney, giving a direct college presence when many of the players are seeking whatever exposure they can get in front of coaches from top programs. Mike Malave, the Team Revolution coach whose four-year Hofstra career ended after the 2015 season, said it’s enticing for teams to play in the spotlight of a top-20 lacrosse program.
“[The teams] are really fortunate and lucky because in other parts of the state, they don’t have a team or a school like this in their backyard to show up and play at,” Malave said.
The Outlaws had an extra push to perform in front of top coaches at Hofstra because the Classic marked their final tournament for the summer. It meant one more opportunity for Maxwell, Glidden, Leake and others to impress the college coaches who showed up.
“In order for me to go far, I have to be out here showing coaches what I can do,” Leake said.
Being an integral part of a championship goal likely won’t hurt.
Denver Outlaws vs. LI Lizards: My First MLL Experience
Editor’s note: Blake Gaudet checks in to tell you about his experience at last Saturday’s Denver Outlaws game at Invesco Field in Denver, CO! For more photos of the game, click here.
__________________________________________________________________________________________
It wasn’t until a couple of years ago when I finally sprung for a cable package that included ESPNU, that I got to watch high quality lacrosse on a regular basis. When you live in Idaho your exposure to the higher-end game is limited to what you can find on television, and for a long time Memorial Day weekend was all we had. Thankfully ESPN’s coverage has picked up over the last couple of years, and now I get to add a couple of games to the DVR every week.
Despite the increase in college lacrosse viewing opportunities, however, the MLL has remained difficult to find on television (as Conner Wilson has pointed out numerous times), and so I’ve always been a little bit biased towards the college game. Early broadcasts of the MLL were shoddy, with cameramen who couldn’t keep up with the action and rules I wasn’t totally fond of. However, when I had the opportunity to take my high school guys to a Denver Outlaws game while attending the Denver University Team Camp, I couldn’t pass it up. When else are a bunch of kids from Idaho going to get to see that level of play close up? Furthermore, press box/sideline passes courtesy of LAS? Sign me up!
They even got to meet the dance team!
Let’s just get this out there right now – the Denver Outlaws put on a first class event. If they are an accurate representation of how the rest of the league operates, the MLL doesn’t have anything to worry about.
It might have taken seeing it live to bring me in to the light, but I absolutely love the pace of the pro game. The shot clock wasn’t nearly as obnoxious as I had expected, and teams were still allowed to run their offense without looking like they were rushing. Honestly, I think most of the game would have been played at a high pace even without a shot clock, but seeing a sense of urgency from the offense for a full 60 minutes was almost an adrenaline rush. Nobody on defense could hide within the system, the goalies were constantly tested (and stepped up huge), and the quick pace to the game led to a number of hard collisions that you might not see at the college level. Television must slow the game down tremendously, because I was honestly shocked by how fast things were moving. In the end, the shot clock horn only went off around 4-5 times…non-factor.
Denver’s Eric Martin taking on Matt Danowski
Furthermore, it was amazing to see the dive shot back in action. Conner Martin had two in this game, both times he wrecked himself, and both times he buried the shot. I’m a goalie (an increasingly bad one but a goalie none the less), so I would be the first to cry foul if I thought the keepers were in danger, and honestly, that’s not what it looked like to me. It only made the game more exciting.
On a similar note, I can’t imagine ever stepping in-between the pipes when everyone on the field is that kind of shooting threat. Kudos to Jesse Schwartzman and Drew Adams, who made it look easy.
Long Island’s Drew Adams in cage
The atmosphere was also tremendous, as the Outlaws made great use of the facilities at Invesco. While I thought the place would look dead with 10,000 people in it, they were able to pack an entire side of the lower bowl and the fans created a ton of noise. It certainly didn’t look like an NFL contest, but there was enough energy in the place to make it feel like Invesco wasn’t too big for the team. Every dead ball meant some sort of contest going on up on the jumbo-tron, the promo videos shot by the team were professional grade, and of course there was a liberal use of Con-Bro’s “Arena.”
Fans were into it all game longSpike, a Denver Outlaws super fan!
Finally, every member of the Outlaw’s staff that I came across was incredibly professional and welcoming. Up in the press-box we were offered media-guides, programs, and a number of other documents that would give us access to any kind of information one might need to properly cover the game. The staff on the field were loose but in control, constantly making sure there was something to keep the fans entertained.
In all, I have a new found respect for the MLL. It’s not that I ever doubted the talent that was on the field. Obviously this league is a collection of the best players in the game. I just didn’t realize that a game that had deviated so much from what I had become familiar with could be just as (if not more) entertaining. Congrats Major League Lacrosse, you’ve made a believer out of me.

Hood: Outlaws & Legends Review
As a folklore enthusiast, I was excited to get my hands on Hood: Outlaws & Legends. Considering its rich heritage in popular culture, with a raft of acclaimed films, books, and songs published on the subject, there haven’t been many attempts at turning the legend of Robin Hood into a game. Most adaptations were released decades ago, as film tie-in platformers or rudimentary strategy games.
Enter Sumo Digital, the developer behind Hood. Given Robin Hood’s status at the forefront of English folklore, I was glad to see that they are based in Sheffield. Could a burgeoning developer a stone’s throw from the legendary Sherwood Forest finally do justice to the myth? Sadly, the answer is no.
Don’t get me wrong, it’s not a terrible game by any stretch. It’s just that the essence of Robin Hood struggles to make an impact on the game itself. It seems like Sumo just used the legend as a springboard and marketing gimmick for a fairly cookie-cutter depiction of medieval England. The playable characters have a backstory but only in the form of a few paragraphs of unlockable text. There isn’t really a plot to speak of. Overall, it’s a real missed opportunity.
Petty Theft
Having said all that, I do have to admit that the concept behind the gameplay is very solid. Hood is a PvPvE heist game where two teams of four compete against each other to successfully pull off a heist by stealing a treasure chest. The computer controls The State, an assortment of knights and crossbowmen who try and thwart your larcenous machinations.
Sumo has definitely tried to do something new here and I applaud the effort. A heist game where you play as Robin Hood and his daring band of Merry Men? Sign me up! There are four playable characters: the titular sharpshooting archer, Robin; the muscle-bound brawler, John; the mace-wielding mystic Tooke; and the stealthy assassin, Marianne. The first couple of games I played were a riot: charging round, clubbing hapless guards, and getting shot in the eye by the enemy team’s Robin, who was crouching in the bushes. It was a bit confusing but a lot of fun.
Not a fan of the subtle approach? John’s the man for you.
The gameplay is split into distinct phases. First, you have to pickpocket a key from The Sheriff, a hulking monstrosity of a knight who’ll beat you to death with his bare hands if he catches you. You then have to find the vault containing the treasure and open it with said key. Finally, you take the chest to an extraction point and whisk it away by winding a two-man winch.
Robbin’ Hood: Pauper of Thieves
There’s a marked stealth element to the initial skirmishes. The game advises you to creep from one area of cover to the next, assassinating guards silently so as not to put the AI on alert. In practice, the punishment for going in all guns blazing isn’t that significant as, by the end-game, you’ll probably be clobbering guards and other players away by the bucketload anyway. Also, it’s a team game. So, even if you try to take the stealthy approach, you’ll probably have an oafish teammate blundering around, knocking things over, and catching the attention of every enemy for miles around.
Furthermore, the last phase, where you actually winch the treasure away, is by far the most impactful. It’s here that the game is won or lost. I’ve even had games where one team has done everything up to the final bar of the progress meter in the final phase, only for the other team to swoop in and take the win. I’ve been on both sides of that situation and I can definitely say the frustration of being on the losing side strongly outweighs the delight of stealing victory from the jaws of defeat. Some adjustments are sorely needed to make it a well-rounded gameplay experience.
Rock, Paper, Longbow
The combat itself can be a little clunky at times, with Tooke’s mace suffering from a particularly janky hitbox. For the most part, though, the skirmishes you fight with other players are satisfying and varied. Different characters are strong in different areas, facilitating a rock, paper, scissors-esque equilibrium with encounters. John excels in hand-to-hand combat, battering through his enemies’ defenses with an enormous hammer but has very little ranged capability. At the other end of the spectrum, Robin is a master of felling opponents from afar, with headshots from his bow dealing instant death. Get up close and personal, though, and you’ll have him scrambling for cover.
Having played dozens of rounds, though, there do seem to be some balancing issues, with some characters stronger than others. Stealthy, versatile Marianne seems to have emerged as the preferred pick for the early meta. As players get more familiar with the game, it’s likely that tactics will change and Sumo will need to keep a close eye on it as certain characters could easily become obnoxious, such as Robin with his one-shot capabilities.
Stealing From The Poor
As I leveled up the characters and explored the Hideout, Hood’s main nexus area, I realized that that was it. You can carry out heists, competing either against other people or the computer, or you can unlock new outfits, weapon skins, and perks. Yes, there are five maps, each of which necessitates a slightly different tactical approach, but it’s all mostly the same. I was a little concerned when I read that Hood didn’t have a beta. When I played the game, though, it clicked. The launch of the game, shrewdly dubbed Season 0 by Sumo, is the beta. I hope and expect that they use the data they gather wisely: balancing the game, improving the clunkier mechanics, and adding in content. Still, there is a large part of me that resents developers using the game’s first players as guinea pigs.
This is The Hideout. It’s pretty but there’s not a lot to do there.
Look, Hood: Outlaws & Legends isn’t a bad game. At all. It’s chaotic and exciting, with moments of genuine tension. There’s a surprising degree of tactical nuance to it, as well. But the strength of the concept – a team-based heist game based on the legend of Robin Hood – is such that the limited content and shallow story struggles to match it. A single-player, stealth-based campaign that explored the legend of Robin Hood a little more seems like a glaring and obvious omission. There’s so much to go at: you could explore the social conditions of medieval England or Robin’s relationship with Marianne. Maybe, as in other modern retellings of the legend, Robin could have been reinvented as a crusading soldier who, sickened by war and the opulence of religious fervor, returned to Sherwood Forest determined to enfranchise the landless masses.
Ultimately, it’s hard to give a definite answer on how good Hood really is (or will be). Like many games of its ilk, its longevity really depends on keeping the player base engaged and adding fresh content. It definitely has a lot of potential but the content that’s available right now is limited, to say the least. The ‘games as live service’ model has certainly brought some advantages: more content and, in theory, more balanced games. But that’s at the detriment of getting a finished game from the start. Aside from trusted developers, buying games can often feel like a lucky dip. Sometimes it pays off, sometimes not. It’s a real shame as I’m keen to support up-and-coming devs with new ideas. But please, for the love of God, make sure your games are finished before shipping them.
TechRaptor reviewed Hood: Outlaws & Legends on PC using a Steam code provided by the developer.
This Is How Long A Tesla Model 3’s Battery Will Last And When Tesla Will Pay For The Replacement
The average internal combustion engine (ICE) is estimated to last about 10 years or 200,000 miles before it needs an overhaul or replacement. So, with the Li-ion battery at the heart of any EV, making up between 30 and 45 percent of the cost of the electric car, how does Tesla’s battery life stack up?
Tesloop, a taxi service in California that runs a fleet of high-mileage electric cars, has a Model X in their fleet that has only lost around 10% of battery capacity over 300,000 miles. 90% capacity is well within the battery lifecycle and Tesla’s battery warranty terms.
However, as with the ICE, a Li-ion battery’s lifespan can significantly be influenced by operating conditions. So, adverse conditions such as high ambient temperatures, frequent DC fast-charging, SoC (State of Charge) at which the battery is charged, and the number of charging cycles the battery has undergone, will all have an effect on how long a Tesla Model 3’s battery will last and whether Tesla will pay for the replacement.
RELATED: This Is How Much It Costs To Charge a Tesla
This Is How Long A Tesla Model 3’s Battery Should Last
Via: Electrek
Traction Li-ion batteries used to power Electric Vehicles are deemed to have reached the end of their useful life when they can no longer maintain an SoC over 70%. This does not mean the battery should be trashed – it still has many years left if repurposed for something like grid energy storage.
Tesla’s data would seem to indicate a 10 to 15% degradation over 200,000 miles for the 18650 format battery in the Model X. Using the industry standard of 13,500 miles a year, this would imply the average Model X would still have 85 to 90% battery life left after almost 15 years. This means that a Tesla Model X battery should last 450,000 miles or more.
However, the Model 3 uses a 2170 format battery cell for which there is less historical data available.
Tesla CEO, Elon Musk, has stated that the Model 3’s battery was designed to last 300,000 to 500,000 miles, or 1,500 charging cycles. Again, using the industry ‘gold-standard’ where the average driver covers 13,500 miles in a year, would give the battery a lifespan of between 20 and 40 years. This might be optimistic, but not impossible.
Based on anecdotal data currently available it would appear that the Model 3’s battery degradation rate seems to sit at about 5% per 100,000 miles, which equates to 1,500 charging cycles and a 20% degradation over 10 to 15 years. That backs up Tesla’s estimates of a life of between 300,000 and 500,000 miles, with a life expectancy of 10 to 20 years.
This of course is largely dependent on how the vehicle is driven.
RELATED: Ranking The Most Expensive Electric Cars On The Market In 2021
This Is When Tesla Will Pay For The Replacement Of A Model 3’s Battery Under Warranty
Via: InsideEVs
The battery warranty on the Tesla Model 3 is vital considering that, when a battery replacement is needed the out-of-pocket costs can range anywhere from $10,000 to $25,000 for parts and labor. Prices like these make Tesla’s battery degradation warranty an extremely valuable part of the New Vehicle Limited Warranty.
Whilst warranties typically protect the consumer against parts that fail because of defective materials or sub-standard workmanship, car warranties offer time and mileage guarantees as well.
Before 2020, Tesla’s battery warranty was valid for 8 years and unlimited miles. Musk called this the “Infinite Mile Warranty,” claiming that the warranty should match Tesla’s belief in the reliability of their vehicles. They’ve since changed this to a mile-limited warranty structure, in line with existing industry policy.
Currently, Tesla’s Battery Warranty lasts for 8 years for all models, but with different mileage limits for each variant. This means that owners of the Model 3 Standard Range are covered for 8 years or 100,000 miles, whilst those with Performance or Long Range variants will receive assistance for 8 years or 120,000 miles.
Under this warranty, Tesla will cover premature battery failure or degradation due to manufacturing defects. The company will cover parts and labor costs to replace a battery that drops below 70% of the original range on a full charge within the warranty period for that vehicle.
Of course, as with any legal agreement, there is always the fine print. In the case of the Tesla battery warranty, this revolves around the operating conditions – more specifically, damage resulting from failing to follow proper charging procedures or using the battery as a stationary power source will void the warranty. Tesla will also not cover replacement costs if the charge level drops to 0% for an extended period of time.
So, even as Tesla’s “Million Mile” battery promises to change the consumer’s experience of owning a car in the future, it’s comforting to know that already, the Model 3’s battery will outlast the average ICE – and if not, there’s always the Tesla warranty to fall back on.
8 Reasons Why ICE Cars Will Be Inferior To EVs By 2030
Electric cars are taking over the automotive landscape, and it’s now happening at a pace no one saw coming.

Film Outlaw (2019) watch online in good HD 1080/720 quality
At the beginning of the film, two armed guys enter the warehouse. They kill several people and steal a decent amount of money, which obviously belongs to a crime boss. After the raid, the leader of the gang tells the driver that he will keep the money for now.
A party is taking place at the house of crime boss Augustino “Finn” Ader. The assistant informs Finn that a certain Greg has come. Finn tells him that their sums have not been matched for a long time.Greg realizes that he will be killed and Finn confirms this.
A young guy named Chance, who was the driver at the time of the raid, returns home. There the bandits are already waiting for him. They demand their money, but Chance doesn’t have it. Then they beat him up and kill him with a shot in the head. At this time, Finn is informed that tomorrow he can meet with a new supplier.
Detective Ray Munce arrests a drug dealer on the street and gets a call. He arrives at Chance’s apartment, and then goes to a remote village where former police officer Frank Wilson lives.Chance was his son. Previously, Frank was an excellent detective, but now he leads the solitary life of an alcoholic.
Finn is informed that Chance did not show up for work yesterday. Mance brings Frank to identify Chance. At the funeral of the guy, Frank notices the girl Charlotte. She says that she knew Chance because she works in a casino where Chance was constantly playing cards. The assistant informs Finn that Chance was killed. The boss demands that he find the killers.
Frank collects his entire arsenal. He takes the car from Sweely’s elderly neighbor and drives into town to look for the killers. At this time, Finn meets with a new supplier – a young girl Karina. She represented a respected family and they were able to agree. After that, a henchman comes up to him and says that he needs to talk about his son Desmond.
Frank meets with Ashley’s old acquaintance and tells her that he has come to look for his son’s killers. He asks if she has any connections with the DA’s office. After Frank goes to talk to his past informant. He does not greet him very warmly, since Frank threw him evidence for three years in prison. The bandit attacks Frank and he breaks his leg. Then he easily deals with two of his henchmen, and the third runs away.
Frank settles in his son’s apartment. There he finds frames with photographs and recalls how, after the death of his wife, Chance fled from him to the city. Frank tries to sleep, but he dreams of his dead son. He wakes up and finds Chance’s phone. Frank calls the last number he dialed and Desmond, who was hanging out with his boyfriends, picks up the phone. Frank says he’s Chance’s father, but Desmond hangs up silently.
Frank comes to the casino and meets Charlotte. She tells him that Chance has been very into the game lately and has been worried. Charlotte thinks someone threatened him. About Desmond Charlotte could not say anything, except that he was a suspicious type. Leaving Frank met a familiar bartender. He said that Desmond is Finn’s son. At this time, Finn came to Desmond and asked him to do the right thing and tell him everything that he was hiding. However, Desmond replied that he had nothing to tell.
Frank comes to the club, shows the police badge and the bouncer brings him to Desmond, who was resting with his people at the time. Frank says he wants to talk and the two of them go outside. Desmond replies that he does not know any Chance and threatens Frank with a pistol. The ex-cop whips out his gun and smashes Desmond’s nose. The pistol Frank hands over to Mans to check the ballistics.
Mans meets with Desmond and gives him his gun for money. He also says that Wilson will not stop and get his way.Mance also calls Finn and says that his son killed the cop’s son.
Frank once again comes to his informant, who has already realized everything. He said that a girl named Charlotte was looking for a place to buy a lot of drugs. Frank followed her to her parents’ house and asked if she had taken the money from Chance’s apartment. The girl burst into tears and tried to justify herself. She didn’t want it to work out this way. Frank advised her to leave the city as soon as possible, since, most likely, not only he will find her.
Desmond comes to his father and Finn tells him that he will deal with Frank Wilson himself. He also urges him not to do anything. However, Desmond disobeys and enters Chance’s apartment at night with his people. There they do not find anyone, and their car explodes on the street.
In the morning, Mance comes to Desmond to allegedly check how he is after the incident with the car. Frank asks if there are results of the ballistic examination, and then says that he will go home. He meets with Ashley and she reports that Munce did not send anything for examination.Frank says that he really will go home so that when they come for him, he has the right to defend himself.
Four mercenaries arrive at Frank’s house. He kills three of them, and the fourth shoots him in the back. He informs Desmond, who has arrived, that he killed Frank, but in reality he was only seriously injured. Wilson was hospitalized and unconscious. Sweely and Ashley were in the room with him. Mance came to see Wilson and then told Desmond what he had seen.
Finn called Desmond and told him that he had crossed the line and now he is no longer his son.Finn added that he needed to leave the city, as they were already following him. Sweely drove home, leaving Ashley with Frank. Desmond comes to him, who wants to find out information about Ashley. However, old man Sweely was not afraid of death and had long been ready for it. In the end, Desmond kills him.
Finn’s henchman transfers 100 thousand to Mans for the murder of Wilson. He is recovering at this time and leaves the hospital. Ashley tells him that Sweely was killed. In the parking lot, Frank is attacked by two guys. He knocks them out, and then discovers that they are police officers.
Mance calls Ashley looking for Wilson. Frank picks up the phone and they make an appointment at Chance’s apartment. Ashley tells Frank that the attorney will delete Chance’s name from the robbery case if he gives them evidence of Finn.
Frank meets with Mance and he confesses that he works for the bandits. The hero kills the cop and writes a message to Desmond from his phone. At this time, Finn learns that his henchman is doing business with Karina behind his back. He kills him. At this time, Frank kills Desmond.Already wounded, he comes to Finn and he confesses to the crimes before killing him. As a result, Finn is arrested. At the end of the film, Karina finds Charlotte in a motel and kills her.
Film screening “Without a roof, outside the law”
The body of a young girl frozen to death is found in a ditch on the territory of a vineyard. From conversations with those who met a homeless woman on their way, an unnamed female interviewer (Agnes Varda) is bit by bit chronicling the last days of her life. Ward’s poetic film, considered her key achievement, was awarded the Golden Lion at the Venice Film Festival (1985), and actress Sandrine Bonner (For Our Loved Ones) received the Cesar Prize for her role as the implacable Mona (1986).The film will be screened from 35mm film.
Taking as a model the narrative structure of Citizen Kane – an imposing portrait of a wealthy and impenetrable media mogul – Agnes Varda shot a mundane picture of an equally enigmatic wandering girl. Weaving documentary elements into her feature films since her feature-length debut Pointe-Curt, Varda alternates fictional narration with semi-documentary interviews in which people who have crossed paths with Mona talk about her. Filmed with non-professional actors and Varda’s characteristic humor and insight, this kaleidoscope of opinions shapes a vibrant and controversial image of French society.
Having escaped from the hateful office work and refusing to take roots anywhere, Mona during her drift encounters people of every conceivable profession and classes: a bourgeois family and their unlucky maid, a gang of robbers, drug dealers, a prostitute, a worker from Tunisia, a shepherd with a master’s degree in philosophy and university professors. They all relate to the heroine in different ways: from dislike and even fear to bewildered admiration; Varda herself depicts a girl who has made her own choice, without making any value judgments. The camera only duplicates Mona’s feelings: in aimless panoramas through the streets and countryside, now and then frozen on random objects, an overwhelming sense of freedom and slowly creeping despair echoes.
The film is shown in French with Russian subtitles.

Cottages in forests will be outlawed throughout Russia in two years
It will be impossible to register a land plot located in the forest fund after 2023.By this time, Roslesinforg will complete the definition of the boundaries of all 1469 forestry districts in the country and will enter data about them in the Unified State Register of Real Estate (USRN), the organization said. To date, work has been completed to enter data on the boundaries of 57% of the forest fund area, the boundaries of the forestries of the Astrakhan, Bryansk, Ivanovsk, Moscow and Oryol regions, the republics of Ingushetia, Kalmykia and Tyva, as well as the Nenets and Chukotka autonomous districts have been fully fixed.
Previously, the boundaries of the forest fund were reflected only in forest inventory materials, which could lead to confusion and abuse, explained in Roslesinforg.
“This year, work will take place in 60 regions of Russia, mainly in the Volga Federal District and the Far East,” added Roslesinforge. “Information on forest boundaries on an area of 350.5 million hectares will be transferred to the USRN.” …
When establishing the boundaries of forestries, Roslesinforg specialists rely on data already available in the USRN, information from the forest register, the federal spatial data fund, the land management data fund, forest inventory materials, and remote sensing data of the Earth. The boundaries are tied to the terrain, the coordinates of all points of the perimeter are determined. After defining and legally securing the boundaries of the forestry, Roslesinforg generates an XTML document and transfers it to the Cadastral Chamber.
The court will decide the fate of the plots, partially or completely in the forest, after the completion of work to determine the boundaries, they explained in Roslesinforge. It is he who will decide whether it is necessary to demolish all the buildings.
“All forests in Russia have one owner – the state,” commented Pavel Chashchin, director of Roslesinforg.- It defines the rules for all participants in forestry, can judge who is right or wrong, if the site of one tenant overlaps the borders of another. Therefore, defining the boundaries of forestries and a single place for their storage is part of the systematic work to create uniform rules and requirements for the industry and all market players. “
Smoking is illegal!
The delegation of the Altai Territory took part in the round table meeting of the State Duma Committee on Health Protection.
On March 9, the Health Protection Committee of the State Duma of the Russian Federation organized a round table on the topic “Legislative aspects of the development and implementation of the Concept for the implementation of the state policy of combating tobacco consumption for 2017–2022 and beyond”. It was attended by representatives of federal executive bodies, regional legislative assemblies, scientific institutions and public organizations. The delegation of experts from the Altai Territory was attended by the chief freelance specialist of the region on medical prevention, Professor Irina Osipova and the chief physician of the KGBUZ “Regional Center for Medical Prevention” Tatyana Repkina.
During the discussion, it was noted that tobacco use is one of the leading causes of death (about 10% of deaths are due to the use of tobacco products) and disability in the world. This bad habit carries negative demographic and socio-economic consequences and poses a threat to the health of the population of our country. The draft Concept for the Implementation of the State Policy on Counteracting Tobacco Consumption for 2017–2022 and in the future provides for reducing the prevalence of tobacco consumption among the population to 25% by 2022 and creating conditions for its further reduction.
The meeting participants noted the particular importance of the preventive orientation of a number of measures provided for in the concept. Including education and informing the population about the dangers of smoking, the development and introduction of sections into educational standards and programs of medical secondary specialized and higher educational institutions, including information on the impact of tobacco use on human health and effective methods of providing medical care aimed at quitting tobacco consumption …The issues of preventing the spread of new forms and types of products, which simulate tobacco smoking by inhaling aerosol or vapor, were also raised.
The constituent entities of the Russian Federation submitted to the round table materials and proposals that can help in the implementation of state policy in relation to tobacco use in the country. Proposals from 11 regions, including the development of specialists from the Altai Territory, will be included in the concept of counteracting tobacco consumption in Russia.

Are scooters illegal? Do I need to change traffic rules for them | SOCIETY
Warmth came to the Krasnodar Territory, and along with it, a lot of people appeared on the streets on electric scooters – both on their own and on rented ones. After the accidents, the authorities became concerned with the question of how to regulate the movement of electric vehicles.
Injury and death
Last year, 331 accidents involving personal mobility equipment occurred in Russia, six people died in them. There are a lot of incidents with electric scooters in the Krasnodar Territory – the weather is favorable, tourists often rent this type of transport. As a result, in 2020, two children and one adult died in the Kuban, they crossed pedestrian crossings without dismounting. Injury accidents are even higher, and not only on the road. Last year, in Krasnodar park, a 12-year-old teenager crashed into a concrete fence on a rented electric scooter and was seriously injured. Moreover, this happened after the ban on skiing in this place, introduced in June 2020.The other day, deputy of the City Duma of Krasnodar Alexander Safronov fell under the wheels of an electric scooter.
“We got out after the event, but did not have time to walk 100 meters when a man on an electric scooter ran into us from behind,” they wrote on the social network. – And he still managed to slow down. There is a huge bruise on my leg, but in my head there is an awareness that it is necessary to quickly introduce scooters into the legal field and limit the maximum speed. ”
“In many countries, the speed of movement of electric scooters is limited,” the Mayor of Krasnodar Yevgeny Pervyshov said as an example.- In Germany, Italy and France, it is forbidden to drive on sidewalks. Somewhere for music in headphones, they are fined. And in England it is generally forbidden to ride them, except for private territories. Moscow is also trying to solve this problem, but they agree that it will not be possible to fully resolve the issue without making changes to the traffic rules. And in Krasnodar, the issue of regulating the movement of scooters has long been ripe. They become full-fledged participants in traffic on the roads, moving at high speed, and a threat to passers-by on the sidewalks. It is necessary to amend the traffic rules as soon as possible to resolve the issue at the federal level. ”
By the rules – pedestrian
What is an electric scooter according to the current traffic regulations?
Moscow and St. Petersburg have already introduced speed limits for scooters.
In some regions, they have already begun to regulate the scooter issue themselves – at least at the level of the companies organizing their rent. For example, the authorities of St. Petersburg have agreed with them to limit the maximum speed of electric scooters to 15 km / h.The permitted limit in Moscow is up to 25 km / h. Back in 2019, the Ministry of Transport proposed amendments to the traffic rules on “means of individual mobility”, which include electric scooters. However, the project was considered unfinished and was not submitted to the State Duma. Various proposals on the topic were expressed by public and expert organizations, there is no single approach yet. At the same time, the rules of movement for electric scooters have already been adopted in many other countries. In the meantime, there are no clear rules, a gray zone appears – on powerful vehicles without marking, you can drive along the sidewalks, interfering with everyone around. And on weak scooters, less than 0.25 kilowatts, they drive onto the roads with cars.

The legal services market, along with other sectors of the economy, was hit by the crisis phenomena associated with the pandemic. About the difficulties that law firms had to face, the peculiarities of remote work of consultants, the specifics of the disputes under consideration, as well as trends that will continue in the current year – in the material BG.
New conditions
Unpredictability, the need to introduce new approaches in interaction with clients, increase the efficiency of responding to changing conditions, including suddenly emerging regulations – this is how the legal services market can be characterized, as, in principle, most other economic markets , believes Sergey Privalov, senior partner, head of bankruptcy practice at SSP-Consult law firm.Sergey Spasennov, senior partner, head of the St. Petersburg office of Pepeliaev Group, adds that legal consulting faced the same problems and difficulties as most of the companies that are not included in the list of “vital” for the country. “We had to take urgent measures to transfer employees to remote work. First of all, these were technical difficulties, but the system of information exchange and access to documents was quickly established, ”he says.
Despite all the possible skepticism, telecommuting has shown its effectiveness and may well become a “new normalcy” in the near future, BG’s interlocutors believe.“Of course, the principals are still ready to discuss a number of issues only in person, and this is understandable and correct. But a lot of technical, organizational communications went offline. I saw on the calls even inveterate conservatives who didn’t even take a smartphone in their hands, ”Ilya Nikiforov, managing partner of Egorov Puginsky Afanasiev and Partners, shares his observations. At the same time, Mr. Nikiforov advises the representatives of the parties to undergo trainings, develop skills in working with hearing support systems. “Sometimes you only have a few seconds to open the document you want, display it on the screen and highlight the relevant passage – you need completely new skills! I saw in a number of situations how a party with strong facts tactically loses the debate due to fiddling with IT, an impression of an unconvincing, crude, unclear position is created, ”he says, stressing that during negotiations a lawyer should look convincing even from the screen – wearing a tie, no sweater t-shirts.Mr. Nikiforov adds that he went further and equipped himself at his workplace with an almost professional studio, with light, filters, acoustics. “This is fundamentally important for me,” the expert clarifies.
According to Alena Bachinskaya, counselor of the S&K Vertical Law Firm, some lull in a number of practices was due to objective circumstances. “For example, for two months the Russian courts were closed and only considered cases that could not be delayed. However, this did not mean downtime in the practice of resolving disputes and bankruptcy: lawyers continued to remotely advise clients, worked on documents and positions on current projects, which allowed, after quarantine, to confidently accept new litigation projects, ”she adds.
Mr. Spasennov adds that the second quarter of 2020 was particularly tense, with the demand for services declining by about a third. “Many large clients were forced to suspend their projects, but there were many requests from medium and small companies, which was felt by small law firms, whose business even went uphill. At the end of the year, the situation leveled off and we almost reached the pre-pandemic level of workload, ”he says. According to Ekaterina Smirnova, managing partner of the St. Petersburg office of the law firm Semenov & Pevzner, the legal market froze at the beginning of quarantine measures in the spring of 2020, waiting for what to do next.“Some firms temporarily canceled bonuses to employees, someone cut wages. However, everyone quickly realized that there was no less work, if not more, and quickly recovered from the shock, ”adds Ms Smirnova.
According to Alena Bachinskaya, the judicial system itself has adapted, massively introducing such innovations as online meetings, remote familiarization with case materials, and the like, which continue to function successfully even after the lifting of quarantine restrictions. Thus, despite the first impression of the restrictions imposed due to the pandemic and the great concern about the possible consequences, by the fall it became clear that the legal market did not experience a significant drop, having adapted to the new realities, she said. “It’s impossible to talk about the impact and“ drawdown ”of the market, this is absolutely certain. The pledge of this was the flexibility of lawyers, the ability to regroup, to be close to the client, directing resources to the pandemic-related inquiries relevant to clients, ”sums up Ms. Bachinskaya.
Anton Krasnikov, partner at Sotheby’s law firm, believes that many lawyers liked working remotely, and given that this allows law firms to reduce infrastructure costs and leased office space, we should also expect this trend to continue. Andrey Goloshchapov, General Director of the European Legal Service, notes that in the near future the demand for the provision of full-cycle legal services in the online format will grow: from appeal, paperwork, certification by a notary to a court decision.“The legal framework is already adapting to new realities,” says Mr. Goloshchapov. This applies, in particular, to online notaries, pre-trial disputes in a remote format have already been resolved.
Managing Partner of Borodin & Partners Law Firm, Advisor to FPA, Ph.D. in Law Sergey Borodin is convinced that the current crisis has shaken up the legal market and left only strong law firms. “The pandemic has shifted priorities: the heads of the legal business turned their attention to new competitive areas, including IT and online services,” he said.
According to Ilya Kavinsky, a lawyer at the St. Petersburg Bar Association, there has been a sudden, albeit forced, technological breakthrough in the administration of justice: online disputes have turned out to be not only possible, but also convenient. “I hope that this opportunity will remain: for typical disputes that St. Petersburg and Moscow companies have with counterparties in Siberia and the Far East, this is simply salvation,” says Mr. Kavinsky.
Main disputes
According to experts, the trends in the legal market during the pandemic were the growth of the practice of dispute resolution, bankruptcy, labor law, compliance, tax law.“I think these trends will continue in 2021, the pandemic is not over yet. Among the litigations that were initiated during the pandemic, one can note general civil disputes related to non-fulfillment of obligations: all participants in the turnover try to compensate for losses by collecting debts and penalties for delays under contracts, applying for enforcement of obligations, and so on, ”says Mrs. Bachinskaya. In addition, she notes an increase in bankruptcies, since a significant number of companies, mainly from industries affected by the pandemic, unfortunately, could not withstand.“The number of bankruptcies of individuals compared to 2019 increased due to a drop in the level of income of the population, but at the same time, in 2020, the number of legal entities declared bankrupt, on the contrary, decreased, which is associated with a moratorium on initiating bankruptcy proceedings, as well as a two-month a spring break in the work of arbitration courts, ”says Sergei Privalov. Anton Krasnikov, in turn, expects a wave of bankruptcies in the coming months. “The bankruptcy moratorium was not extended, and the state did not offer new measures to support business. The creditors of the monetary companies have long been at a low start, and a huge layer of medium and small businesses, especially those from the hospitality, entertainment and catering industries, simply cannot cope anymore, ”explains Mr. Krasnikov.
Among other disputes, Andrey Gusev, Managing Partner of Borenius Russia, singles out disputes over the division and redistribution of business, corporate conflicts, hostile takeovers, bankruptcies that were planned in advance and are carried out in an aggressive manner – these are the main trends of 2020 and definitely in 2021. will continue.
“The whole world has gone online even more, which means that the demand for servicing technology and IT companies will continue and will continue to grow, including issues of regulation, intellectual property, personal data protection,” adds Mr. Spasennov. At the same time, projects related to representing the interests of business before the state, from criminal to administrative proceedings, are at the level, says Ilya Nikiforov. “There are signs of an upsurge in what is called private client service: family matters, divorce, structuring the transfer of business and property to heirs.Bad experience turns entrepreneurs to similar issues of personal affairs, ”he adds.
According to Natalia Pshenichnikova, senior lecturer at the Department of Civil Law and Procedure at Synergy University, medical law consultants are still drowning in appeals: a huge burden on medical institutions has caused an explosive growth in this recently quiet segment of the legal market. “So, such issues as the provision of medical care in conditions of restrictions, vaccination, the work of the compulsory medical insurance system in a pandemic, the work of dental clinics and maternity hospitals in a pandemic, telemedicine services turned out to be a trend,” she says.
It can be assumed that the state will try to cover the budget deficit through sharp movements in the fiscal sphere, BG’s interlocutors note. “This will create an increased demand for highly qualified tax and customs consultants,” the experts add.
Industry professionals also note that the pandemic has dramatically altered the worker-employer relationship, so the demand for labor law advice will continue to grow. “Last year is called the year of the greatness of labor law – this practice really came out of the secondary to the fore, but in the second half of the year, demand began to decline,” adds Mr. Krasnikov. At the same time, difficulties arose in transaction practices, especially in international companies: the number of mergers and acquisitions has noticeably decreased or moved to the judicial plane, and there are almost no investment projects.
Consistency in preferences
As for the preferences of clients, market participants did not notice large-scale changes in the approaches to the use of consultants and a decrease in interest in their services. “According to my observations, clients did not give preference to in-house lawyers.Do not forget that a full-time lawyer is an expense for the company, and a non-production expense, ”says Andrey Gusev.
At the same time, according to Anton Krasnikov, on the one hand, many clients really tried to redistribute legal work among full-time specialists, some completely refused to purchase legal services. “But it only worked in large companies with powerful legal departments. It is impossible to retrain full-time lawyers for new specializations in an instant, as well as improve their qualifications – if a single lawyer faced a complex corporate dispute, he is unlikely to cope with the task alone, “Mr. Krasnikov believes.
At the same time, given the extreme instability and non-standard nature of the situation as a result of the pandemic, as well as the increased industry risks, the management of enterprises often resorted to additional assessment of the recommendations of in-house lawyers by consultants in order to have a more developed position before making decisions. “This was the first time the companies faced a number of issues, and the in-house lawyers simply did not have enough experience and knowledge in some areas, so seeking help from consultants was a completely expected and logical step.In addition, in-house lawyers found it difficult to quickly respond to constant changes in federal and regional regulation, and large consultants can afford to monitor and analyze all regulations and even their projects on a daily basis, ”Sergei Spasennov says about the situation.
The lawyer, founder of the TeamLegalService law firm Timur Marshani, is in solidarity with his colleague, noting that complex tasks that require a non-standard approach and an individual solution are in any case outsourced, including legal management to outside companies that can solve a large scope of tasks.“Today, legal advisers, in-house and corporate lawyers are the segment of specialists who can carry out work in a structured manner. They can solve those tasks that require immersion. Serious tasks, for example, in economic crimes, tax, arbitration cases, business defense in courts of general jurisdiction – all this is definitely connected with outsourcing, ”he explains.
At the same time, according to Ms. Bachinskaya, the pandemic has not greatly affected the market of highly qualified legal consultants.“Clients do not seek to ‘find lawyers cheaper’, being left in a crisis with constant trusted colleagues who are close by and understand their needs,” she sums up.
The value of the work
As such, there is no tendency to reduce prices for legal services, but clients have become more scrupulous in choosing consultants, since they are more limited in budgets during the crisis, market participants note. “Nevertheless, clients are willing to pay for the high competence and experience of lawyers in a particular area to achieve the assigned task,” says Ms. Bachinskaya.Sergei Spassenov, on the contrary, notes that, as in any crisis, prices for services can only go down – and the pandemic is no exception. “Moreover, given the growing number of appeals from small companies that are not able to pay high fees to lawyers,” he said.
According to Andrey Gusev’s observations, the price pressure rather increased, and large firms in particular, and firms in the middle segment began to give big discounts. “The most stable niche now is the boutique format, where in highly specialized areas services are provided that either have no analogues in the market or experience very little competition, the so-called blue oceans,” he says.Such firms in the market, as a rule, have two or three competitors and partners, senior partners with big names who are experts in certain fields. “This niche is very stable, there are minimal discounts, but even their prices have not increased,” the expert adds.
According to Ilya Kavinsky, many firms actually offered discounts and deferred payment of bills to their regular customers. “But an interesting trend in 2020 was the shift in the structure of procurement of legal services: even large businesses turn to small law firms, and sometimes to freelancers. As a rule, these are experienced lawyers who, for one reason or another, left large law firms to float freely. They do not incur super-large overhead costs, and the quality of the expertise is usually no worse, ”he explains. At the same time, the expert notes that the fees of private practicing lawyers and small super-qualified firms did increase compared to 2019, but remain, as a rule, lower than those of medium and large firms.
At the same time, despite the opinion of many colleagues that due to the crisis on the market there are now many excellent lawyers who are forced to look for a new job, this is not entirely true, notes Anton Krasnikov.“So, employers hold on to super-professionals and young stars to the last, and they know their own worth. The market for the “big business” remains the market for the employee, and those stars who are ready to leave their homes are mainly founding their firms. And this will continue in 2021, ”the expert is sure.
